Measurements When measurements are required by agreement between the Contractor and the Manufacturer, they shall be taken before the hydrostatic test. Measurements of local deviations shall be taken during construction. They shall be taken with a steel tape - making corrections for temperature, sag, and wind — when the length being measured makes such corrections necessary. Deviation measurements shall be taken on the surface of the plates and not on welds. ‘Construction Practice Excessive hammering during construction should be avoided on the inner shell and ‘components so that the material is not hardened or severely dented. For galvanized surface, the coat shall be removed by approximately 25 mm from the welding joint. Plates to be joined by butt welding shall be such that the misalignment shall not be greater than the tolerances below. The aligned plates shall be retained in position during the welding operation 2. For plates 6 mm in thickness and less, 1.6 mm. b. For plates over 6 mm in thickness, 25% of the plate thickness or 3 mm, whichever is lesser, ‘The plates that are being welded shall be accurately matched and retained in position during the welding operation. Tack welds may be used to hold the plate edges in line if the requirements of paragraph 9.3.1 through 9.3.4 are followed. ‘The tack welds in butt joints to be welded manually are removed before welding. ‘The tack welds need not be removed before welding manually if they will be thoroughly removed by means of the back gouging or grinding on the root side to sound weld deposited metal. Except for all lap-welded roof seams and flange-to-neck joints, this identifying mark shall be stamped or paint marked, either by hand or machine, on all tanks adjacent to and at intervals of not more than 900 mm (3 ft) along the welds made by welder or welding operator, altematively, the Manufacturer may keep a record of welders employed on each joint and shell-opening joint and omit the stamping. if such a record is kept, it shall be maintained until tests are completed and shall be available to the Inspector. Cleaning Surfaces to be Welded Immediately before any welding operation, the surface to be welded or to which weld metal is to be applied shall be cleaned thoroughly of all scale, slag, grease, and any oxide that would lower the quality of the deposited weld metal. A light oxide film resulting from flame cutting is not considered detrimental. n all multilayer welding, each layer of weld metal shall be cleaned of slag and other deposits before the next layer is applied The reverse side of double welded butt joints shall be prepared by chipping, grinding, or melting out to ensure sound metal at the base of the weld metal first deposited before weld ‘metal is applied from the reverse side. This operation shall be done to ensure complete penetration and proper fusion in the final weld. When melting out is done, particular care shall be exercised to prevent contamination of the melted area by foreign materials, especially ‘carbon. ‘Weather Condition for Welding No welding of any kind shall be done: @. when the surfaces to be welded are wet from rain, snow, or ice; b. when rain or snow is falling on such surfaces; ¢. during periods of high winds, unless the welder and work are properly shielded. Preheat shall be applied when the metal temperature is below the temperature required by the following table. In that case the base metal shall be heated to at least the temperature indicated in the following table within 75 mm of the place where welding is to be started and maintained 75 mm ahead of the arc. When a welding is employed semi-automatic or automatic welding process. All welds at three- lap joint in bottom plates may be welded by SMAW 200 mm in length as a minimum one pass for each direction prior applying the aforesaid welding processes. Welding Materials for Temporary Attachments ‘Welding material of the joints between temporary attachments and tank walls shall be the ‘same welding electrodes for tank walls specified in procedure qualified. VISUAL INSPECTION Qualification of Visual Examiner ‘The Manufacturer shall determine and certify that each visual examiner meets the following requirements: ) Has vision (with correction, if necessary) to be able to read a Jaeger Type 2 standard chart at a distance of not less than 300 mm and is capable of passing a color contrast test. Examiners shall be checked annually to ensure that they meet this requirement. f) Is competent in the technique of the visual examination, including performing the ‘examination and interpreting and evaluating the results; however, where the examination ‘method consists of more than one operation, the examiner performing only a portion of the test need only be qualified for the portion that the examiner performs. Visual Inspection Criteria Regardless of any other method of inspection used, all shop welds including scars of ‘temporary attachment welds shall be subjected to visual inspection and meet the acceptance ciiteria given in below. (1) The weld has no crater cracks or other surface cracks, (2) Each layer of welding shall be free of slag inclusions, porosity, excessive undercut, ccrack, and lack of fusion prior to beginning the next layer. (3) The weld final layer shall be sufficiently free of coarse ripples, non-uniform bead pattems, high crown and abrupt ridges to permit the performance of any required inspection. (4) The weld size shall meet the design requirements. (5) The frequency of surface porosity in the weld does not exceed one cluster (one or more Pores) in any 100 mm of length, and the maximum diameter of each cluster does not exceed 2.5 mm. (6) Complete fusion and required penetration exists at the joint between the weld metal and the base metal, (7) Misalignment of butt welds shall not exceed the maximum tolerance specified in the Paragraph 9.2 of this procedure. (8) Undercut does not exceed the following applicable limits; the edges of the weld shall merge smoothly with the surface of the plate without a sharp angle. OF (@) (10) ay oriented permanent attachments, attachment welds for nozzles, manholes, flush-type ‘openings, and the inside shell-to-fiat bottom welds. For circumferential and latitudinal butt joints, similarly oriented permanent attachments, and annular ring butt joints, the ‘maximum permissible undercutting is 0.8 mm. Butt joints shall have complete joint penetration and complete fusion for the full length of the weld and shail be free from undercuts, overlaps, or abrupt ridges or valleys. To ‘ensure that the weld grooves are completely filled s0 that the surface of the weld metal at any point does not fall below the surface of the adjoining plate, weld metal may be built up as reinforcement on each side of the plate. The thickness of the reinforcement on each side of the plate shall not exceed the thickness listed in Table 11.1, but the reinforcement need not be removed except when it exceeds the permissible thickness ‘or when required in Table 11.2. ‘Table 11.1 - Maximum Thickness of Reinforcement on Welds Nominal Plate Max. OF (h) Tank walls include side wall (or shell), roof, and bottom. (Compression region shall be considered to be the zone of tank wall at the junction between the roof or bottom and the side walls. @) All joints in a spherical, torispherical and ellipsoidal shape or in any other surface of double curvature shall be considered longitudinal joints. NOTES: ‘These Notes shall only be applied when referred to Table 12.1 above. (1) RT of Butt-welds in Plates ‘The following provisions are requirements for a basic API Std. 620. (1.4) General Spot RT method shall be done in accordance Notes (1.1.1) though (1.1.3) of this 4 Paragraph, (1.1.1) The procedure prescribed in paragraphs 11.2 (10) of this procedure shall be followed as closely as is practicable when the spot examination is made by RT. A spot RT shall not be considered equivalent fo @ recheck where complete RT is mandatory and applied. (1.1.2) Spot RT or UT shall be not less than 150 mm (6 in.) extending along the weld. Where spot RT or UT is applied at joint intersections, the surface shall be prepared and examined for @ distance of 75 mm (3 in.) on each side of the intersection, making the ‘minimum length of examination 150 mm (6 in.) on the horizontal weld and 78 mm (3 in.) on the vertical weld. (1.4.3) Retest RTs prescribed in Note (1.8) of this paragraph, when requested, shall comply with), the standards of acceptability given in 11.2 (11) of this procedure. Spot RT or UT records may be discarded after the lank has been accepted by the inspector, unless previously requested by the Contractor. (1.2) RT Required by Wall Thickness Complete RT is required for all butt joints having complete penetration and complete fusion wherever the thinner of the plates or the tank-wall thicknesses at the joint exceed 32 mm (1-1/4 in.) and the joint is subjected to tension stress greater than 0.1 times the specified minimum tensile strength of the material. (1.3) RT Required for Joint Efficiency (1.3.1) The increased joint efficiency allowed in Table 5-2 of API Std. 620 for completely RT joints in @ tank or tank sections may be used in the design calculations if the conditions described in the following Notes (1.3.2) and (1.3.3) are met. (1.3.2) Main joints (all longitudinal and circumferential joints in the tank wall or meridional and latitudinal joints in walls of double curvature) are of the butt-welded type except for nozzle, manhole, and support attachment welds to the tank wall, which need not be of the butt- welded type. > Sm | WESTQURNAFIELD 2™ PHASE PROJECT | [UWGO Document Title | INSPECTION AND TEST PROCEDURE WITH PLAN AT SITE (API620 TANKS) | Page | 20 of 34 Document No. '8015-0161-22-PO-45-0009-4617-04-00032 Rev. oO (1.3.3) (14) (18) (1.8) (1.6.1) (1.6.2) an (1.7.1) (1.7.2) All butt-welded Joints described in the Note (1.3.2) above are examined RT throughout their length, as prescribed in 7.15 of API Std. 620, except under the following conditions: 8) When parts of tanks do not require complete RT [see Note (1.2) above]. In this case, circumferential joints in cylindrical or conical surface need to be prepared and done RT for a distance of only 75 mm (3 in.) on each side of any intersection with longitudinal joint. b) When welded butt joints in nozzle necks do not require complete RT [see Note (1.2) above]. This provision applies to their fabrication and is not necessarily the form of attachment to the tank. Insert Style Shell Openings When shell openings (nozzles, manways, flush-type nozzles and flush-type cleanout doors) are installed using an insert style detail, the butt-weld joint around the periphery of the insert plate shall be done RT as follows. ‘@) Foran insert plate that does not extend over the full height of a shell course, the butt- ‘welded joints around the periphery of an insert plate shall be done fully RT. b) For an insert plate that extends over the full height of a shell course, the butt-welded joints of the insert plate shall be done RT to the extent required of main joints (longitudinal and circumferential joints in the tank wall or meridional and latitudinal Joints in walls of double curvature) for other plates in the same course. Exemptions of RT ‘Spot or full RT is not mandatory on tank bottoms that are uniformly supported throughout (for example, concrete siab or compact sand) or on components that are not subject to tension stresses greater than 0.1 times the minimum tensile strength of the material. ‘Spot RT of Welded Joints For all butt-welded main joints [see Note (1.3.2) above] that are not completely RT, spot RT Is mandatory and shall be as per following Notes (1.7) and (1.8), except roof exempted by Table 5-2 of API Std. 620. Spot RT need not be made of welds in structural steel members unless specifically requested by the Contractor. Number and Location of Spot RT In all cases in which spot RT is mandatory under Note (1.6.1) above, the number and location of spots examined in longitudinal or meridional and in circumferential or latitudinal joints as defined in Table 5-2, Note 5 of API Std. 620, shall confirm to the requirements of the following Notes (1.7.2) through (1.7.5). ‘At least one spot shall be examined from the first 3 m (10 ft) of completed joint of each type and thickness welded by each welder or welding operator. If more than one WPS is used or if more than one welder or welding operator does welding, at least one spot shall be examined for each WPS and for each welder or welding operator. Any spot examined may coincidentally represent one WPS, one welder ‘or welding operator, and one interval 15 m (50 ff) of joint length. The same welder or ‘welding operator may or may not weld both sides of the same butt joints; therefore, it is Permissible to test the work of two welders or welding operators with one spot RT if they ‘weld opposite sides of the same butt joint. When a spot of this type is rejected, further tests shall determine whether one or both welders or welding operators were at faut Whenever spot RT is required for circumferential or latitudinal joints other than those considered in the foregoing Notes (1.7.2) through (1.7.4), one spot shall be examined from the first 3 m (10 ft) of completed joint of each type and thickness welded by each welder or welding operator if not already done on other joints for the same welder or welding operator on the same structure. Thereafter, without regard to the number of welders or welding operators working, one additional spot shall be examined in each ‘additional 30 m (100 ft) approximately and any remaining fraction thereof of each type and thickness of welded circumferential or latitudinal joints. Retests of Spot RT When a spot has been examined at any location selected in accordance with the foregoing Note (1.6) and the welding does not comply with the standard prescribed in 11.2 (11) of this procedure for RT, or Appendix U for UT, two additional spots shall be examined in the same seam at locations to be selected by the inspector ~ one on each side of the original spot - to determine the limits of the potentially deficient welding. If any welding is found at either spot that falls to comply with the minimum quality requirements in 11.2 (11) RT of this procedure, or Appendix U for UT, additional spots nearby shall be examined unti the limits of unacceptable welding are determined. In ‘addition, the inspector may require that an additional spot be examined at one location selected by the inspector in each seam not previously examined on which the same operator has welded. If any additional spot falls to comply with the minimum quality requirements, the limits of unacceptable welding shall be determined as in the original examination. All welding within the limit for spot examination found to be below the standards required in 11.2 (11) of this procedure for RT, or Appendix U for UT, shall be rejected, The rejected weld shall be removed and ‘the joint shall be rewelded, or at the Manufacturer's option, the entire unit of weld represented shall be completely ‘examined and only the defective welding need be corrected. Nozzle and Reinforcement Welds Welded joints are not completely RT, nozzle and reinforcement attachment welding shall be examined by MT method as per Notes (8.1) and (8.2) above. This MT shall be performed on the root pass, on every 12 mm (1/2 in.) of deposited weld metal while the weld is being made, and on the completed weld. Butt-welds with Backing Strip ‘All such welded joints on which backing strips are to remain shall be examined by MT after the first two layers, or beads, of weld metal have been deposited and again after the joint has been completed except for the RT examined. Permanent Attachments The weld connecting the permanent attachment to the tank surface shall be inspected Visually and by the MT or PT. [The term: Refer to paragraph 3 (9) of this procedure} ‘Temporary Attachments The area from which a temporary attachment is removed shall be inspected visually for any indication of flaws requiring repair. Additionally, on any tank material listed in Table 4- 1 of API Std. 620 at -15°C (65°F) and greater than 12 mm (1/2 in.) thick, and on all materials listed in Table 4-1 of APi Std. 620 at -37°C (-35°F), shall be examined by MT or PT method. [The term: Refer to paragraph 3 (10) of this procedure] Examination of Welds Following Stress Relieving After any stress relieving, but before hydrostatic testing of the tank, welds attaching Nozzles, manholes, and cleanout openings shall be examined visually and by the MT. Hydrostatic and Pneumatic Test Preliminaries The attachment welding around all openings and their reinforcements in the walls of the tank shall be examined by MT method both inside and outside the tank. When the Underside of a tank bottom rests directly on the tank grade (and is not accessible after erection), such examination of welding on the underside of the bottom and subsequent air testing may be omitted, However, such examination and testing of any openings in the bottom plates shall be done before these plates are placed in position on the tank grade. Following the examination specified in Note (8.1) above, air at a pressure of 1.0 kgf/om? (15 Ibffin®) gauge (or, ifthe parts involved cannot safely withstand this pressure, as near this pressure as the parts should safely withstand) shall be introduced between the tank wall and the reinforcing plate, saddle flange, or integral reinforcing pad on each opening, using the telltale holes. While each space is subject to the pressure, a solution film shall bbe applied to all attachment welding around the reinforcement, both inside and outside the tank. REPAIRS IN WELDS When repairs are made to welded joints, including the welds in paragraph 11.3 of this Procedure, the repair procedure shall be in accordance with a qualified welding procedure. ‘When defect appears to be removed, repair welds shall be made in accordance with the ‘approved WPS, and repaired areas shall be re-examined by the same method originally taken. Defects in welds shall be repaired by chipping, grinding or gouging out until sound metal is reached on all sides of the joint, as required, and welding. Major defect such as crack shall be issued the detailed defect map and repair procedure for approval. It shall be described the work step of the repair, applicable NDE and its extent before and after the weld repair, and WPS. POSTWELD HEAT TREATMENT The requirement of post-weld heat treatment (PWHT) shall be govemed in accordance with 5.25 of API Sid. 620. Prior to stress relieving on where applicable parts, all inspection shall be completed in accordance with the requirements of this procedure. Before starting stress relieving, the temporary jigs shall be confirmed to property attached on the shell plate where applicable parts. ‘The PWHT charts shall be reviewed in accordance with the applicable codes and standards and the NDE after PWHT shall be performed where applicable parts in comply with the paragraph of 12 of this procedure. HYDROSTATIC TEST AND PNEUMATIC TEST ‘The hydrostatic testing and settlement checking of the tank shall be taken in accordance with the approved Hydrostatic and Pneumatic Test Procedure and the following provisions. Hydrostatic Test Before starting the hydrostatic test, QC personne! shall ensure that all inspection and tests relating to the tank have been successfully completed. Commencement of the test shall be agreed with Contractor and/or Owner. Hydrostatic and air test providing the detail test procedure including settlement measurement means shall be applicable, Hydrostatic test of the tank shall be performed by filing water to the ‘specified water level as per drawing. While water is kept at the test level, all weld joints of the tank shell under the test water level, including shell-to-bottom annular joint, shall be visually inspected for no leak or deformation, Settlement Monitoring Tank settiement monitoring shall be performed in accordance with the specified procedure. ‘When the foundation is provided by the other, unless otherwise specified, the acceptance criteria of even and tilt settlements of tank foundation shall be provided by the Contractor or tank foundation Constructor and it shall be informed to the Manufacturer prior to starting water filing for hydrostatic test. Pneumatic Test For verification of gas-tightness, the maximum air pressure equal to 1.25 times the vapor ‘space design pressure shail be held for at least on hour. After initial dropping for stabilizing the pressure, the tank shall be capable of holding the pressure for a sufficient period of time to permit a close visual examination of all joints in the walls of the tank and of all welding around ™manways, nozzles, and other connections. Post-Hydrostatic Test inspection ‘After emptying the tank, the bottom shall be cleaned. All sand, sludge and rubbish shall be thoroughly removed. The inside shell plates shall be inspected visually for cleanliness, corrosion and any surface defect. ‘Tank: bottom shall be visually inspected for no damage or deformation due to the hydrostatic test pressure. ‘After above inspection, the blind plate for shell manhole shall be attached. PAINTING INSPECTION Surface Preparation (1) Surfaces to be blasted and painted shall be visually inspected to ensure that they are free of spatter, sharp edge, grease, oil etc. (2) The surfaces shall be visually inspected for cleanness and proper anchor profile ‘required by the applicable Painting Procedure Specification. (3) The prime coat of paint shall be applied within 4 hours after completion of surface preparation. Painting (1) Before mixing the paints, painting materials shall be inspected for brand name and Munsell or RAL number as well as any sign of damages to paint containers. (2) No painting operation shall be done in the following weather condition of the working area, Rain, snow, fog or mist When the relative humidity is higher than 85% Dust effects adversely due to high wind ‘Ambient temperature below 5°C ‘When the metal surface temperature is less than 3°C above the ambient dew point paeee (3) Before application of a subsequent layer, the dry film thickness of each layer shall be measured and recorded. They shall meet the thickness required by the applicable Painting Procedure Specification. (4) Each layer of coats shall be visually inspected for defects such as inadequate curing, runs, mechanical damages etc. (6) At each step of paintwork, number and dry film thickness of coats shall be confirmed Whether it meets the requirement specified in the Painting Procedure Specification.
