Organ opt-out system , every people are potential doctors unless they have
registered

E.g. Spain has introduced the opt out system and has a high rate of 47 per million
people
It shows the system could increase the number of donors and more organs can be
provided for the desperate need and more people can be saved.

Citizen : the opt out system motivates them to search informations about organ
donations
As they are all potential donors , citizen will tend to find out what they are
facing and acknowledge the fact that people are waiting for different organs in the
queue for years , most of them can’t survive long enough to receive donor organ .
They will understand how crucial donating organs are and can further motivate
people not to quit .
Furthermore, a census and statistics department survey in 2017 found around 34
percent of respondents from 10000 households supports the opt out system but not
all of them have registered the donation. The opt out system encourages people
which is interested in donating organs to take their first step. There will be more
donors and the waiting time will be shortened.

Doctor : education
People may have misconceptions about the safety and doctors attitude
Some may worry that if they are registered donors, doctors eager to harvest their
organ will not do their best th save their lives+ worry about impact to live donors
In fact ,an organ doctor has to be certified brain- dead by two independent doctors
before organ donation is practiced

Despite the government should do more promotion on the provisions and legal
