EXECUTIVE ORDER NO. 03 SERIES OF 2022

ORGANIZATION OF THE STRUCTURE FOR THE MONITORING MECHANISM IN THE IMPLEMENTATION OF

THE BARANGAY DRUG CLEARING PROGRAM

WHEREAS, Section (3)(A) of Dangerous Drugs Board Regulation No. 2 Series of 2016, mandates the
whole process of voluntarily surrender to authorities shall be documented by the Duty Officer (DO) of
the Barangay where the individual surrendered.

WHEREAS, Section (6)(A)(3) of Dangerous Drugs Board Regulation No. 3 Series 2017 provides for the
bases in the organization of house cluster with designated cluster leaders in each barangay. WHEREAS,
Section (A)(7) of Dangerous Drugs Regulation No. 3 of 2017

Further provides for the establishment of rehabilitation Referral Desk, in every

Barangay to endorse Drug Dependents to duly Authorized representative of DDB

Pursuant to Article III or RA 9165 and other pertinent issuance of the Board.

NOW, THEREFORE, I FLORENCIO 8. VIADO, Barangay Captain of Barangay Cabuloan Bangued, Abra by
virtue of power vested in me by law, do hereby organize the mechanism structure in the
implementation of Barangay Drug Clearing Program

Section 1. Established of the Barangay Referral Rehabilitation Desk

 A. Designation of the Barangay Duty Officer

I hereby designate Leonora Viado and Julieta Valera, Barangay Health Workers, as Barangay Duty
Officers,

B . Roles and Responsibilities

1. Man the Referral Rehabilitation Desk 2. Conduct an interview to solicit personal information
from the surrenderer;

2. Ensure confidentiality of ail Information of surrenderer; 4. Monitor Progress of Surrenderers;

3. . Perform other duties and function as may deemed necessary.

5. Section 2. Organization of House Cluster The following are hereby designated as cluster leaders
in their respective cluster to wit:

cluster; 3. Immediately inform or report to Punong Barangay or BADAC Chair any incident on
event that transpired within the cluster involving illegal drug personalities and activities; and
