MEMORANDUM

SUBJECT : Issues and Concerns on the Process of PPE for LTOPF

1. References:
a. Republic Act No. 10591 also known as “The Comprehensive Firearms and
Ammunition Regulation Act” and its Implementing Rules and Regulations;

b. Memorandum for D, CSG dated January 11, 2023 with subject:


Recommendations for the New FEO System; and

c. VI of TACDS to D, HS last June 27, 2023.

2. This pertains to the instruction of TACDS to present the problems encountered


by this Service, specifically in the process of posting of PPE results for LTOPF.

3. In connection with the above, enumerated below are the problems


encountered in the said process:
a. Misinformation about the new FEO system causing confusion among
clients;

b. Delayed posting of PPE result of LTOPF clients due to the following


reasons:
1) Clients have with multiple accounts or do not have any accounts all;
and

2) Discrepancies in encoded data/information of LTOPF clients such as


wrong birth dates, invalid uploaded photos, first name was encoded as
last name and vice versa.

c. Unable to view the transaction history of clients in the new FEO system.
Hence, clients who failed in the PPE in one RMDU can retake the PPE in
other RMDUs even without six (6) months;

d. Alteration in PPE results between the old and new FEO systems; and

e. Clogging of LTOPF clients for PPE.

4. In this regard, this Service would like to propose the following


recommendations:
a. Conduct of information dissemination campaign regarding the new FEO
system;

b. To minimize delay in posting of PPE results:


1) All LTOPF clients must be required to create an account in the new
FEO system;

2) Actual photo capture of LTOPF clients upon creation of accounts must


be activated in the FEO system; and

3) Prior to conduct of PPE, CSG/RCSU must issue verification certificate


to ensure that clients who will undergo PPE has only one FEO account
and that encoded thereat are correct;

c. Capability to view the transaction history of clients upon verification of


accounts in the new FEO system to ensure that no client can retake PPE
prior to the 6-month period;

d. To avoid alteration of PPE results for LTOPF; and


1) Activation of a One-Time-Pin (OTP) upon access to admin and clicker
accounts must be implemented; and

2) PPE results must be locked after clicking of results and that only the
Admin Account can override the result in case of erroneous clicking;

e. Implementation of an online appointment system to avoid clogging of


LTOPF clients.

5. Moreover, please be informed that this Service has undertaken the following:
a. Weekly submission of daily reports of clients catered to CSG;

b. RMDUs concerned are informed regarding LTOPF clients with account


discrepancies and that corrected transmittal must be submitted as soon as
possible for clicking/uploading of result; and

c. Coordination with the FEO system development team particularly with


PCPT MOHAMMED PANAGA, IT Project Officer, ITMS to resolve other
problems encountered on the PPE for LTOPF.
