 On the basis of area, the three districts of Bihar with maximum
forest cover are- Kaimur ( 1051.56 Sq.Km. ) , West Champaran (
903.34 sq km ) and Rohtas ( 669.91 square kilometer ) .
 On the basis of area, three districts of Bihar have the least
forest cover - Sheikhpura ( 1.19 sq km ), Arwal ( 4.14 sq km )
and Jehanabad ( 4.43 square kilometer ) .
 On the basis of percentage, the three districts with maximum
forest cover are Kaimur (31.56 %), Jamui ( 21.39 % ) and
Nawada (20.72 %) .
 three districts with low forest cover in terms of percentage are
Sheikhpura ( 0.17 %) , Buxar and Siwan (0.35 % ) and
Gopalganj ( 0.42 %).
 The district with maximum increase in forest area-Banka
( 16.21 km2) .
 The district with minimum increase in forest area - Kaimur ( 4.83

 796.12 sq km of Valmiki Nagar Tiger Reserve has forest cover
which is 85.371% of the total tiger reserve area (928.80 km2).

MAJOR SCHEMES OF BIHAR
 Har Ghar Gangajal Yojana and Ganga Jal Aapurti Yojana
Launches:- From Rajgir in Nalanda district
Aim:- Under the Ganga Jal Aapurti Yojana, to make available the
water of river Ganga through pipeline in Rajgir, Gaya, Bodh
Gaya and Nawada. Under this, a target has been set to supply
135 liters of pure water per day.
 Chief Minister Digital Health Scheme:-
Under this scheme, now through the Digital Health App, this
will be able to know whether there is a doctor and a bed in the
hospital or not.
 Chief Minister Rural Solar Street Light Scheme:-
Under this scheme, 10 solar lights will be installed in each ward.
 Chief Minister Dry Horticulture Scheme
Under this scheme, the Bihar government will give subsidy for
fruit cultivation to the farmers using micro irrigation system.
 Fish on Wheel Scheme
Purpose: It has been started by the Bihar Animal Husbandry
and Fisheries Department to increase the immunity of all TB
patients in the state to make them healthy and to protect their
family members from infection.
 Ganga water lift Project
Ganga water lift project (Gangajal Udvah Yojana) is an ambitious
scheme of the Government of Bihar , through which pure drinking
water will be provided to the people of Rajgir, Gaya , Bodh Gaya
and Nawada.
 Nipun Bihar Scheme
This scheme has been introduced to improve basic literacy
and numeracy among the students of class I to class III.
under the Budget 2023-24, it has been increased from first
class to fifth class.
 Chief Minister Youth Entrepreneur and Women
Entrepreneur Scheme
Under these schemes, youth and women will get a loan of up
to Rs 10 lakh from the government for employment with 50
percent subsidy.
Eligible for the scheme - All people between the age of 18 to 50 years
 Bal Hriday Yojana
This scheme has been launched by Chief Minister Nitish Kumar
under 'Additional health facility for all' of Saat Nischay-2 Yojana'
of self-reliant Bihar.
Aim: Free treatment for children born with a hole in the heart.
 Har Ghar Nal Ka Jal Yojana
Banka is at the first place in terms of providing tap water
connections in the villages. Jehanabad district is at the first place
in terms of cities.
 Swamitva Yojana in Bihar
Under this, survey and mapping of land through drones will be
done and property cards will be given in rural areas , which will
contain information related to the land.
 Chief Minister Kanya Utthan Yojana
Rs 54,100 will be given to a girl child from her birth till
her graduation.
 Pyaar ka Paudha Campaign
To promote the practice of planting trees to protect the
environment.
 E Samarth Scheme
Its purpose is to connect all schools with computer-based
education. Under this, provision has been made to prepare
multimedia course material and teach it to children with the help
of computers and projectors.
 Mission Parivartan
Its main objective is to make hospitals patient friendly and
improve the medical system.
 Amrit Sarovar Scheme
To solve the increasing problem of water in rural areas, 75 Amrit
Sarovars are to be built in each district and delivered.
 Chief Minister Village Transport Scheme
Grant is being given to seven beneficiaries per gram panchayat
for purchasing e-rickshaws and ambulances.

BIHAR MUNICIPAL ELECTION 2021-22
 Bihar municipal elections were held in two phases on December
18 and 28 , 2022 . Elections of 224 municipal bodies were
conducted in these two phases .
 These 17 municipal corporations, women became mayors in all
the other municipal corporations except Gaya. This shows the
women empowerment in Bihar.
 OCR (Optical Character Recognition) was used in Bihar
municipal elections .

Economy of Bihar:An Overview
• Bihar's economy has made a strong come back in 2021-22. At
constant price, Bihar's Gross State Domestic Product (GSDP)
grew at 10.98% in 2021-22. The national growth rate was 8.68%
in 2021-22.
• In 2021-22, Bihar's Gross State Domestic Product at the current
price was Rs. 6,75,448 crore and at the constant price of 2011-
12, it was Rs. 4,28,065 crore.
• Bihar's per capita GSDP at the current price was Rs. 54,383
and at the constant price of 2011-12, it was Rs. 34,465.
• From the primary sector, the greatest contributors to the GSDP
were two sub-sectors: animal husbandry and fish-farming &
hydroponics which grew at the rate of 9.5% and 6.7%
respectively during the period from 2017-18 to 2021-22. Mining
and excavation sector registered a growth rate of 9.0%.
• In 2021-22, the share of the primary sector in the GSDP was
21.2% while the share of the secondary and tertiary sector
was 18.1% and 60.7% respectively.
• From the view point of per capita GSDP, three most affluent
districts are : Patna (Rs. 1,15,239), Begusarai and Munger and
the three poorest districts are Sheohar, Araria and Sitamarhi.
• In 2021-22, the state-expenditure on the general public
services was Rs. 48,939 crore.
• In 2021-22, the capital expenditure of the state government
was Rs. 33,903 crore.
• In 2021-22, gross financial transfer to the state government
from the central government amounted to be Rs. 1,29,486
crore.
• Bihar received Rs. 91,353 crore as a share of the state from
central taxes, Rs 28,606 crore as grants-in-aid and Rs. 8527

• In Bihar, total production of sugar was 45.6 lakh quintals and
sugar recovery rate was 9.6%.
• In Bihar, the average daily earnings of a male labourer and
female labourer are Rs. 338 and Rs. 244 respectively.

• The share of the primary sector in gross state value addition
of Bihar was just 21.2% while the share of the secondary sector

• In 2021-22, inflation rate in the rural Bihar was 9.3% and the
urban inflation rate was 12.2%.
• In 2021-22, Bihar's per capita net state domestic product
(NSDP) became Rs. 30,779 by registering a growth rate of
9.4%. In 2020-21, NSDP of Bihar was Rs. 28,127.
• During the last five years (2017-22), Bihar's GSDP, at the
constant price of 2011-12, has been growing at the annual
growth rate of 4.6%.
State Finance System
• In 2021-22, total expenditure of the state government was Rs.
1.93 lakh crore.
• Gross fiscal deficit of the state decreased to 3.8% in 2021-22
from 4.8% in 2020-21.
• In 2021-22, total liabilities of the state stood at Rs. 2.57 lakh
crore which was 38.1% of gross domestic product.
• Out of total expenditure of the state, Rs. 83,298 crore was
used as plan expenditure.
• In 2021-22, revenue deficit was Rs. 422 crore.
• In 2021-22, total capital expenditure of the state government
increased to Rs. 33,903 crore.
• In 2021-22, the share of tax-revenue increased to 79.5% from
70.4% in 2020-21 while the share of grants in aid, subsidies
and contribution decreased to 18.0% from 24.8% of 2020-21.
• Expenditure on social services in revenue accounts increased
by 19.3% in 2021-22 and stood at Rs. 76,115 crore.
• In 2021-22, expenditure on economic services and general
services increased by 16% and 5.8% respectively. Expenditure
on economic services was estimated to be Rs. 34,166 crore.
• In 2021-22, the current revenue balance of the stated is Rs.
39,520 crore.
• In 2020-21, the ratio of fiscal deficit with the gross domestic
product of the state was 4.8%.
• By the end of 2021-22, the cash balance of the Bihar
Government was Rs. 29,478.7 crore, 18.6% more than the cash
balance of Rs. 24,864.6 crore on 31st March, 2021.
• An increase of 13.3% was registered in the total outstanding
liabilities of the state government during 2020-21 to 2021-22.
In 2020-21, total liabilities stood at the amount of Rs. 2,27,196
crore which rose to Rs. 2,57,510 crore in 2021-22.
• The share of public borrowing liabilities was 81.1% in 2021-
22. Total outstanding liability was 38.1% of GSDP and public
debt was 30.9% of GSDP.
• The share of revenue expenditure was 82.4% and capital
expenditure was 17.6% in 2021-22.
• In 2021-22, the interest-ratio for Bihar was 10.1% which was
a little less (9.9%) in 2020-21.
• Bihar has witnessed an increase of 13.3% in its outstanding debt.
• In 2021-22 the share of expenditure on the payment of public
debt was 4.5%.

 Agriculture & Allied Sector
• In the last five years, Bihar's agriculture- sector has maintained
an average annual growth rate of 5% ; the contribution of
this sector to Bihar'a gross state value addition is about 20%.
• In 2020-21, net sown area was 50.5 lakh hectares. In 2021-22,
Bihar produced a total of 184.9 lakh tonnes of food grains.
Land-Use Pattern in Bihar:
• The total geographical area of Bihar is about 93.60 lakh
hectares which is 2.86% of the country's total geographical
area.
• 59.86% of total land (around 56.03 lakh hectares) is net
cultivated area.
• Around 4.6% of the geographical area of Bihar is barren and
uncultivable and 6.6% of its total area is notified forest area;
around 17.5% of the total area is used for non-agricultural
use such as reserves for water areas and flood areas and
around 10-11% of the land area is used for other activities
such as fallow land, cultivable wasteland, permanent pasture
etc.
• On 2020-21, Bhojpur had the highest percentage (81.6%) of
net cultivated area. Highest crop density (1.90) was in Sheohar
and lowest crop density (1.02) was in Purnea.
• In 2021-22, productivity of foodgrains was 3012 kg per hectare;
productivity of wheat and paddy was 3078 kg per hectare
and 2496 kg per hectare (2021-22) respectively.
• In 2021-22, production of oilseeds was around 1.21 lakh tonnes
and its productivity was 1048 kg per hectare.
• Rohtas, Aurangabad and Kaimur are the largest producers of
paddy in Bihar, these districts' contribution to total rice
production in Bihar was around 28.5%.
• In 2021-22, major districts were Rohtas, Kaimur and West
Champaran as far as productivity of wheat is concerned.
• Maize is mainly produced in Katihar, Purnea and Khagaria.
• Highest maize productivity (8361 kg per hectare) was found
in Araria. During 2021-22, the leading producers of pulses
were Patna (0.58 lakh tonnes), Aurangabad (0.30 lakh tonnes)
and Nalanda (0.4 lakh tonnes). The share of these three
districts in the total pulses production in Bihar was 27.8%
while the highest productivity 1306 kg per hectare was
recorded in Jehanabad.
• Bihar is the leading producer of mushroom and around 28,000
tonnes of mushroom are produced here.
• In August, 2022, Bihar received 'GI' tag for 'Mithila Makhana'.
• During the period of last five years, the share of live stock,
fishing and hydroponics in Bihar's gross state value addition
(GSVA) has been more than 7%.
• In 2021-22, around 306.66 crore eggs were produced; total
production of milk was around 121.19 lakh tonnes.
• The share of fishing and hydroponics in Bihar's GSDP was
around 8.4 %. The districts leading in fisheries were
Madhubani, Darbhanga and East Champaran (2021-22).
• In 2021-22, the total consumption of fertilizers in Bihar was
around 167.7 kg per hectare. Purnea, Rohtas and East
Champaran were the leading districts as far as consumption
of fertilizers in Bihar is concerned.
• In the year 2021-22, around 164.402 crore units of electricity
was consumed in agricultural activities.
Organic Corridor:
Under the third agriculture road map (2017-21), special
emphasis was laid on promoting organic agriculture. In the
year 2019-20, the scheme of Organic Corridor was launched
in 13 districts of the state (Patna, Buxar, Bhojpur, Saran,
Vaishali, Samastipur, Begusarai, Bhagalpur, Munger, Nalanda,
Lakhisarai, Katihar and Khagaria).
• Hand pumps /wells are the main sources of irrigation in Bihar
which irrigate around 63.4% of total irrigated area. Next comes
irrigation from canals (30.9%). The share of ponds in irrigatioin
in just 2%.
• Rohtas has the hightst portion of gross irrigated area and
Sheohar has the lowest portion (just 0.26 lakh hectare).
Rohtas has highest percentage of canal irrigated area (around
3.07 lakh hectare).
• In Bihar, total foodgrain production in the year 2019-20 was
about 163.8 lakh tonnes which increased to 184.9 lakh tonnes
in 2021-22.
Schemes:
Mukhyamantri Samekit Chaur Vikas Yojna
• The main objective of this scheme is to promote fish farming
in districts which have a good number of Chaur. Under this
scheme every year, 600 hectare of Chaur area will be developed
for fish-productin.
Industry (Enterprise) sector
• Industry sector of Bihar has shown the trend of small-scale
production since beginning and this small scale production
is insufficient to generate that much surplus which can be
proved an important carrier of economic development.
• At the national level, the inductrial sector contributed around
30.1% to the gross value addition in 2020-21. Similarly, the
contribution of Bihar's industrial sector to the gross state
value addition was 19.4% in 2020-21.
• From 2018-19 to 2019-20, the number of factories in Bihar
increased from 3.42 thousand to 3.43 thousand (a meagre
increase of 0.3%) but working capital, during the same period,
increased from Rs. 3.48 thousand crores to 5.24 thousand
crores (an increase of 51%)
• In 2019-20, there were 1128 agriculture based factories and
1808 non-agriculture based factories in running condition in
Bihar.
• Bihar's total output value showed a hike of 11% and increased
from Rs. 68.40 thousand crores to Rs. 76.18 thousand crores.
• Bihar's contribution to total output value increased to 0.85%
in 2019-20 from 0.74% of 2018-19.
• Bihar's contribution to the country's gross value addition is
estimated to be 0.5%.
• In Bihar, the ratio of gross value addition with gross
output value was 9.4% whereas at the national level,
this ratio was 16.5%.
• In 2021-22, sugarcane production covered 2.41 lakh hectare
gross crop area in Bihar. Out of total production of sugarcane
in Bihar, 473.1 quintals were crushed by 9 operational sugar
mills of the state.

• In 2021-22, total 45.6 lakh quintal sugar was produced in the state.
• In 2020-21, 460.2 lakh quintal sugarcanes were crushed which
increased by 2.8% in 2021-22 and 473.1 lakh quintal
sugarcanes were crushed.
• Ethanol production capacity was 470 thousand litres daily in
2021-22.
• In the year 2021-22, Bagha Sugar Mill was operational for 116 days.
• In the year 2021-22, total cocoon production was around 20.3
tonnes and total production of raw silk was around 1.9 tonnes.
• Major tasar silk producer districts are Banka, Munger,
Nawada, Kaimur and Jamui.
• In 2021-22, the three sectors which reveived significant
investment, are food processing, ethanol production and
manufacturing.
• During 2021-22, ethanol production sector attracted
investment of around Rs. 3109.50 crores which was 87% of
total investment in the state.
• In 2021, 25.01 lakh tourists visited Bihar.
• The building construction department of the state has
constructed a cultural centre at Bodhgaya.
• In 2021-22, Mandar ropeway was inaugurated in Banka.
Gayaji Dam(Rubber Dam)
• It is built across the Phalgu river. The water resources
department has been entrusted with the responsibility of its
construction and maintenance.
Its estimated expenditure was Rs. 334.00 crore. This dam has
been built 360 metres below the Vishnu pad temple.
• The length and height of the dam are 411 metres and 3 metres
respectively.
Labour, Employment and Skill
• At the national lever, 58.4% of total population is categorised
as labour force.
• In Bihar, the share of labour force in the state's population is
42.2% which is 16.2% lower than the national average.
• The participation rate of male and female labour force in Bihar
is lowest in the country.
• The female labour force participation rate in Bihar is 11.3%,
lowest among all the states.
• In Bihar's urban areas, female work force participation rate is
only 6.9% which is the lowest among all the states.
• In rural Bihar, labour- population ratio is 68.8% as against the
national ratio of 77.9%.
• In rural Bihar, female labour-population ratio is only 11.1%
the lowest amongst all the states.
• In Bihar, dependency ratio both in urban and rural areas is
the highest amongst all the states.
• In rural Bihar, the dependency ratio was 48.3% and at the
national level, this ratio was 38.3%.
• The problem of unemployment in Bihar is more serious in
urban areas where the male unemployment rate 9.5% and
female unemployment rate is 17.4%.
• In Bihar, 68.4% of female labourers are engaged in economic
activities on the basis of self employment and nearly 7.8%
are engaged in the salaried jobs.
• In Bihar, 42.5% male labourers and 77.7% female labourers
are engaged in the primary sector while in the secondary
sector, male employment was 27.5% and female employment
was about 5.8%.
• In Bihar, female remuneration rate is Rs 244 per day whereas
it is Rs. 211 at all India level.
• In Bihar, male remuneration rate is Rs. 338 per day.
• In 2021-22, 3.091 lakh passports were issued.
• Maximum number of passports were issued in Siwan district.

Physical Infrastructure
• During the period of 2011-19, the state registered a growth
rate of 10.3% in the transport and communication sector.
• Bihar is the leading state in this sector with a growth rate of
20.4% followed by Andhra Pradesh with 14.9% growth rate
in 2021-22.
• From the year 2011-12 to 2019-20, maximum 26.5% growth
rate was achieved in the air transportation, 12.8% in
transportation related services, 12.3% in road transportation,
4.1% in rail transportation and 2.4% in water ways
transportation.
• In 2021-22, air transportation achieved as high as 54.8%
growth rate, a record growth rate of 33.5% in transport related
services and 31.8% in road transportation was achieved.
• In Bihar, on every one thousand square of geographical area,
road density was 3166.9 Km in 2019. Bihar ranked third in
road density; Kerala and West Bengal were ahead Bihar.
• Amongst all the states, maximum national highways were
constructed in Maharashtra, increasing their length from 4176
Kms in 2005 to 18,317 Kms in 2020.
• In Bihar, 519 Km of national highway was constructed in
2021-22.
• During the period of 2016-22, a total of 1356 km national
highway has been constructed in Bihar. During this period, a
maximum of 127 km national highways was constructed in
Samastipur.
• By September, 2022, the length of the state highways was
3638 kms which is 2% of total roads of the state.
• The length of main district roads in the state is 15,637 km.
Initiatives Taken Under National Highways Network
• Bharat Mala Project
• A total of 26 projects related to construction of 1652 km road
at an estimated cost of Rs. 49,612 crore have been sanctioned.
PM Package:
• On 18 August, 2015, a total package of 54,700 crore rupees
for the road sector was announced. Under this package, 75
national highways projects were sanctioned.
National Highways Project:
• Under this project, widening of 538 km NH network has to be
worked on.
• Under this project, in Bihar, a total of 192 km long road is
being constructed which will have six lanes.

• The state government has successfully constructed a total
of 56,580 km long road under the Pradhan Mantri Gram Sadak
Yojana.
Six-lane Ganga Bridge (Sabalpur-Biddupur)
• 19.76 km long this project is being constructed with the co-
operation of the Asian Development Bank. This profect starts
from Kachchi Dargah (Patna) on NH 30, passes through
Raghopur Diara and ends at Chak Sikandar (Vaishali district)
on NH 103.
• Atal Path (Digha a-block Patna ) is an ambitious project of
the state government.
Jaiprakash Ganga Path:
• 20.5 km long 4 lane is being constructed with a revised
expenditure of 3831 crore rupees. HUDCO has funded this
project with an amount of Rs. 2421 crores.
• The state government has built 469 bridges from the period
of 2005-2006 to 2021-22.
Mukhyamantri Setu Nirman Yojana:
• The state government has implemented this scheme for the
construction of perennial roads in rural areas.
Double-deck Flyover:
• Bihar Rajya Pul Nirman Nigam has been given the
responsibility of construction of double deck flyover (under
the central road invetment fund) in the town of Chhapara of
Saran district.
• It is the longest double deck flyover in the country. Estimated
expenditure of this project is Rs. 411.31 crores.
Vahan 4.0:
• Vahan 4.0 and saarathi 4.0 softwares are oprational in all the
38 districts of Bihar. Vahan 4.0 software is for registration of
vehicles and Saarathi 4.0 is for driving lincence.
• In Bihar, the railways sector has registered an annual growth
rate of 6.6% in GDP during the period of 2016-22.
• In the year 2021-22, the contribution of railways to the overall
transport sector was 20%.
E-Governance
• Bihar was given 'Digital India Award- 2020' for innovation in
e-governance during the covid pandemic. This award was
given by the president of India.
• In Bihar, 50.7 telephone connections per 100 persons were
registered. It shows that every household had a connection
of 2 or more mobiles.
• 27,319 km optical fiber cable has been laid in the state to
provide fast internet connection.
Bihar Rajyavyapi kshetra Network:
• This is network highway which provides voice, video and
date based connection to the offices of the government. Its
611 connection centres have been set-up.
Wi-fi Complex Project:
• It is included in the 'Saat Nishchay' Programme of Bihar.
Through it 321 wi-fi enabled college/ university complexes
promote e-governance programmes and digital services.
• Total 8.25 lakh users are connected with it in the session of
2022-23.
Bihar Aadhar Authentication Frame Work:
• Bihar Aadhar Authentication Frame Work (BAAF) is an
umbrella frame work which enables all Aadhar based transction
in the state which will help service providers authenticate
indentity of residents electronically, in a safe and quick
manner making service delivery more effective and efficient.
Right of Way (RoW)
• It is a single window project of the Bihar government under
which streamlines the process of online application and grant
of permission for installation of Mobile Tower, laying of optical
Fiber Cables, in-building solutions and other telecome
infrastructures both in urban and rural areas of Bihar.
National e-Vidhan Application (Ne-VA):
• Ne-VA is a digital state legislative infrastructure which aims
at digitization of all state legislatures of the country under
'One nation one application.
e-Prison:
• It computerizes and integrates all the activities related to
prison and prisoner management.
e-Comman:
• It was inaugurated in 38 districts in 2018 to maintain the law
and order situation in the state.
Griha-Darshan:
• This application has been developed for GIS mapping of
major utilities and offices under home department.
Bihar SPARROW:
• Smart performance Appraisal Report Recording Online
Window (SPARROW) is an online system based on the
comprensive performance appraisal dossier maintained for
each government employee.
Medhasoft:
• It is a Bihar scholarship protal for applying Matric, Inter and
Graduation scholarship. It enables to manage the details of
students of all government and government aided schools of
Bihar.
Ashwin:
• This application was developed for ASHA and ASHA
Facilitator for the entry of daily and monthly activity through
which their monthly incentives are generated and the amount
is created to their account.
Bihar Embarkment Asset Management System(BEAMS)
• BEAMS is a GIS based web portal under which a master
module was developed which will contain data of embarkment
and its improtant assets and water-weather related data.
Bhu-Samadhan:
• This app is used in every police station of Bihar to keep a
watch on issues related to land dispute.
Energy Sector
• The state government has taken many initiatives for the
energy sector in the last few years. Now reliable and quality
electricity is being supplied all over the state.
• In Bihar per capita electricity consumption in 2021-22 was
329 kwh which was 280 kwh in 2017-18.

• In Bihar, demand for electricity increased from 4965 mw in
2017-18 to 6475 mw in 2021-22.
• In 2017-18, the consumption of electricity was 2.42 thousand
crore units which increased to 3.28 thousand crore units in
2021-22.
• The state government has allocated a total amount of Rs. 300
crores under the scheme of 'Har Khet tak Sinchai Ka Pani' for
two financial year - 2021-22 and 2022-23.
• In Bihar's urban areas, average availibility of electricity is
for 23.15 hours.
• In Bihar's rural areas, the average availability of electricity
is for 21.62 hours
• Three highest electricity consumer districts were patna, Gaya
and Muzaffarpur in 2021-22 while the last three districts in
electricity consumption were shekhpura, Arwal and Sheohar.
• The three districts which registered the highest growth rate
in electricity consumption during a period of 2021-22 and
2022-23 were Lakhisariai, Katihar and Sheohar.
• By 2024-25, the estimated requirement of electricity of the
state will rise to 3.39 thousand crore units.
• The total requirement of energy for the domestic sector will
increase by 24.2% during the period of 2021-2025.
• In 2021-22, estimated demand for electricity was 6576 mw
which increased to 7074 mw (an increase of 7.3%) in 2022-23.
• By March, 2021, the total electricity generation capacity of
the state was 6422 mw which grew to 7785 mw by March,
2022 (an increase of 21%)
• By 2024-25, the estimated demand for electricity in Bihar will
be 8003 mw and the annual requirement of energy will increase
to 4232 crore units
Schemes of Energy sector:
• Deendayal Upadhyay Gram Jyoti Yojana:- It is a scheme of
the central Government which has been implemented for rural
electrification of all the 38 disrictis of Bihar.
• Pradhan Mantri Sahaj Bijai Har Ghar yojana (Saubhagya):
Har Ghar Bijali' is one of the seven resolutions (Saat Nishchay)
of the state government, saubhagya Yojana was started to
provide electricity connection to each willing household. It
was launched in 2017.
• Real Time Data Acquisition Sysem (RT-DAS): The main
objective of this project is to strengthen the reliabiity and
measurement of electricity distribution network.
• Residential Solar Roof top Scheme: This scheme has been
started by the New and Renewable Energy Ministry.
According to it, energy will be generated under grid
connected roof top system. Under this scheme, 5mw roof
based solar energy capacity was allotted to Bihar in 2019-20.
• One Nation-One Tariff: This policy was launched to improve
the financial performance of distribution companies
Rural Development
• In 2021-22, Bihar's expenditure on the rural development was
Rs. 15,645 crores which is 18.6% higher than the last year's
expenditure. The share of rural development expenditure is
9.4% of Bihar's total expenditure.
• Bihar rural livelihood promotion committee popularly known
as JEEVIKA is an agency registered in the aegis of Rural
Development Department.
• This agency plays a vital role in the rural development
of Bihar.
• Till september, 2022, 10.35 lakh self help groups (SHGs) were
fromed under JEEVIKA
• Under JEEVIKA. ' Didi ki Rasoi'- a model of community
Kitchen was started which provides quality food to patients
of hospitals, bank employees, school. Students etc.
Green Jeevika Green Bihar Campaign:
• In 2021-22 under this campaign, Jeevika with cooperation of
forest, Environment and climate change Department, took an
initiative of providing 1.5 crore plants to the members of the
community"
• Under this campaign 86.3 Lakh plants were planted in 2022-
23.
• Data of MNREGA show that number of job-cards issued to
the rural households incraesed from 148.3 lakhs in 2017-18 to
235.3 lakhs in 2021-22.
• Number of Households which got emplyment increaed to
48.0 lakhs in 2021-22,
• Presently, 38 district boards (Zila Parishad), 533 Panchayat
committees, 8058 gram panchayats and 8058 gram Kachaharis
are working in the state.
Solar street Light Scheme:
• under Saat Nishchay-2, Mukhyamantri Rural Solar street Light
Scheme was launched for every Panchayat in the curretn
financial year. Under this Scheme, 10 Solar Lights have to be
installed in every ward.
• Lohia Clean Bihar Campaign: Under Saat Nsihchay-2, the
state goernment has taken a resolution of 'Clean village
Affluent Village' and to achiee this target Lohia Clean Bihar
campaign was Launched in September, 2021.
• During last five Years the Bihar Government has spent around
10.1% of its total expenditure on the rural development which
is much higher than the national average of 4.8%.
• The maximum number of job cards have been issued under
MNREGA in five districts- Gaya, East Champaran,
Muzaffarpur, Darbhanga and Samastipur.
Urban Development
• According to the 2011 census, the total urban population of
Bihar was 1.18 crore which increased to 2.02 crore in 2022
(estimated data)
• It is estimated that urbanisation rate of Bihar will increase
from 11.3% to 16.2%.
• In 2016-17, the state expenditure on urban development was
Rs. 2823.9 crore which increased to Rs. 5001.3 crore in 2020-
21 (an increase of 77.1%)
• Patna has the largest urban population (44.3%) in Bihar
followed by Munger (28.3%) and Nalanda (26.2%).
• South Bihar has higher urbanisation level as compared with
North Bihar.
• In the light of amendments made by the state government
some rural areas have been declared urban areas. I new town
councils (Nagar Parishad) and 111 new Nagar Panchayats
have been established.
• In 2020-21, the total expenditure of the state government on
urban development and housing was 9942.20 crore rupees.

Urban Development Programmes (State Schemes)
• Ganga Water Supply Scheme: This scheme was launched
on 27 November, 2022 by the water Resources Department.
- This drinking water will be supplied to Rajgir, Nawada, Gaya
and Bodhgaya.
- Under this scheme, around 1.12 lakh people of Rajgir, 1.21
lakh people of Nawada and 6.32 lakh people of Gaya &
Bodhgaya will be benefitted.
• Mukhyamantri Scheme Peyjal Nishchay yojana.
- Under this scheme, Clean drinking water has to be made
available in every household of the state.
- 70 litre per Person tapped water will be supplied daily to every
household.
- Till now 17.9 lakh households have been benefitted with this
scheme
• Social Mobilisation & Institution Development (SMID) :
SMID is an effective means for the mobilisation of urban
poor households to form their own institutions for an effective
and sustainable poverty reduction programme as envisaged
by the National Urban Livelihoods Mission.
• Pradhan Mantri Aawas Scheme: This scheme was launched in
June, 2015. The period of this mission is going to be completed
in 2024. Main objective of this scheme is to provide pucca houses
to every homeless households of various income groups.
• Atal Mission for Rejuvenation and Urban Transformation
(AMRUT) Mission: This mission was started in June, 2015.
This Scheme is an initiative to provide basic civic amenitites
to all urban areas such as drinking water supply, sewerage
and septage management, Storm water drainage etc.
• Smart city Mission: Under this mission essential
infrastructure is improved incities; citizen are provided with a
high quality life; clean and sustainable environment is created
and 'Smart' resources are used.
Four Cities of Bihar have been chosen for this mission; these
cities are; Patna, Bhagalpur Bihar Sharif and Muzaffarpur.
• Patna Metro Rail:
- Total expenditure of this project is 13,365.77 crore rupees.
- It will be implemented by Patna Metro Rail Corporation,
CTD2019.
- First Stage of the Project- 17.93 km(from Danapur to
Khemnichak)
- Second stage - 14.57 km (Patliputra to patna Railway station)
- Delhi Metro Rail Corporation has been given the resposibility
of its implementation.
Banking & Allied Sector
• The annual credit plan target for banks in Bihar in 2020-21
was 1.54 lakh crore rupees and it increased to Rs. 1.62 lakh
crore.
• By 31 March, 2022, there were 7713 bank branches in Bihar.
• In 2021-22, a total of 129 new bank branches were opened in
Bihar which is less than 270 new branches opened in 2020-21.
• The State Bank of India and other nationalised banks opened
their 11 and 35 branches respectively
• In 2021-22, 24 new branches of private banks were opened
and 59 new branches of small financial banks were opened.
• Number of small finance banks increased to 287 by
September, 2022.
• Bihar has a single branch of a foreign bank and that is the
Standard Chartered Bank branch of Patna.
• Bihar has two regional rural banks namely the South Bihar
Rural Bank and the North Bihar Rural Bnak.
• 65.8% branches of regional rural banks are in rural banks,
26.6% in semi-urban areas and 5.0% in urban areas. Out of
these, the South Bihar Rural Bank has 75.4% branches of
Bihar State Co-operative Bank increased to 294 in September,
2022 from 289 of 2021.
• Bihar's Share in All India bank deposit was 2.6% both in
2020-21 and 2021-22. But its debt share increased to 1.6% in
2021-22 which was 1.5% in 2020-21.
• In 2020-21, India's total credit-deposit ratio was 71.7% which
increased to 72.1% in 2021-22.
• Andhra Pradesh has the highest credit-deposit ratio among
all the states which is 142.7%
• By the end of 2022, total credit-deposit ratio of private bank
was 87.2% which is much higher than that of public sector
banks (41.9%)
• By the end of March, 2021, non- performing assets of all
banks in Bihar were 11.8% of total advances which decreased
to 11.3% in March, 2022.
• In agriculture sector, non performing assets (NPA) touched
the level of 28.5% in 2021-22.
Human Development
• The share of expenditure on social services in the total
expenditure of the state government was 31.9% in 2005-06
which increased to 42.4% in 2021-22.
• For the same period, per capita expenditure on social sector
increased from Rs. 801 of 2005-06 to Rs.6156 in 2021-22
• In Bihar, decadal growth rate of rural population was 24.2%
in 2001-11 while decadal growth rate of urban population
was 35.6% in 2001-11.
• Out of 38 districts of Bihar, 20 districts have the population
density more than 1100 per sq km. population density of
Patna is 1803 per square Km and of Sheohar is 1882 per Sq
Km. Sheohar is the most densely populated district of Bihar.
• In 26 districts of Bihar 90% Popultation lives in rural areas,
Bihar is the least urbanised.
• Rate of urbanisation was lowest in Samastipur and
Banka(3.5%) and highest in Patna(43.1%)
According to the census of 2011, population of India
consists of 30.8% - population of Children, 60.3%- Population
of working age-group, 8.9% population of old person.
• Life expectancy in the state was 65.8 years (2006-10) which
increased to 69.5years in 2016-20, male life expectancy in
Bihar was 69.7 Years and female life expectancy was 69.2
years.
• Infant Mortality rate of Bihar was 27 in 2020. At national level
this rate is 28

Janani Suraksha:
• This scheme aims at decreasing the maternal mortality rate
(MMR) and infant mortality rate (IMR).
• Under this Scheme, women will be given Rs. 1400 for
institutional deliery
• P.M. POSHAN : Under this centrally sponsored scheme,
there is provision of one hot cooked meals to children of pre-
shool or Bal Vatika in Primary schools as well as students of
middle schools.
• Rastriya Uchchatar Shiksha Abhiyan (RUSA):
It is a scheme sponsored by the central government which
was launched in 2013. The objective of this scheme is to
provide strategic funds to the government higher education
institutions.
• Samagra Shiksha Abhiyan: It is an integrated scheme for
school education covering the entire gamut from preschool
to class XII.
This scheme was announced in the Union Budget of 2018-19
• Vikas-Mitra: Vikas Mitras have been appointed for the
implementation of the programmes in Panchayats and Wards.
Child Development
• Bihar is the third most populous state of the country; it is the
home to 4.98 crore children who belong to the age group of 0-
18 years.
• Around 11% children of the country live in Bihar and in this
context, Bihar ranks second.
• The Central expenditure on Children was 13.2% in 2016-17
which increased to 18.7% in 2020-21.
• National nutritional Mission: The Ministry of Women and
Child Development launched National Nutrition Mission
(NNM) or Poshan Abhiyan in 2018 with the aim of tackling
the malnutrition problem prevalent among women and children.
• Poshan Maah: Under NNM, the month of September was
announced 'Poshan Maah' in 2018 and since then September
has been celebrated as poshan maah. Its objective is to
provide nutrition related messages and information to every
household.
• Pradhan Mantri Matru Vandana Vandana Yojana:
It is a centrally sponsored Direct Benefit Transfer (DBT)
scheme. It is a maternity Benefit Programme that is
implemented in all the districts of the country.
In India. every third woman is under nourished and every
second women is anaemic so under this scheme cash incentive
is provided to Pregnant women and lactating mothers to
improve their health condition.
• Parvarish: This is a foster care scheme framed by the Bihar
Government to provide grants to families and organisations
taking care of orphans, deprived and disabled children.
Under this scheme, an aid of Rs.1000 is given every month to
every child of above mentioned cartegories. Children of the
age group (0-6 years) are eligible to receive this grant until
they turn 18.
• Child Help Scheme:
• This scheme was launched in 2020.
• Under this scheme children of 0-18 years, who lost either one
of his/her parents or both of them during Corona Pandemic,
will be considered eligible for this scheme.
• A grant of Rs 1500 will be provided per month to all such
eligible children unitl they turn 18.
• e-Lots: e-Lots APP is an application and web portal started
by the Bihar Government and it has books of all subjects of
1st to 12th classes e-LOTS App is e-Library for teachers and
students. It will help the user in learning and understanding
digital subject matters such as videos, digital books etc.
Environment, Climate Change and
Disaster Management
• The Department of Environment, Forest and climate Change
spent around Rs.394.28 crores in 2021-22 for maintaining
ecological balance and preservation & Conservation of
wildlife and bio-diversity in the state.
• In the last five years, forestry and timber production has
made a Contribution of 1.6% in Bihar's Gross State Value
Addition in the year 2021, Bihar received a rainfall of 1414
mm whihc is 31% higher than the long term average.
• In 2021, the average minimum and maximum temperature of
Bihar was 300C and 42.50C respectively.
• In 2021-22, West Champaran had the maximum 2248 mm rainfall
followed by Kishanganj (2224 mm)
• In 2021-22, Arwal had the minimum 850 mm rainfall.
• Out of a total of 94,163 sq km area of Bihar, 7,305.99 sq Km is
covered with forests i.e. 7.76% of all types of forest area to
the total geographical area of Bihar.
• In 2021, Bihar had forest carbon stock of 5.68 crore tonnes
which is more than the estimaed carbon stock of 5.52 crore
tonnes in 2019.
Bamboo Mission:
• Under this project, bamboo is being planted on the
government lands and under the agro-forestry Scheme,
Bamboo-Plants are being grown in the nurseries of farmers.
• In 2021-22, the union minstry of agriculture and farmer welfare
has approved a grant of Rs. 471.88 lakhs for the programmes
of National Bamboo Mission scheme in Bihar.
Gaj Project: This project aims to promote elephant conservation,
protect their habitat and corridors and prevent human-
elephant conflicts.
This project is a centrally sponsored scheme. Bihar implements
annual work plan under Gaj (Elephant) Project.
• A round 82.57 lakh people of 295 blocks in 32 districts of
Bihar were affected with the flood.
• In the biological garden of Patna, climate change Learning
Project has been set up.
