The undersigned heads of the Eastern Samar Joint Peace and
Security Coordinating Council (ES-JPSCC) is writing this letter to bring forth to your attention a matter which we treat as an immediate concern and seek your assistance relative thereto.
This pertains to the ten (10) cases against members of the
Communist-Terrorist Groups (CTGs) operating in the Province of Eastern Samar filed from the year 2016 to 2022 which were dismissed at the level of the Eastern Samar Provincial Prosecutor’s Office for varying reasons. (Copy of Resolutions hereto attached for reference).
This high incidence of dismissal of cases, despite of uttermost
efforts on our end, raises concern among the members of this Council as it deeply strikes an enfeebling effect on our concerted endeavor to suppress insurgency in the Province of Eastern Samar.
In the light of the foregoing, the undersigned respectfully
requests for a meeting/dialogue, at their most convenient time, with the members of the PTF-ELCAC, Legal Cooperation Cluster, more particularly the representatives from the Department of Justice-National Prosecution Service (DOJ-NPS) for us to obtain from them auspicious and valuable insights that will aid us in crafting “airtight” cases against the CTGs in the Province and thereby prevent the pernicious dismissal of our cases in the future, thus succeed in our legal offensive, all in furtherance of the objectives of Executive Order No. 70. We fervently entreat your office to tend this as a matter of utmost and immediate concern and respectfully pleas for favorable and prompt action in this regard.
