PARTI General Guideline 132 ‘Objective : to achieve an effective, efficient and pleasant environment of the Park BUILDING CONTROL: - Maximum building coverage: Overall development (For park developer): 50% (Max.); Industrial & Supporting Plots (For Investor): 70% (Max.). In specific, please refer to PART |, pages 4-5 to indentify how much of percentage which you can be allowed to build. ~ Building height: refer to all requirement of the Lastest Construction Law, page no. 5 (Planning and Development Guidelines). DESIGN GUIDELINE Buffer from road : ( physical + green ): ranging from 7m to 15m subject to the street the premises faces - Setbacks from neighboring land : building: 5.5m , open sided sheds: 2m. - Planting strip >= 2m along boundaries - _ Ingress/egress : 1/ up to1Ha -,2/1-5Ha,3/>5Ha, Located at least 20m from the road junction and 50m from junctions with the main Road. - Installation of cooling tower, compressor, pump, generator shall be screened off from view. jignboards installed inside the premises and not higher that the top of the factory: - No accommodation is allowed unless specific cases approved by VSIPILA. Boundary fence: - Not higher than 2,4m with solid part not higher than 1,2m . Elsewhere can find the provision at VSIPII-A Amenity Centre ENVIRONMENTAL CONSIDERATION No portion of the property shall create disturbance to adjacent sites such as smoke , noise (< 65dBA), vibration, —_electromechanical, electromagnetic disturbance and radiation , air, water pollution, dust emission odorous, toxic or noxious matter UTILITIES GENERAL GUIDELINE = Sewerage Customers construct intemal sewers , treat the sewerage (if necessary) and connect the last manhole to VSIPII-A nearest manhole (one connection for one land plot). The industry's effluent must reach VSIPII-A standard. Connection design will comply with VSIPIA guideline. VSIPILA dedicated sewer system will bring all liquid effiuent to VSIPI-A ‘Sewage Treatment Plant, ‘Sewerage Connection Application Form willbe filled up and submitted to VSIP at the initial time of development - Surface Water Drainage Customers construct internal system to collect surface water (only) to connect to VSIPII-A network on the primary road (separately from sewer line) to major arterial drain. Numbers of connection range from 1-4 subject to Plot area, Connection design will comply with VSIPII-A guideline. - Water supply Aring mains of water supply feed to land plot from tee-off on the Primary road designated during VSIPII-A development stage. VSIP II-A will lay the pipe from the tee off to the land plot with a sluice valve and water meter. At the chamber constructed by the Customer. The chamber shall be located not more than 20m from the premise’s boundary along the street The water pressure is about 3kg/cm2, WHO standard quality Water Supply Application Form will be filled up and submitted to VSIP at the initial time of development - Power supply Power in VSIP provided by EVN. The distribution system of 22kV reticulation consisting of a primary network and main sub-stations Low-Tension power is available at switchroom of every RBF, with capacity about 250 KVA for Terrace factory and 350KVA for Detached factory ( refer to specification of specific factory ), 3 Phases, 220/380V,50Hz High-Tension power is reserved for land development. The customer shall construct a substation inside the compound with HT room & LT room (less than 30m from VSIPII-A main road). Design for the construction of the customer's substation and connection will_comply with current regulation, requirement from EVN and/or VSIPILA, these are subject to the changes as per regulation, requirement changed by EVN and/or VSIPIFA guideline. ‘The Power Supply Application Form will be filled up by the customer and submitted to EVN 6-9 months ( normally at the initial time of development ) before EVN can connect and turn on power for the project CONSTRUCTION OF ACCESS: The access ( main entrance or for construction) from VSIPII-A primary street to the compound will be built by the customer / contractor with their ‘own cost . The construction shall comply with VSIPII-A guideline including a culvert, protection of underground services , catering pipes Drawing of the access has to be approved by VSIPII-A before the contractor can construct. CONSTRUCTION CONTROLS Like any contractor working at VSIPIL-A, the construction contractor of the project will comply with VSIP regulations. Binh Duong Post office will lay Telecom cable from the manhole to customer's terminal box normally located at office (land only. For the RBF, this step has been done during VSIP development stage) Customer will sent application to Binh Duong Post Office , sign the contract . They include VSIP II-A’s Rules and Regulations and instructions for lessees in the good and proper use of the park facilities and services. The aim is to create a conductive environment for both foreign and local investors to carry out their pursuit of their business effectively without undue interruptions and inconveniences, The operating rules including the VSIP II-A Rules and Regulations may be subject to concessions and changes to comply with new VSIP IIA and local authorities’ requirements. Version 1.0 dated 1Dec 05 2 Operation rules updated Sep. 2018, Operating Rules GENERAL PARK OPERATIONS 1 The park is operational 24 hours daily with designated security entry and exit points from the main Roads. Security checks will be carried out on staff, visitors, contractors and vehicle movernents within the park’s common premises to prevent loiterers. The street lights will be operational daily from 1800 hours to 0600 hours. They will also be switched on at the discretion of the park management, in the event that the natural lighting is not sufficient due to bad weather. ‘The refuse vehicles will carry out their daily collection rounds in every day. The most effective route will be used to ensure that all refuse is cleared quickly. The lessee shall maintain the exterior of its compound, including the boundary fence, all the ancillary structures and sanitary, water, electrical fixtures and fittings in a state of good repair. 2 The lessee shall ensure that no boxes, packing materials or any article or thing belonging or discarded by staff or agents are left in the park’s common premises other than designated refuse collection points. The park management reserves the right to ‘engage its contractor to dispose of such articles or things and be reimbursed by the lessee for the charges incurred. 3, The lessee shall ensure all daily domestic refuse will be collected in suitable refuse bags and properly secured and placed in the designated collection point which is accessible by the refuse collection vehicles. Please refer the table 1 for the list of domestic waste items collected by VSIP. 4, The lessee shall ensure that its contractors properly collect and dispose off industrial and trade, bulky, metal, timber, glass or toxic waste/materials. 5. The lessee shall ensure that no foreign objects or things will be discarded into and clog the sewers and open drains. The lessee shall take immediate action to remove and clear the choke or clog. 6. The lessee shall also ensure that the discharge into the sewer complies with the standards set out by VSIP I-A to prevent damage to the bio-filters in the sewage treatment plant. 7. Precautions and safety measures are to be taken to ensure that flammable, toxic or hazardous materials are properly contained and stored during transportation and storage. The lessee is to ensure that materials, other than those approved and required for the authorized trade activities, will not be permitted within the park's premises. 8, The park management will take care of the pest control in the common premises. The lessee shall be responsible for maintaining a similar pest control program within the site, 9. Littering is not allowed in the park. The lessee shall instruct and discipline its staff, visitors, contractors and agents not to litter within the park's premises. 10. All staff, visitors, agents and contractors shalll abide by all park instructions, road signs and observes the traffic rules and regulations. The park management reserves the right to refuse entry to anyone caught for non-compliance, 11. All vehicles, inclu 19 bicycles, shall be parked in designated parking areas only. The park management reserves the right to clamp or tow away any vehicle found illegally Parked within the park's common premises and roads. A fee will be levied for the release of confiscated vehicles. 12. The lessee will instruct its staff and agents not to vandalize or damage the park's properties, plants and other ancillary structures within the park’s common premises. Version 1.0 da Operating Rules No cooking and street-selling food stalls will be allowed within the park's common premises. The lessee will also ensure that the same applies within their common premises unless prior approval has been granted by the park management. No animals or pets will be allowed to be kept in the park. Security dogs, if used, are to be kept on leash during patrols. Only one signage will be permitted for each site and the signage shall be placed within the site boundary. The lessee shall submit the signage to the park management for approval before installation Installation of air conditioning equipment, compressors, generators, pumps or gas tanks are not allowed fronting the roads or on the facade of the building. Customers have to build their own boundary fences in which the total height of fences above 2.4m and the solid walls of fences along roads above 1.2m will not be allowed. The lessee shall not permit anyone to use any part of the premises for residential purposes or any other purpose contrary to the terms and conditions of the lease agreement unless otherwise agreed by VSIP IIA JV, and Lessee must take full responsible for their staff, who are permitted to temporarily reside in the premises! compound, in respect of the Civil Law of the Socialist Republic of Vietnam. The lessee shall ensure that its activities will not cause any obstruction, noise, flooding or any other nuisance which will interfere with the peaceful enjoyment of the common premises. During construction work, the lessee shall ensure that the work is carried out within the designated areas and no part of the park's common premises shall be used for such purpose, For the safety of the staff, the lessee shall submit a Emergency Evacuation Plan and liaise with the park management on its implementation. The lessee shall comply with the procedures for application for planning approval and construction and use its premises in accordance with the planning approval. The lessee shall not undertake any alteration / addition work to its premises without getting the prior approval of the park management. The lessee shall comply with the procedures for the application for the connection for utilities (water supply! sewerage / electricity). The lessee shall ensure the engagement of a competent electrical engineer to maintain the electrical installation within its premises and submit an annual inspection and certification report to the park management for its records. The lessee shall take up the insurance coverage as per the terms and conditions of the lease agreement and submit a copylcopies to the park management if requested to do 80. Version 1.0 dated Dec 05 8 Operation rules updated Sep, 2016 Operating Rules VSIP II-A TRAFFIC RULES AND REGULATIONS, All road users are to comply to traffic signs and directions without fail. Drivers are to keep to the designated lanes and send out signals in advance for turning and stopping. 2. For safety reasons, motorcyclists and bicyclists are to keep to the designated lanes or the right side of the road at all times. 3. The speed limit is 50 km/h All drivers are to keep within the speed limits for their own safety. 4, There shall be no parking of vehicles along the sides of the roads except in designated parking areas. For unavoidable cases, The Lessee has to inform VSIP IIA for a permit to let the vehicles park in common area in a certain period. By the way, the drivers have to observe all directions by VSIP II-A security 5. __ Illegally parked vehicles will be towed away or wheel-clamped. A levy will be imposed by the park management to release the vehicles. 6. _Byentering the park, the person shall indemnify the park management against all claims. The person shall be responsible for any damages that he or she caused within the park. 7. Road users are not to use the horn unnecessarily to minimize noise pollution and distraction, 8. The management reserves the right to stop movement! refuse entry to any person or vehicle deemed a possible danger to other users in the park. 9. Park Security will double check goods vehicles on their way out of VSIP II-A for theit goods movement authorization . 10. Goods carried shall be securely fastened to vehicles. Nothing from the vehicles shall fall off to the road. Park management reserve the right to refuse entry unless itis followed. 11. Goods movement by fork lift on common areas is prohibited Version 1.0 dated 120 05 9 ‘Operation rules updated Sep. 2016 Operating Rules PART Il PROCEDURES FOR - HANDING/ TAKING OVER OF PREMISES / LAND - APPLICATION FOR VSIP II-A’S BUILDING PLAN APPROVAL Operating Rules VSIP II-A PROCEDURE FOR HANDING / TAKING OVER OF PREMISES / LAND 1. The handingitaking over of the premises/ Land shall be arranged by the park management with the lessee before the commencement of the lease. 2. Ready built factories 2.41 The lessee is to inform the management within fourteen days from the date of handover of any defects found within the premises. 22 Ajoint inspection will be arranged to confirm and schedule the rectification work. 23 The lessee will inform the park management in writing immediately upon discovering any building defects during its occupation of the premises, 3, Prepared Land 3.1 The lessee will be responsible to ensure that the survey markings will be maintained and be replaced if damaged or removed during the occupation of the site. 3.2 The lessee shall ensure that the boundary fence is constructed in the correct position. 3.3 The lessee shall maintain the site upon taking over by keeping the grass cut and free from unauthorized use pending development. 4. Upon expiry of the lease, the lessee shall return the premises in good tenable condition complete with the relevant building plans, keys and documentation as per the terms and conditions of the lease agreement. The planning submissions to VSIP I-A shall follow the Planning Submission Instructions, The planning process is as follows page 13, Submi n to Vietnamese Authorities After the planning submission has been approved by VSIP I-A, the next step is to get building plans approved by the relevant Vietnamese authorities and VSIP Management Board. All lessees are strongly advised to study the Construction Law passed by the Viet Nam National Congress and all the other relevant Laws, Ordinances, Decrees, Circulars and Guidelines by the Vietnamese government. Alll lessees are responsible to obtain the necessary clearance from the relevant authorities to occupy the completed building and start operations. Any assistance rendered by VSIP II-A, during any time, shall not be taken as VSIP II-A taking over the responsibilities from the lessee. ( Refer to Application Form for VSIP I-A. Building Plan Approval ) Upon approval by VSIP II-A, the Lessee will submit to the VSIP Management Board for the Construction Permit. Note that the VSIP II-A Building Plan Approval do not consider the following which is to be taken care of by the respective designers a. Fire protection system and safety requirements, b. Structural design criteria and adequacy. ©. Soil test report Lessees are responsible to obtain the necessary clearances from the relevant authorities to ‘occupy the completed premises and commence operations. PART I GENERAL GUIDELINES 14 Planning and Development Guidelines INTRODUCTION Objective This handbook serves as a guide for all participants in the planning, design, construction and ownership of land parcels at the Vietnam Singapore Industrial Park II (VSIP II-A). The guidelines apply to all land lying within the set boundaries of the VSIP II-A, regardless of whether the land is developed by VSIP II-A or another developer as a private property, or common good or facility. The Planning and Development Guidelines will control VSIP II-A’s development to achieve an effective, efficient and pleasant environment in the industrial park. The guidelines may be subjected to concessions and changes to comply with new regulations. 4.2 Standards for Development and Fitting out Work The planning and detailed design of the proposed development shall be carried out by a qualified architect or engineer, The Vietnam Standard (TCVN) shall be used for the design and construction of all work. Permitted uses are Ancillary office ‘Showroom Leisure facilities Créche Maintenance office Security facilities Circulation areas, toilets, etc. Training . _ Exclusionary Uses Independent offices, showrooms, and retail outlets should not be located in the industrial area. They shall be sited in the designated area. The time period for compliance with the minimum plot ratio is 2 years from the date of the lease commencement. Further extension of the time period may be allowed on a case to case basis. 23 Maximum Building Coverage The maximum building coverage control will ensure that the built environment is not ‘compromised. It also ensures that the buildings do not abut the perimeter of the land for fire safely, light and ventilation as well as traffic circulation. Building coverage is defined as the total roof plan area divided by the site area. DESIGN GUIDELINES 3.1 Buffer from Public Roads Buffers are building setback requirements from the roads. They normally include the tree planting strip. No buildings or other developments are allowed to encroach into the buffer zone except for only certain types of light ancillary structures such as bin centres, guard houses, small ring-main substations, sign boards, lamp posts, letter boxes, etc. The buffer requirement will ensure uniform building setbacks from the road to create neat rows of buildings and critical vistas. The width of the buffer varies with the width of the road that the land abuts (see Table 3.1) and the height of the development (see para 3.2). Buffers are divided into two types, which are defined as follows: a. Physical buffers Physical buffers are strips of land within which bike parks, car parks, driveways, walkways and light ancillary structures such as bin centres, guard houses, ring-main substation, car porch and canopies can be allowed. b. Green buffers ) Green buffers are strips of land strictly reserved for tree planting, landscaping and | turfing. No other uses will be allowed except for signposts, lamp posts, small guard *) houses and bin points. This is to provide for natural light and ventilation considerations as well as fire safety. The minimum setbacks stated hereafter may not meet the requirements of the local fire authorities for fire fighting purposes in which case the setback shall be increased to meet local requirements. ‘The specifications are as follow: a. The number of such points is controlled for traffic safety. Landscaping and Planting Strips To create a softer and pleasant environment, greenery such as tree planting and landscaping is required. Particular attention should be given to land fronting major roads. The greenery zone within the buffer shall be turfed andior planted with ornamental plants / shrubs and trees. These shall be regularly maintained and not cause any nuisances to the neighbours. Two types of green space shall be implemented, namely public and private green. a. Public Green Public green is maintained by VSIP I-A and could be found in: . Linear green strips along the major roads and along the pylon corridor; . Central green axis / promenade along the business centre, opening up into the plazas; * Defined landscaped areas at the prominent gateways to the industrial park. Version 1.0 dated 1 Dee.05 9 P&D updated Sep. 2016 3.5 3.6 37 3.8 Planning and Development Guidelines Private Green Individual developments must be provided with landscaped area with at least 20 percent in total land area. These must be maintained by the individual owner. In 20 Percent of green area, the individual development shall be provided a minimum planting strip of 3 metres along the fence facing the road and 2 metres along the sides and rear fence. The width of the tree planting strip to be provided varies from 3 metres to 5 metres, depending on the hierarchy and width of the road that it fronts (please see table 3.1). Boundary Fence Any fence constructed at the boundary shall not be higher than 2.4 metres. It shall not protrude into the adjacent land. Any wall higher than 1.8 metres from ground level must be designed by a qualified structural engineer. Solid boundary walls higher than 1.2m (Le. those that block the view of the inside of the premises from the public road) are not permitted. No part of the fence structure (above and underground) shall protrude beyond the plot boundary. The footing and the foundation of the fence should be at least 800mm deep below the existing land level of VSIP for safety. The fence must be designed and built without affecting the existing fence of the neighbouring customers so that the part of wall fence affected by land cutting or land filling must be reinforced to avoid collapsing. The owner of the fence must maintain it in good order at all occasions. Social Amenities and Food Outlets Larger factory premises, employing more than 100 workers, should provide their own canteen or lunch room. ‘Smaller factories could use the centralised food outlets or canteens that are planned for by VSIP I-A. Additional facilities like centralised ‘amenity centres’ with restaurants, food courts, shops, banks, post offices, child-care centres and some social and recreational uses, etc., may also be developed by VSIP I-A. Easements and Drainage Reserve. No structure shall be constructed in any easement or drainage reserve. Only turfing or planting is allowed For rental ready built factories: a. Fire protection system: Lessor shall be responsible to install fire protection system for empty factory as required by fire regulation. The Leessee has to bear the cost to upgrade the orginal fire protection system to comply with the fire regulation regarding to renovation construction and facilities fiting out done by leesses. b. Additional structure/expand covered areas: Leessees have to apply Lessor's approval and subject to additional charges. ENVIRONMENTAL CONSIDERATIONS 41 Nuisances No portion of the property shall be used in such a manner as to create disturbance to adjacent sites, such as, but not limited to, vibration, sound, electromechanical isturbance and radiation, electromagnetic disturbance, air and water pollution, dust emission or odorous, toxic or noxious matter. 4.2 Animals No animals or fowls, penned for agricultural purposes, which are a nuisance to neighbour, shall be permitted on any of the development parcels. 43 — Air pollution Exhaust systems and flues must be designed and installed in such a manner that nuisance to neighbouring properties will not occur. However, in order to achieve the Environment Certifiate for business operation in VSIP_II-A, all tenants are advised to follow the Vietnam standard (TCVN) in related field. 44 Noise pollution Daytime (6am ~ 6pm) noise level shall be below 70dBA, evening time ( 6pm — 10pm ). Below 60 dBA and night time (10pm to 6am the next day) below 55 dBA, measured at any point along the boundary fence. However, in order to achieve the Environment Certificate for business operation in VSIP I-A, all tenants are advised to follow the Vietnam standard (TCVN) in related field. 4.5 Water pollution The owner or Lessee shall be held responsible for any surface or underground pollution caused by the use of the premises. 46 — Storage of Materials No storage of flammable materials is permitted in the buffer zone. All tenants are advised to follow the Vietnam Fire Prevention Regulation (TCVN) in related field, 47 Exterior lighting The owner or Lessee should provide and maintain adequate lighting for safety and security. No lamp should face the neighbouring lots or roads. 4.8 Exterior Installations Installations of cooling towers, compressors, generators and pumps shall be screened off from view. There shall be no such installations fronting the main roads. No signs shall be permitted above the roof level and outside the site boundary. No flashing or moving signs shall be allowed. The sign shall not interfere with the natural lighting and ventilation of neighbouring sites. The sign with its own self-stand structure or installed on fences shall not be higher than 2.4m. Advertisement sign, hoarding or billboard shall not be allowed. Version 1.0 dated 1 Dac.08 12 P&D updated Sep. 2016 54 5.2 Planning and Development Guidelines TRAFFIC AND PARKING GUIDELINES Parking Standards Circulation within the plots and parking spaces for cars, motorcycles, lorries and container trucks should be provided for by the Lessee to cater for their own operation requirements including staff parking, In this respect, VSIP II-A do not allow parking in common areas of the park Roads and Traffic Circulation a, Common Roads Managed by VSIP I-A The internal road network is designed to cater to the needs of industries operating in the park as well as integrate with the existing road outside the park. The road is of flexible pavement structure design and the surface shall be paved with asphaltic wearing course. There will be two arterial roads linking Boundary Road on the West to Township road_on the east of the VSIP II-A, and One main road from North to South of the park. The horizontal roads are designed to meet the expected traffic volume to the idual land plots as well as for utility connection regarding to the VSIP I-A Master Plan. There are services reserves and piped drains on both sides of all horizontal roads. b. Roads in Lessee Plots The Lessees shall, at their own cost, construct individual accesses to their site, including the culvert. The contractor shall take all precautionary measures to protect the services in the services reserves and road site tables of the park. Lessees should check with VSIP II-A on the services that are in the way of their access. The access shall be paved with a hard wearing course, such as asphalt or pavement blocks. No loose gravel shall be allowed. The treatment plant is a biofilter system, which will treat the effluent to standard required by the Vietnamese Authorities before discharging it to the water course. If the connection requires a backdrop or tumbling bay, the sewer upstream of the backdrop shall not have a velocity greater than 1.20 m/s. Only one point of connection for each Lessee shall be allowed. 62 Surface Water Drainage ( Refer to Part Connections for details) : Guidelines For Application For Utilities The drainage system is separated from the sewer system. This has the advantage over combined storm water and sewer system, as there is less chance of pollution during extra-ordinary storm occurrence. The system consists of a network of collector drains (roadside drains) which collects rainwater from individual lots to major arterial drains before discharging it outside to the canal along the industrial park Lessees shall construct their surface drains and connect it to the VSIP II-A drain. Lessees shall ensure that waste water, such as washing of factory floors, production areas, bin centres, Petroleum-Oil-Lubricant (POL), etc. shall not enter the surface drains. The average rainfall volume is 1804.1 mm per annum, based on data from the Binh Duong meteorological department from 2000 to 2015. This data is provided as a guide. It is the Lessee’s responsibility to confirm this data with the relevant authorities. The water system is designed for two requirements: a) Domestic and industrial consumption This was estimated at 80 cubic meters per day per hectare (i.e. average for light and medium industries). Customers are advised to install their own storage or equalisation tank to cater for Fluctuation in demand; and b) Fire protection requirement ‘The quantity of water required for fire fighting purpose is based on the Vietnam Standard (TCVN). The leesees have to install and register the Fire protection system of their factories to the Fire local authority. VSIP II-A will construct the pipe from the feeder pipes to the land plot with a sluice (or stop) valve and water meter. The Lessee shall construct the meter chamber and continue the internal piping. Only one point of ‘connection per Lessee shall be allowed. No direct pumping from the VSIP II-A water main shall be permitted, The water meter chamber shall be located not more than 20 metres from the boundary line along VSIP II-A road, and the nearest tap-offs from the main supply pipe. For water critical industries Lessee is advised to constructed storage water tank to meet their operation needs 64 Regulation, Procedure, Work Scope And Basic Requirements In Power Supply — For Land & Ready Build Factory = For Land I- GENERAL DESCRIPTION & REGULATION: -1.General: These guidelines are based on current regulation, requirement from EVN and/or VSIP,these are subject to the changes as per regulation, requirement changed by EVN and/or VSIP. 1-2.The electricity supply will only be provided as follow: (items: b & d are stated in the article 9 of decree No.105/2005/ND-CP issued by Prime Minister on 17 Aug, 2005) a. The voltage: 22000V, 3 phases, 4 wires. b. The voltage supply is maintained within +/- 5% in normal operation condition. c. The frequency: 50Hz. d. The frequency of supply is maintained within +/- 0.2% in normal operation condition. e. The average power factor must be 2 0.85. (Please refer to the attached circular 09/200 1/TTLT-BCN-BVGCP on page 28 + 31 for the penalty) ~ Depending on the load and the electrical machines, customer has to install the suitable capacity bank system in order to meet this requirement and to avoid the penalty. f. Regulation of actual usage of capacity: This will be applied as per regulation of EVN and committed in the form “appendix No. 3° of EVN (page 32}- It is not allowed to regularly operate below 60% of transformer capacity. g. All connections from the poles of transmission line to individual customer will be underground cable. h. Location of connection switch yard: Regardless the location of transformer that the customer prefer to install, the connection switch yard must be located in the left or right corner and nearest to the front boundary fence of the land and it can be installed 22 KV VT, CT and other necessary 22KV materials for power supply. i. Do not install new electrical pole along Dan Chu Street. j. Do not drill through Dan Chu Street for telecom & underground cable. Regulation of capacity limitation for MV & LV rate: Measurement at MV side & MV tariff are only applied for transformer with capacity of 250 KVA and above and lower than 250 KVA will be measured at LV side & LV tariff will be applied — This is subject to EVN’ regulation. I, TRANSFORMER CAPACITY, USAGE, CHARGE & CONNECTION: a) Consumption Charges Customer has to apply directly to Electricity of Vietnam (EVN). Customer has to pay the prevailing electricity tariff charged by the EVN. b) Transformer Capacity, Schedule, Usage and Connection VSIP II-A Ready Build Factory's Transformer Capacity will be as follows; Detached Type (2000sqm) - — 320 KVA Terrace Type (1000sqm) —250 KVA Normal schedule: upon submission of full set of documents to EVN, The estimated schedule for power connection is around 6-9 months where the infrastructure of 22 KV line is not ready and 4 months upon where the infrastructure of 22 KV line is ready. Work scope of customer: * Customer will install its own Main Switch Board (MSB) and do the cabling from the above mentioned LV CB to its MSB. * Customer will apply directly to EVN for Sales & Purchasing (S&P) Contract. Dossier of application comprises of: 1) Factory Lease Agreement between VSIP & Customer (Notarized copy); 2) Investment license (Notarized copy); 3) Copy of tax code certification, bank account & name; 4) Certification of handing & taking over of LV CB; 5) List of equipment & load curve; 6) Minutes of commissioning & power turn on. Ill - MINIMUM REQUIREMENTS IL-4, Minimum Requirement to be indicated on Single-Line Drawings of Lessee’s Electrical Installation - To indicate the primary and secondary systems and to indicate the salient technical details of the circuit control equipment, transformers, cables, interlock, standby generator, etc, - To indicate each main switchboard, the total connected or expected connected load. - To show clearly the positions of all the current transformers, class of accuracy and VA burden for protective and metering devices.
