Precondition for Energy Development Projects in Compliance with the Energy Virtual One-
Stop Shop Act”, approved on November 19, 2020;

2. Resolution No. 08-027-2021 “ A Resolution approving the Revised Process Flow for the
Issuance of Certificates of Non-Overlap and Certifications Precondition for Power generation
projects pursuant to the Energy Virtual One Stop Shop (EVOSS) Law approved on 21 June
2021.

Section 5. EFFECTIVITY: This guideline shall take effect immediately upon approval by the CEB and its
filing with the Office of the National Administrative Register, U.P. Law Center, Diliman, Quezon City,
Philippines.

Section 6. REPEALING CLAUSE: Sections 39 and 40 of NCIP Administrative Order No. 3, series of
2012 are hereby repealed or modified accordingly.
PURPOSE

➢ shall govern the processing of the Certification Precondition for


programs, projects and activities intended for the delivery of basic services
to be undertaken within or affecting ancestral domain/s:
✓ Government Agencies
✓ government-owned and controlled corporations (GOCCs)
✓ Local Government Units,
DELIVERY OF BASIC SERVICES PAPs

The delivery of basic services for purposes of CEB Resolution 08-083-2021


refers to refers to programs, projects and activities of the government
intended for the delivery of basic services including but not limited to :

❑ Health
❑ Education
❑ Infrastructure
❑ Social welfare or Livelihood projects for the promotion of economic
and sustainable development

1. Road projects (Opening/concreting/ Improvement/Rehabilitation /widening), Footpaths


2. Construction of bridges, footbridges, tramlines, tribal halls, district halls, police stations, school buildings,
processing centers,

stations

conceptualization of the proposed project such as minutes of meetings, photo
documentation, and attendance sheets, etc.
