INTRODUCTION:

The development and the maximization of government properties towards


the betterment of providing public services with greater accessibility is one of the
development pillars of good governance. Hence, the City of Manila proposes to
develop one (1) parcel of land owned by the Republic of the Philippines, bounded
by Calle Numancia, Calle Urbiztondo and Calle Barraca at San Nicolas, Manila
City, particularly described as cadastral Lot 1-C of Block 1862 containing an area
of 21,727 sq. meters, more or less. Pursuant to Presidential Proclamation No. 925,
dated 4 October 2005, the administration over this property was granted by the
Republic of the Philippines to the City of Manila. This property is hereinafter
referred to as Property A.

Together with Property A, the City of Manila also proposes the full
development of four (4) parcels of land which are the patrimonial properties of the
City of Manila and possessed by it since time immemorial in an open, continuous
and exclusive manner. These are bounded by Calle Reina Regente, Calle Felipe,
and Gen Lachambre St., Binondo Manila City, identified as Block 2080 (1,348
sqm), Block 2030, Lot 11 (3,584.70 sqm), Block 2041, Lots 5 and 4 (25, 850
sqm.), all with a total area of 30,782.70 sqm, with 4,808.40 thereof now subject of
a 25-year lease with Bullion Investment and Development Corp. These lots have
been used primarily as sites of two (2) City schools namely: Raja Soliman High
School [RSHS] and Jose Abad Santos High School [JASHS]. They are hereinafter
collectively referred to as Property B.
