As a commu- nity, how many times do we need to touch a hot stove to learn, once and for all, that it burns? You may have been one of the many, as was I, who were stunned and saddened in mid-May to learn that Ben Buettner, DL6RAI, became a Silent Key due to a tower accident. How many more radio amateurs have to die in tower incidents before we learn one critical lesson: there is nothing amateur about towers. There are professionals, both within and outside of the amateur radio community, who are in the business of fully understanding the engineering, physics, and points of potential failure of towers, and the safety contingencies one must implement to stay alive. ‘A good friend of mine, Noah Gotthied, K2NG, has a commercial tower climbing business. Over the years, any time | heard he was going to be climbing near my home in New Jersey, | would take the day off from work and go to the job site, not as a climber or even as, his helper. Butif things went sideways and he needed another pair of hands, 'd be there to help. I's what friends do, even when the friends youte supporting are deeply experienced. What about amateur climbers? The notion, the cultural excuse, that hams are cheap doesn't work when were talking about towers. Any and every point of failure in a tower job must be contemplated and compensated for — before the job begins. This means investing money and time in a safe and complete job — and yes, safety requires greater invesiment of both money and time. A tower job Is not the time to rush, or cut corners on costs. Private pilots can suffer from a condition known as, "get-there-itis,” where they subconsciously put aside or downplay warning signs — along with the associated risks — because they feel they have to get where they're going, Sadly, this urge to hurry and “just get there’ can result in @ crash few walk away from, Do hams suffer from "Tm-only-going-to-its," where we View a seemingly simple or quick task on a tower as an excuse to take shortcuts — including not geting the equipment, knowledge, of assistance required to en- sure a safe job? How many more hams do we need to leam the terible tower lessons from? Think about it How many have died? How many have survived fals, suffering lfe- altering physical or emotional damage? How many ‘amiies have been left wondering how this enjoyable pastime could take their loved one away from them? Putting aside any opinions, bravado, and gritty stub- bomness that any of us may be harboring about tower work, | say it's ust this simple — if you've got a tower, you have three choices: become an expert and invest the time and money into covering every contingency; hire a professional to do your tovier work; of roll the ice and take a chance that nothing will go wrong, “Tower safety is, literally, a deadly serious matter. Wo read QST's updates on ITU's World Radiocommunication Confer. ences (the next one isin Dubai at the end of this yean, where decisions about our precious spectrum allocations are ‘made, but beyond that, we may not know much about ITU. Tackling the Big Topics Enter Doreen Bogdan-Martin, KD2TX, who's been ITU Secretary-General since January 2023. When asked to describe ITU, she said, “To understand ITU, thik about what makes global communications possible: the radio spectrum, trestalrado systems, satolites, standards, development paces, ITUIs behind allthis! Doreen points out that a major part of What ITU does isto help ensure that radiocormunication is possible for everyone, in a way that “orngjs] out the best in technology while leaving no one behind.” Doreen describes herselt as “laser- focused on building a fit for future’ ITU,” and intends to lead ITU to achieve two strategic goals: universal connectivity and sustainable digital transformation. Ininterviews that she gave short after being elected Secretary-General, Do- reen pointed out that 2.7 billon people are not connected, and that there's a need for meaningful connectivity that Would allow users to have safe, satsty- ing, enriching, and productive oniine ‘experiences at an affordable cost. ‘Where Human Contact Meets Technology Doreen sounds like just the person to lead that tremendous change. Science was part of her life from the outset — he intially wanted to be a doctor, ke her father, but ater an undergraduate detour into chemistry, she “missed that human contact" which led herto a degree inthe social scionces, and ‘graduate stucles in international com- munication policy at the School of Intemational Service at American Uni- versity in Washington, DC. At Ameri- can, Doreen reveled in tech courses, leading one of her proessors to en- courage her to take an internship atthe ‘Commerce Department at a time when the US was reviewing is satelite poly. Doreen describes the experience as an “inflection point that led her into the world o satolites — and her careorin telecommuications policy. “While working as an intem at the Na- tional Telecommunications and Infor- mation Adminstration in DC, Iwas sent YEAR of the VOLUNTEERS ‘on a 3-month secondment to ITU — ‘and the rests history” she said ‘And what a history it's. With that sec ‘ondment, Doreen joined ITU as a Pol icy Analyst in 1994, and rose through the ranks, serving as Head of the Reg- Ulatory Reform Unit, and Director of the ‘Telecommunication Development Bu- reau, among other positions in a sor- vice career that led to her being elected ‘Seoretary-General in September 2022, Ham Radio’s Contributions Ham radio's presence in Doreen's life ‘can also be traced to her “science- loving family’ — her father was a ham, ‘and inspired her to get licensed, ‘When asked if there are ways that ham radio can help serve the ITU's goal of bringing connectivity to the uncon- nected, Doreen was enthusiastic: “Ab- solutely! Ham radio operators are an important part of the ITU tachnical com- ‘munity and have stepped up to serve ‘our connectivity goals in many ways.” In addition to expressing appreciation {or ham radio being instrumental during the pandemic, its role in emergency response efforts, and hams’ outreach to young people through programs like ARISS and YOTA, Doreen pointed out that the International Amateur Radio Union (IARU) is a longstancing mem- ber of ITU's Radiocommunication Sec- tor, which enables hams to contribute to technical and operational studies that ‘are pertinent tothe interests of the ‘Amateur Radio Service, including help- ing to promote the Amateur Service in developing countries, “So, keep up the great work!” she said. “Lets continue growing the amateur radio community! My ambition changed with the intro- duction of Volunteer Examiners (VES). | wanted to be one, but | felt one must hold the Extra-class license to be a useful VE. | passed the Extra-class written element but flunked the 20, WPNI Morse code test. I received a Certificate of Successful Completion of Examination (CSCE), which allowed ‘me to retake just the code test within @ year, but | never did. | ried for Extra class two more times, passed the writ ten element, failed the code element, and received mare CSCEs. (Onee the Morse code element was eliminated, | meant to retake the test, but things sat for 20 years. A few years ago, a test Session was announced at the Brown University Amateur Radio Club, which was within walking dis tance irom me, but it was canceled. Then, of course, there was the COVID- 19 pandemic. Finally, | went to take the test, run by the Southeastern Massachusetts ‘Amatour Radio Association, W1AEC. {As soon as | began the test, | knew | should have studied.
