21.7.1986 and all other orders issued on -the suWectYto
date, the following orders are issued;-

t) - The State Govern-ment employees selected


for participating in sporting_events of national/interna-
tional importance conducted by the National Sperts
Federations and Indian 01,ympic Association as specif ed
in the Innexure enclosed may be sanctioned Special Casual_
Leave fsr the 'actual days on which they participate in'
sued events, as also for the period on which - they spent',
in travelling to - and from such tournaments/meets: Further,
it any pre-participation Coaching Camp is heIdAciaciiiiiiic-
tion with the above *mentioned events and the-Government, '
servant is required, to attend the same. Special Casual Leave
may be sanctioned for this period also.

2) The benefit of Special.CaAual,Leave for a


.period not exceeding 30 days in one Calendar'Year may.be.
sanctiened to the State Government Servants who'are
selected for participating in trekking expeditions trgaui-
sed by the Youth.Hostels Association 'of India.as well'as.
expeditions which have the apiptoval of the Indian ,
Mountaineering Federation.. .However the , canctipn of:..
Spec
Special Casual. Leave in respect of trekking expeOition.S_

Such of the Government servants who venture to o into


trekking expeditions on more than 3 occassions may be
permitted to Co so at the discretion of the authority
competent to sanction Special 'Casual Leave subject to
availing leave due End at his credit.

3) he Government servants who have already


availed Special Casual Leave on three •ccassions for
participating in Mountaineering/trekking expeditions shall
not be eligible for any further Special Casual Leave for
participating in Mountaineering/Trekking expeditions.

4) The quantum of Special Casual Leave for a


period not exceeding 30 days in a calendar year allowed
to State G;Ternment servants for participation in mountain7
eeringltrekking expeditions and attending the coaching or
training camps at the National Institute of Sports, Patiala
ar under the Rajkumari Amzit Kaur Coaching Scheme._ or simi-
lar All India Coaching or Training Schemes will cover also
their attending the pre-selection trials/camps connected
with sporting events of national or international
mportance

5) The Government servants who are selected as


Manager, Coach or,- Umpire for the teams participating in
sporting events of national or international importance
mfly be sar_ctioned Special Casual Leave for a maximum
period If 30 days in a Calendar year for the period of
absence. iltwever the Manager, Coach and Umpire shall not
be entitled for any TA or DA. The•number, of Special Casual
Leave admissible for particpating in a Sporting event of
national and international importance by a per on' Either
Manar,'C*ach, Umpire, player, trainee etc,. shall
be limited to a :a:zimu2.! period if 30 dayS in a Calendar
year.

or international importance within . India may tee - .allowed to
travel cy _First Class Train. In the. case' of sporting evente

of International importance held outside India they may be
allowed to travel by economy class by air:

7) The Statt Government servants may - be awarded .


one Special increment for securing first scccnd and 'third
positions as the case may be in national .events:and -two
special increments for achieving, first, second and ,third
positions in International events. . The runners up 'are not
entitled to this benefit.. The total -number of increments
t o be awarded to an individual shoUld not exceed 3 . in his/ -
her entire service. The special increment so granted shall
be treated as ' personal allowanc0 . an the anology of. the
incentive increment awarded for promoting .small fa Lily norms .
The rate of special increment to' be granted- in the form of
personal allowance would be equal to the 'amount- of Tihe next
increment '4,1:s at the time of .grant of the concession-and —
will remain fixed during the entire' service. It will not .
be absorbed in future increaee8 in pay "either -in th,e same
post or on promotion to higher post. In the case of a
Government servant who haS reached the .maximum_ of the time
scale of pay, the rate of personal =allowance w ould_ be eoua/-
to the amount of the increment last drawn.
8) • The Special increment in the . form of. Personal
allowance referred above may be *granted :rom - the first -of
the month following the month in whiCh the' smarting::events
are completed. The 'Special -increment should ,be de*Ormined
with reference to the scale - of 'pay avallabie. to the'- employee
as on the date of completion ,of overall competition._ The

9) The Gvvernment. servant .shobld apply for -


sanction of special increment within thr€e months from
the date of completion of 'event and .any application
submitted after the expiry of the said peried shall be
rejected.

10) The sanctisn of Personal allowance.. in


terms of this Order may be considered far both 'Indoor
and Outdor sports of national/international it

11) Government dervant who_ participate as


Manager, Coaches, Massiaurs, Doctors in events
of national or international. importance may hes:granted
only special casual leave depending upon the ektWencies
of werk and no TA and DA_ is 'admiseible They are-:not
entitled t o -special increment.
12) FOr non—playing Captain and other person s
lin a team ev—ant like Tennis not participating in'the
final ev—ent and who do not secure. the first positien
shall not be eligible for sanctien of Special increment-

13) The benefit of Special-.:.increment .,
