Sub: Revised guidelines for issuing "NOC" to prosecute Higher Education -Reg Ref: 1) CRP/HRD/2012/NOC/2933, Dt. 12-11-2012. 2) CRP/HRD/2012/NOC/2934, Dt. 12-11-2012. 3) CRP/HRD/155/1431, Dt. 13-06-2013. 4) CRP/HRD/2013/NOC/2958, Dt.10-12-2013. 5) CRP/HRD/155/2014/438, Dt. 24-02-2014. 6) CRP/HRD/2015/ST/633, Dt. 02-03-2015. 7) CRP/HRD/2016/65/1036, Dt.22-04-2016 8) CRP/HRD/IV B/NOC/2017/ST/2, Dt. 30-12-2017. aed Further reference to the circulars cited above, NOCs are being issued to all the employees whenever they desire to study any course through Distance/ Correspondence education mode on submission of web application which is submitted before last date for joining the course. In order to streamline the system of issuing NOCs to Executive cadre employees , Executive trainees and NCWA employees for prosecuting higher studies and also with a view maintain centralized data base for future reference and internal recruitment, the HRD department is duly authorized to issue No Objection Certificate centrally from Corporate HRD Department. In supersession of earlier circulars issued prior to 2011 guidelines are being followed as per the circular Nos. cited above. On the representation of the recognised Union to grant NOC after the admission in to the courses stating the individual reason for delay in submission of the applications/delay in sending applications from Unit/Area level to HRD Department etc,. The Committee constituted to study on exemption of NO OBJECTION CERTIFICATE (NOC) has submitted their report duly signed with their recommendations. The issue has been examined in detail by the competent authority and on approval, the following guidelines are issued. All internal candidates who are in possession of requisite qualifications obtained through correspondence/distance education mode, without NOC, (Except Technical and Regular Courses) are allowed to appear for internal recruitment/examinations, as one time-measure as on 06-08-2021, as and when vacancies arises. The following is the eligibility criteria to exempt employees for submitting No Objection Certificate who have completed their respective courses in between 02-05- 2011 to 06-08-2021. 1. All the internal candidates who are in possession of requisite qualifications obtained through correspondence, distance education course(except Technical and regular course) as on 06-08-2021 will be allowed for internal recruitment /examinations as and when internal vacancies arise, Contd..P-2 P-2 2. The Course should be from recognised University accredited by UGC/Ministry of Human Resource Development. 3. The Course should be in Distance Education mode. 4. The Course offered from University should be within the territorial jurisdiction of the State. . 5, If the Course is from other State. It should be from central university. 6. Joined in courses offered from AP State Universities (before or after bifurcation) can be allowed for a period up to 02.06.2024, 7. Joined in Course before appointment and completed during service in distance mode. 8. Any regular Course joined before appointment and has left over Course of only one year can be allowed as it was approved earlier for JMETs and AFMs. 9. This cannot be quoted as precedent for any old cases where NOC was mandatory 10.The Employees who filed Writ Petitions are also covered in the above guidelines as per their eligibility and any consideration will be prospective date. 11.Decision of the Competent Authority is final in case of any clarification All the Area GMs, Mines & Departments are hereby advised to follow the above guidelines scrupulously and executives, executive trainees and NCWA employees who fulfils the above conditions are exempted for submission of NOC and verification would be done by a committee constituted by recruitment cell as per rules as one time measure as on 06-08-2021 (i.e., completed courses between 02.05.2011 to 06.08.2021) as and when internal vacancies arise. The appointing authorities in the initial stages Itself, shall ensure that the candidate writes all the educational qualifications at the time of his appointment, including courses that are being pursued by them whether regular/correspondence/distance mode in the Employee Personal record to avoid all sorts of problems. All the qualification mentioned / entered by him in the EPR forms shall be invariably entered in SAP by the concerned. Recruitment authorities at Corporate Area and at Area levels, a column has to be created in EPR sheet In respect of newly recruited NCWA/Executives to enter the part of the course before their appointment and to be completed course after the appointment and the same should be entered in SAP. GM (Per.) RC& Welfare / IR&PM/EE & CSR will modify EPR format and issue necessary guidelines. All the Area General Managers are advised to instruct all mines and departments to educate all the NCWA employees/Executives/ Trainees to apply for “NOC” for further studies on or after 07-08-2021 as per the System / Procedure in vogue i.e. online through website and submission of hardcopy to the HRD Dept along with required Documents within stipulated time.
