PART 1: GENERAL

1. SCOPE
This specification covers the design, manufacture, testing, supply, delivery, and performance
requirements of Single Phase BS-Footprint Split-Type Pre-payment Keypad Operated Watt-hour
Meters for use in the networks of the Tanzania Electric Supply Company Limited.

Any departure from the provisions of this specifications shall be disclosed at the time of tendering in
the Non-compliance schedule, in Part 2 of this document.

2. STANDARDS
The equipment shall comply with the latest editions of, and amendments to, the international standards
listed below. Where any provision of this specifications differs from those of the standards listed below,
the provisions of this specifications shall apply:

The bidder may propose alternative standards, provided it is demonstrated that they give a degree
of quality and performance equivalent to that of the referenced standards. Acceptability of any
alternative standard is at the discretion of TANESCO. Therefore, the bidder must quote for the
main standard.

3. SERVICE CONDITIONS

The service conditions shall be as follows:

Environmentally, the region where the work will take place is a coastal area, subject to an overall
medium relative humidity, which can give rise to condensation. Onshore winds are frequently salt
laden. On occasions, the combination of salt and condensation may create pollution conditions for
outdoor insulators. Therefore, outdoor material and equipment shall be designed and protected for use
in an exposed, polluted, salty, corrosive and humid coastal atmosphere.

Indoor material and equipment shall be designed and protected for use in buildings, which occasionally
may be wet and damp.

4. SYSTEM CONDITIONS FOR MEDIUM AND LOW VOLTAGES (33/11kV)


The Meters shall be suitable for installation in supply systems of the following characteristics: -
• frequency 50Hz
• nominal working voltages 230V
• maximum LV voltage 253V
• minimum LV voltage 130V

5. INSPECTION, TESTING AND QUALITY ASSURANCE

5.1 Inspection
The Supplier shall submit a detailed program covering the design, manufacture and
testing of the Meters within one month of receipt of the Contract Award.

Reports shall subsequently be submitted at intervals, outlining progress and, if


necessary, explaining deviations from the program.

The TANESCO representatives shall have free entry at all times, while work on the
contract is being performed, to all parts of the manufacturer's works which concern the
processing of the Meters ordered. The manufacturer shall afford the TANESCO
representative, without charge, all reasonable facilities to satisfy himself or herself that
the Meters being furnished is in accordance with this Specification.

The Meters shall be inspected during delivery, and TANESCO reserves the right to
reject ALL or PART of the delivered Meters if they will be found that they do not comply
with this specification.

5.2 Testing
All meters shall be routine tested in accordance with IEC 514. After the tests, the meter
cover shall be sealed. Each type of meter shall be type tested in accordance with IEC
521. The manufacturer's seal shall be taken as an indication that the meter has been
tested and conforms in every way to the specified standards and the additional
requirements laid out in this specification.

5.2.1. Type and Routine Tests


The Meters shall successfully pass all the Type Tests and Routine Tests referred to in
Part 2 and those listed in the most recent edition of the standards given in Clause 2 of
this Specification.

TANESCO’s representatives reserve the right to reject an item of Meters if the test
results do not comply with the values specified or with the data given in the technical
data schedule.

Type tests shall be carried out at an independent testing laboratory or be witnessed by


a representative of such laboratory or some other representative acceptable to

TANESCO. The Supplier/Manufacturer shall avail to TANESCO’s representative at


least five (5) original copies of Test Certificates for Type Tests carried out.

Type tests may be dispensed with at TANESCO's discretion if the manufacturer


furnishes evidence to TANESCO’s satisfaction that the relevant tests have already been
performed on identical Meters. In this case test certificates shall be submitted with the
bid for evaluation.

5.2.2. Factory Acceptance Tests


BEFORE MASS PRODUCTION, TANESCO shall have the right to satisfy herself that
the PROTOTYPES (SAMPLES) of the Meters to be produced comply with all technical
specifications given. As such, Factory Acceptance Tests (FAT) need to be carried out
for Routine Tests, and these shall be carried out at the manufacturer's works (factory),
witnessed by TANESCO’s representative before approval is given for mass production.
In order to facilitate TANESCO’s participation, the Supplier shall give TANESCO a
minimum of four weeks’ notice that the PROTOTYPES (SAMPLES) of the Meter are
ready for FAT testing so that TANESCO get enough time for necessary travelling/or test
witnessing arrangements.

TANESCO’s representative shall have the right to satisfy himself or herself that the
testing apparatus is correct and that its calibration certificate is still valid.

Full details of the proposed methods of testing, including connection diagrams, shall be
submitted to TANESCO by the Supplier for approval, at least one month before testing.

If TANESCO does not intend to participate in the FAT, such decision shall be given in
writing to the Supplier in the shortest practicable time to allow their Manufacturer to go
ahead with the FAT. In which case, the Supplier shall furnish the test results to
TANESCO.

Routine Tests shall be done as per Terms of References as given by the attached
Appendix 1 (TANESCO Test Certificates) which shall be signed (five original
copies) by the representatives of the Manufacturer, the Supplier and TANESCO.

The test certificates must show the actual values obtained from the tests, in the units
used in this specification, and not merely confirming that the requirements have been
met.

In the case of components for which specific Type Tests or Routine Tests are not called
for in Part 2 or in the quoted Standards in Clause 2 of this Specification, TANESCO
representative shall include a list of all tests he or she proposes the Supplier to carry
out.

5.2.3. Approval for Mass Production


The Manufacturer shall carry out mass production of the Meters ONLY AFTER
GETTING WRITTEN APPROVAL FROM TANESCO based on the FAT Results.

During mass production reports shall subsequently be submitted at intervals outlining

progress and, if necessary, explaining deviations from the program.

This approval also automatically approves for transportation of the produced


Meters to the delivery destination specified in the Tender Document.

5.2.4. Costs Associated with FAT


All costs in connection with the testing shall be borne by the Supplier who shall provide
TANESCO’s representatives with all the test facilities which the latter may require, free
of charge because the associated costs are part of the Bid Price.

5.2.5. Inspection and Testing of the Meters on Arrival at Delivery Point


i) TANESCO shall have the Meters inspected and tested after delivery at the Delivery
Point(s).
ii) TANESCO shall have the right to select random samples of Meters for testing.
iii) The Supplier shall cooperate and witness inspection and testing of delivered Meters.
iv) The Supplier shall provide TANESCO, free of charge, all the facilities which the latter
may require for testing the Meters.

5.3 Quality Assurance


The supplier shall provide current certification showing the manufacturer's compliance with ISO
9002.

6. SPARE PARTS
The Supplier shall propose a comprehensive list of all consumable and non-consumable spare
parts and accessories, if any, necessary for five years of normal operation as specified by the
Manufacturer.

The Supplier shall give an assurance that spare parts, should they be required, will continue to be
available throughout the life of the Meters.

The spare parts, if any, shall be clearly identified and related to the specific Meters item. Spare
parts, if required, shall be delivered suitably packed and treated for long periods in storage.
Each pack shall be clearly and indelibly marked with its contents, including a designation number
corresponding to the spare parts list in the operation and maintenance instructions.

The Supplier SHALL provide 5% of Customers Interface Unit (CIU) extra of the total
Consignment as spare part.

7. PACKING AND TRANSPORTATION

7.1 Packing

All Meters, including accessories, shall be packed and securely clamped against
movement in robust, wooden, non-returnable packing cases to ensure safe transit from the
manufacturer's works to the work sites.

The packing shall provide suitable protection against all climatic conditions prevailing
during transport and on site.

Meters or material liable to deterioration by seawater, moisture, or ingress of foreign matter


shall be totally sealed in strong polythene bags.

All accessories shall be carefully packed so that they are fully protected during transport
and handling operations and in storage. The packaging the meters are supplied in should
be reusable, vibration proof and dust proof, as the meters will be re-transported after
acceptance inspecting and testing.
Internal surfaces of loose accessories shall be sealed off by means of gaskets and
blanking off plates. Meters and surfaces liable to deterioration due to condensation shall
be protected by packs of silica gel or another approved desiccant.

Each packing case shall be indelibly marked, in two adjacent sides and on the top, with
the following:
• individual serial number;
• client's name, that is: Tanzania Electric Supply Company Ltd;
• contract number;
• supplier name;
• manufacturer's name;
• description of contents;
• country of origin;
• case measurements;
• gross and net weights in kilograms; and
• all necessary slinging and stacking instructions.

Each case shall contain a fully detailed packing list in a sealed waterproof envelope. Five
copies of each packing list shall be sent to TANESCO prior to dispatching the Meters.

All accessories especially the swipe card shall be carefully packed so that they are
fully protected during transport and handling operations and while in storage.

The Supplier shall advise, if requested, the storage required for any Meters that may be
delivered to the TANESCO's stores. The Supplier shall be required to accept responsibility
for the advice given, in so far as these arrangements may have a bearing on the behavior
of the Meters in subsequent service.

7.2 Transporting
The supplier shall be responsible for the transporting of all goods to TANESCO designated
Stores and for all the costs and expenses resulting from it in accordance with INCOTERM
specified.

All transport accessories, such as riding lugs, jacking pads, blanking off plates, etc. shall
become the property of TANESCO.

All items of Meters shall be securely clamped against movement to ensure safe transit from
the manufacturer's facilities to the work sites.

The supplier shall advise, if requested, the storage required for any Meters that may be
delivered to the TANESCO designated stores. The supplier shall be required to accept

7.3 Hazardous Substances


The supplier shall submit safety data sheets for all substances used with the Meters. These
substances shall be classified in accordance with the European Union SI 426: European
Communities (dangerous substances) (classification, packaging, labeling and notification)
regulation, 1992, or any subsequent amendment.

The supplier shall give an assurance that there are no other substances classified as
hazardous in the Meters supplied. The supplier shall accept responsibility for the disposal
of such hazardous substances, should any be found.

The supplier shall also be responsible for any injury resulting from hazardous substances.

8. SUBMITTALS

Some documents and items are required to be submitted at various stages of the tendering
process and contract implementation as set out in Clauses 8.1 and 8.2 below:

8.1 Mandatory Submittals required with the Bid


The following shall be required:

i. Technical Data Schedule fully filled.


ii. Sample Meter clearly marked “Sample”. The Samples meter complete with meter
box submitted by the Bidder will be retained for reference. Un-submitted or non-

complying samples shall be rejected and the associated bid will be considered
as non-responsive.
iii. Descriptive literature including original Brochures giving full technical details of the
offered meter.
iv. Outline dimension drawing for each major component, including fixing
devices/accessories for Meter Boxes and cables; and general arrangement drawing
showing component layout and schematic/wiring diagrams.
v. Drawing showing mounting details.
vi. Open documented Communications Protocols used.
vii. Error Curves.
viii. Safety Data Sheets for all substances used with the
Meters.
vii. Certified original Type Test Certificates of microprocessor(s), surge protector(s),
internal battery and Sample Routine Test Reports with an address of the
Independent Recognized International Laboratory such as NMI, UL International,
VDE, SGS and KEMA that undertook the Type Test. Uncertified reports by
Independent Recognized International Laboratory shall be rejected and the
associated bid will be considered as non-responsive.
viii. Detailed reference list of customers (including their addresses, telephone & fax
numbers, e-mail addresses, etc.) already using the offered Meters.
ix. Service life time certified by an Independent Recognized International Laboratory
such as KEMA and NMI, UL International, VDE, SGS.
x. Details of Manufacturer’s quality assurance standards and program.
xi. Detailed training program on the meters and any associated software.
xii. International Certificate of Manufacturer's quality assurance.
xii. Letter of Manufacturer’s Authorization on original headed paper (TANESCO
reserves the right to countercheck with the manufacturer direct on the genuineness
of the Authorization Letter).

8.2 Mandatory Submittals Required After Contract Award:


The following shall be required:
i. Program for production and testing.
ii. Detailed assembly instructions within each packing case for each watt hour meter.
iii. A training video or compact disk, illustrating installation, operation and maintenance of the watt-
hour meters.
iv. General description of the Meters and all components, including original brochures.
v. Technical data schedule including approved revisions.
vi. Detailed dimension drawing for all components, general arrangement drawing showing detailed
component layout and detailed schematic and wiring drawings for all components.
vii. Inspection and routine test reports of tests carried out in the manufacturer's works for each
and every meter in both hard copy & electronic format.
viii. A document that give details on installation and commissioning.
ix. A document that give details on operation and maintenance instructions, including instructions of
calibration adjustments, as well as trouble shooting charts.

8.3 Mandatory Submittals Required During Delivery of Meters:


The following shall be required together with the meters during delivery: -
i. Meter Software and Soft copy of meter serial numbers delivered in spreadsheet
format loaded into one Lugged Laptop as per given template.
ii. Swipe Card for each meter carefully packed with the respective meter;
iii. Extra CIUs as Buffer Stock, a quantity equal to 5% of total number of meters to be
delivered as stated in the Contract.

PART 2: TECHNICAL

9. GENERAL
This specification covers the design, manufacture, testing, supply, delivery and performance
requirements of Single-Phase BS-Footprint Split-Type Pre-payment Keypad Operated Watt-hour
Meters to be used for revenue metering in the LV networks of Tanzania Electric Supply Company
Limited (TANESCO). The meters shall be of Class 1 accuracy or a better class.

The meters shall be of split-type configuration whereby the meter will consist of two parts, namely,
the Measurement and Control Unit (MCU) to be installed in a box mounted high-up on an LV pole
(tapping-pole) of consumer’s service line, whilst a Customer Interface Unit (CIU) will be used by
customers inside their premises for credit monitoring and credit top-up.
Communication between the MCU and CIU to be via Radio Frequency (RF).

The meters will operate at a nominal voltage of 230V at 50Hz. They shall be in accordance with
International Standards specified in Section 2.
The Meters shall have the flexibility of being configured in either prepayment or post
payment mode.

TANESCO’s Special Requirements:


i. The meters shall be able to operate efficiently down to 130V at 50Hz under worst conditions
of supply.
ii. The meters shall be able to operate efficiently up to 253V at 50Hz under worst conditions of
supply.
iii. The meters shall be able to detect the presence of strong magnetic fields and give out
alarm(s) against the same.
iv. The Serial Numbers for the meters shall have no more than eleven (11) digits.
v. The meters’ MCUs are intended to be installed outdoor thus the MCUs shall conform to the
degree of protection IP54 and their boxes shall conform to the degree of protection IP51.

The Measurement and Control Unit (MCU) shall be supplied pre-fitted in suitable weather-
proof boxes and suitable fixing materials (i.e. captive style screws, Metal strip, nuts, etc.),
and provision for sealing the MCU as well as the door for the MCU Box. The meters (MCUs)
shall operate at their accuracy Class under the climatic conditions set out in Clause 3.

The air temperature inside meter box shall be taken to be the maximum outdoor shade temperature of
40oC plus the effect of any internal heating.

The meters shall be of the bottom-connected type and they shall comply with IEC 521.

TANESCO requires the meters to have a maintenance-free service life of at least ten (10) years; In
particular, successful operation in a tropical environment shall be demonstrated.

The MCU cover shall be non-metallic and shall be made of fire retardant materials. The MCU cover
shall not be removable without the use of a tool, and then, only after breaking seals.

The MCU shall incorporate a tamper detection system against opening of the MCU cover after
successful installation and commissioning.

10. CONSTRUCTIONAL REQUIREMENTS

10.1 Physical Construction


The meters shall be of split-type configuration whereby the meter will consist of the Measurement and
Control Unit (MCU) to be installed in a box mounted high-up on an LV pole (tapping-pole) of
consumer’s service line, whilst a Customer Interface Unit (CIU) will be used by customers inside their
premises for credit monitoring and top-up.

The Bidder shall state the overall dimensions (mm) as well as the weight (kg) of the CIU. The
dimension for MCU shall be; Length 200 +/-2mm, Width 120+/-2mm, Height 50 +/-2mm and
housing Thickness 3mm.

10.2 Materials for the MCU Cover


The MCU cover shall be made of non-metallic fire retardant materials, preferably Polycarbonate
complying with 960°C glow wire test according to IEC60695-2-1, and shall not be removable without
the use of a tool, and then, only after breaking seal(s).

10.3 Materials for MCU Terminals


The terminal material including screws and pressure plates shall be made of metal which does not
interact chemically with aluminium or copper conductor. Meter terminal made of Aluminium shall not
be acceptable. MCU terminals and screws made from Pure Aluminium or Pure Copper shall not
be acceptable. The bore holes for meter terminals to have a maximum size of 35mm2.

The meter diagram is to be printed on the inside of the terminal cover.

The fixing screws used for the removable cover and the terminal cover shall be drilled through the
head to accommodate Twist Tight Plastic wire seals. Additionally, the fixing screws shall be of
the captive type. The manufacturer shall supply with each apparatus, the screws needed for its
fixing/mounting on its board/or drilling template.

10.4 Shape and Materials for the MCU Terminal Cover


The MCU Terminal Cover shall be of extended-type to conceal the terminals when fixed in place
and shall be made of a transparent non-metallic fire retardant material, preferably polycarbonate.
The terminal cover also shall not be removable without the use of a tool, and then, only after
breaking seal(s).

10.5 Power Consumption


The active and apparent power consumption in each voltage circuit of the MCU at reference voltage,
reference temperature and reference frequency shall be not more than 2 Watts and 10VA. In the
current circuit, the apparent power taken by each current circuit at basic current, reference frequency
and reference temperature shall be not more than 4.0 VA for Class 1 meters.

Note:
An asterix indicates that the information should also be bar-coded on the meter in such a manner
that it can be easily read with a hand held bar code scanner once the meter is mounted in the
service position or during testing, verifying accuracy, etc.

10.8 Wiring Drawings for the Meters


The meters shall be bottom-connected type and they shall conform according to BS 5685 or its
equivalent, as in Figure 1. The connection diagram shall be marked indelibly on the terminal. The
terminals shall be made of a metal, which does not interact chemically with Aluminium or copper
conductors. Aluminium shall not be acceptable.

10.9 Sealing
Provision shall be made for sealing the MCU’s to their Power Supply Base (MCU-base), The MCU
terminal cover and as well as the door for the polycarbonate general enclosure (meter box) with
steel wire or twist tight Plastic wire seals.

Note:
The sealing of MCU should not prohibit the proper sealing of the terminal cover and MCU enclosure

10.10 Life Span Expectancy


TANESCO requires the meters to have a maintenance-free service life of at least ten (10) years,
thus, successful operation in a tropical environment shall be demonstrated. The service life
expectancy of the meter shall be proven with ALT (Accelerated Life Testing) according to IEC
62059-31-1 and the certified certificate must be from a recognized independent laboratory such as
NMI and KEMA.
Meter and all critical component picture should be captured before and after the test.

Life time of the internal battery, shall be of minimum 3 years off circuit and 10 years on operation.

10.12 Manufacturer and Country of Origin


The Manufacturer/Bidder name and address and country of origin of the basic meters. TANESCO
shall have the right to check with the Manufacturer on any item concerning the meters.

10.13 Approval and Certification


The Supplier shall submit an approval and certification of the meter from a recognized
Independent/National Laboratory Type Test Certificates and Sample Routine Test Reports.

10.14 Approval and Certification of most Based devices used


The Supplier shall submit Makes, Approvals and Certifications from recognized International
Laboratories for the following critical devices used in the meters, including Type Test Certificates
and Sample Routine Test Reports:
i. Microprocessors.
ii. ROMs.
iii. Internal Batteries.
iv. Surge Arrestors.
v. Internal relay (Latch)

11. FUNCTION PRINCIPLES

11.1 General
The meter shall function on the electronics principles and shall be in accordance with the latest design
and manufacture currently available. The main requirement will be the ability of the meters to function
for their life time without servicing and at the same time maintaining a high degree of accuracy.
There shall be a means of making it possible to perform the followings on the MCU in the field: -
i. Accuracy testing;
ii. Verification of correct wiring connection;
iii. Checking the remaining Credit;
iv. Retrieval of Tampering History;
v. Remote Reading of instantaneous and historical energy parameters; and
vi. Downloading complete data from the MCU by a Hand-Held Unit.

11.12 Meter Constant


The meter constant, pulse output constant, shall be specified by the manufacturer/supplier.

11.13 The Measurement and Control Unit (MCU)


• Upon acceptance of a valid token, the MCU shall credit the exact amount contained on the
token to the appropriate register in the meter and shall increment the register by this
amount;
• The MCUs for whole-current split-type prepayment meters shall be provided with an
internally-fitted disconnection switch/relay for automatic disconnection due to: -
i. Credit depletion. The load switch/relay shall automatically restore the load circuit when
credit is replenished;
ii. Exceeding the load-limit for the meter. The load limit for the meter shall be
programmable;
iii. When such an event occurs, the meter shall wait for pre-programmed time duration and
then reconnect the load;
iv. Detection of power failure. The meter shall connect the load after normalization of
supply;
v. The meter shall reconnect the load at 135V and 253V after low and high voltage failure.
vi. Relay rating should be not less than 80Amps.
vii. Meter cover and terminal cover detection during power ON and OFF condition
• The MCU shall be capable to withstand a minimum of 12kV high-energy surges caused by
lightning as well as continuous over-voltage of 400V between phase and neutral.
• Virtual Token Carrier (VTC) port or any other means for extracting data from the meter
when it is no longer operational;
• The MCU’s disconnect relay/switch shall disconnect on tampering or loss of neutral.
• Live-Neutral current differential detection and disconnection by 30% (I-Live < I-Neutral), the
threshold should be programmable and executed on LCD,
• Non-reversing Capability: The MCU (meter) shall be capable of recording and deducting
credit for all reverse running consumption, that is, deduct units in both forward (Import) and
reversed (Export) energy consumptions.

11.14 Memory:
i. The MCU shall have a non-volatile memory. The non-volatile memory shall be capable
of retaining information, in absence of power, over the lifetime of the meter;
ii. Means shall be provided to enable downloading of the information/data from the MCU
directly via an optical port
iii. The MCU’s non-volatile memory shall have a capacity of storing, apart from other
energy parameters, historical monthly consumptions for at least the last twelve (12)
months;
iv. The MCU shall be able to display MCU data even if there is no power. As such a
battery shall be provided on the MCU Motherboard for that purpose and the same
shall be replaceable easily without the use of a soldering tool. The manufacturer shall
specify the lifetime of the battery used and the retention time of the charge in the
absence of supply.

11.15 Commissioning and Auditing Provisions


For commissioning and auditing purposes, the MCU shall have the following provisions: -
i. Communication Indicator to shows status of communications with customer interface
unit (CIU);
ii. Status Indicator shall be provided for showing the status of the meter, with the
minimum of the following options:
a. Power on indication
b. Meter error (call for service)
c. Meter tampered
d. Meter out of credit
e. Power Limit Exceeded
f. Meter not initialised
g. Meter decommissioned
iii. Decommission mode (Where load switch is open and tamper facility is disabled) to
allow technicians to prevent the meter from entering into a ‘tamper status’ during
installation;
iv. Meter commissioning mode (where load switch closes and tamper facility is enabled).

11.16 Communications Functionality:


i. Remote communications with CIU: RF
ii. ANSI Type 2 Optical Port (ANSI C12.18) or IEC 62056-21 (IEC 61107) Optical FLAG
port for programming the meter;

11.17 Customer Interface Unit (CIU)


i. The CIU shall comply with 20-digit (STS) encryption algorithms. All correctly entered
tokens shall be registered by the MCU to eliminate fraud;
ii. The CIU’s keypad shall be user-friendly with at least 16-character by 2 alphanumeric
backlit LCD display for numeric credit display and language independent pictograms to
identified operational features. The height of the display characters for the numeric
values shall not be less than 4mm;
iii. The CIU shall enable loading the meter with a number of pre-purchased units of credit,
without loss of any existing credit balance;
iv. The CIU shall transfer the credit in kWh;
v. The CIU shall be able to display items stored in the MCU when an appropriate code is

keyed;
vi. The CIU shall conform to the degree of protection IP 51 as given in IEC 529;
vii. The principal communication between the CIU and the MCU shall be through wireless
(RF) and shall be able to cover a distance of at least 100 metres and, when indoors,
connectivity with the MCU shall not be impeded by brick walls;
viii. The CIU shall be an interchangeable unit, that is, not ‘MCU specific’. Any CIU shall be
capable of being used with any MCU of similar make;
ix. The CIU shall have a facility to interrogate and read stored values in the MCU such as:
x. Serial Numbers of last ten (10) successful Credit Tokens entered into the meter
including date of entry, and kWh value of each such token;
xi. The CIU shall display the cumulative kilowatt-hour register;
xii. The CIU shall have a means to remove digits from a partially entered number
sequence, that is, ‘Backspace key’;
xiii. The CIU shall indicate token acceptance or rejection;
xiv. The CIU shall give ‘low credit’ warning when a low credit threshold is reached and
when the CIU is switched ON;
xv. The CIU’s Keypad shall have white-color alphanumeric characters against a black
background to enable keying of tokens in poor-lit (semi-darkness) environments. As
such, the characters appearing on the LCD display shall either be black-coloured
against an illuminated background or bright seven-segment display;

11.18 Software

The Supplier shall supply the software for programming/reprogramming or downloading data
from the meters by using Computer

12. PREPAYMENT FUNCTIONS

12.1 Key Management System


The meter shall have the following key management functions: -
a) Each meter should have an 11-digit serial number pre-programmed into its memory,
printed on it and the plastic swipe card supplied with it. The swipe card shall be carefully
attached to each corresponding meter in the same box and SHALL NOT be delivered
separately. Information and Colour to be included and used on the swipe card will be
discussed BEFORE production commencement.

b) Every Prepayment Meter shall use the following interrogation codes for important parameters: -

b) The meters should have tariff index programmed into them and should be flexible for
changes by using the engineering functions (codes).
c) The meters should have Supply Group Code (SGC) of 901132

12.3 Deduction of Units


i. Units shall be deducted on both forward and reverse modes.
ii. Forward mode means the mains and load cables are in the right connection and reverse mode
means the mains and load cables are interchanged.
iii. The MCU shall continue metering and decrement credit, regardless of the state of the
communications interface or the CIU.

12.4 Pre-Loaded Units


Meters delivered shall have 10 kWh pre-loaded into them

13. SUBMISSION OF A SAMPLE METER


A sample meter shall be submitted with the bid document for evaluation purposes. Failure of the
Sample to meet specifications will lead to disqualification of the bid.

14. TESTS
Test for IEC 514 and IEC 521 Compliance
All meters shall be routine tested in accordance with IEC 514. After the tests, the meter cover shall be
sealed. Each type of meter shall be type tested in accordance with IEC 521.

15.2 MCU Enclosure specification


The MCU enclosure material shall be fire-retardant Polycarbonate that comply with IP54 with the
following dimensions; Length 250+/-5mm, Width 170+/-5mm, Height 100+/-5mm and Thickness
4mm+/-0, the enclosure shall be hooked outdoor, be mounted on wall or pole with clamp and
security sealing provision. Enclosure cover type- hinged side opening top cover.

PART 3: TRAINING

16. TRAINING ON INSTALLATION, COMMISSIONING AND SERVICING THE METERS


The successful bidder shall bare the cost and conduct intensive training to meter expertise -
TANESCO Staff on installation, commissioning, programming, downloading data and servicing the
meters, before delivery of the meters.

PART 4: INSTALLATION

17. INSTALLATION
TANESCO’s employees shall do the installation work of meters unless otherwise stated. General
guidelines for installation work involved are given in specification S01: General technical requirements
of 33kV, 11kV and LV networks.
