Vacancy Announcement
The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs founded in
Denmark in 1956. DRC has provided humanitarian assistance to people in need in Myanmar since
2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, and Northern Shan. In
2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000
persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities
target these IDPs, as well as other local vulnerable populations such as host villages and isolated
villages. DRC implements a multi-sector response, including Camp Management, GBV, Child
Protection, General Protection, Economic Recovery, and WASH activities.
DRC Myanmar in Rakhine State is funded by ECHO, SDC, DANIDA, DFAT, USAID, SIDA and UN
agencies, including UNHCR, UNICEF, UNOPS and UNFPA.
To strengthen DRC’s Programme in Rakhine State, DRC is looking for a highly motivated and capable
candidate to fill the position of
Monitoring, evaluation, accountability, and learning Team Leader (1 Post)

Duty Station : Mrauk Oo Office, Rakhine State


Reports to : Monitoring, evaluation, accountability, and learning Manager
Direct report for : Monitoring, evaluation, accountability, and learning Officer

Overall purpose of the role:


The growing complexity of the DRC/DDG operating environment in Myanmar makes the cross-
functional Programme Quality tasks increasingly important to be able to ensure the quality of our
programming, upholding accountability to all our stakeholders, especially to the people we reach as
well as documenting lessons learned and using them to improve our programmes.

Geographic scope: Area (Rakhine)


This role has an area focus and ensures compliance to DRC procedures and guidelines within the
area. The role contributes to the development of area strategies, which are translated into action
plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Main Duties and Responsibilities


The duties include, but are not limited to the following:
• Lead, supervise, and coordinate assessments and routine monitoring activities.
• Provide technical support to MEAL Officers and program staff.
• Analyze data and write reports.
• Coordinate MEAL activities with partners

Monitoring and Evaluation:


• Lead in routine assessments (PDMs, feedback surveys, satisfaction surveys, etc.) from planning to
reporting.
• Being responsible for assisting the program teams in developing strong indicators and logical
frameworks as well as MEAL plans for new projects
• Support the Project Managers with the active implementation of their MEAL plans, ensure MEAL
plans are updated timely and MEAL findings are placed for all donor reports.
• Ensure the development of appropriate monitoring, tracking and reporting systems, tools and
templates that enhance monitoring of program outputs and quality, generate quality evidence on
program outcome and promote and ensure use of data for decision-making processes;
• Provide technical support to program and partners including MEAL system designs and capacity
building.

• Conduct data quality assurance on all activities, including auditing data quality and making
regular field visits.
• Lead in the tracking of achievements and indicators for projects/programs and monthly present
them to the programme
• Will act as the primary MEAL focal point and liaison for partners. Oversee data management
activities.
• Support Programme Team, and Partners, in development of criteria, tools and methodologies for
assessment and beneficiary selection
• Act as focal point for all MEAL related issues between DRC and implementing partners.

Accountability:
• In conjunction with the areal MEAL Manager, liaise with Accountability Coordinator on CFM
activities (CFM roll-out, accountability system)
• Manage the feedback from the community and report to the Accountability Coordinator and
coordinate with the programmes if necessary
• Coordinate with MEAL Officer(s) and program teams to implement CFM activities (roll-out,
service mapping, closing cases, etc.)

Learning and project quality:


• Assist National MEAL Manager in planning and leading data review workshops (including
presenting data analyses to program managers and other program staff)
• Assist area MEAL Manager in planning and leading lessons learned workshops (including
presenting results of assessments to program managers and program staff)
• Share results of indicator tracking and other assessment results regularly with program teams

Capacity building:
• With the support of the area MEAL Manager, provide technical support to partners, including
developing tools, planning surveys, data analysis.
• With the support of area MEAL Manager, provide relevant MEAL training to program staff.
• Provide training and regular coaching to MEAL Officers and Assistants as well as to partners.
• Coordinate weekly or regular meetings with MEAL staff to exchange information and lessons
learned.

Management and Coordination:


• Supervise MEAL Officers in field offices.
• With support from the area MEAL Manager, coordinate with partners to provide MEAL technical
support.
• Coordinate with program team leaders on all MEAL activities, (assessments, data reviews,
workshops, etc.)

Experience and technical competencies:


• Minimum 3 years of relevant work experience – preferably in social work, community
development, non-governmental organizations, or civil society.
• Experience working with NGOs and/or the humanitarian sector, and use of data collection tools
• Knowledge/experience with Monitoring & Evaluation specifically, information management or
accountability
• Excellent skill in MS Word, Excel, and PowerPoint, KOBO, Power BI and other Software
• Knowledge of data analysis practices and tools
• Demonstrated leadership skills (either with field-based staffs, enumerators, or others)

Education:
• University degree in relevant field (development or social research preferably with a focus on
monitoring and evaluation as well as compliance issues) or equivalent professional qualification

Languages:
• English proficiency (writing and speaking) including good analytical and report-writing skills
• Fluency in English and local language.

We Offer:
• Starting date of employment: As Soon As Possible.
• Contract length: DRC’s regular contract including a probation period of 3 months. Renewables
depend on both funding and performance.
