ABOUT THE PLANCC PROJECT
Climate Change Planning (PlanCCl isa project of the Government of Peru which has the central goal of developing technical and scientific
bases, such as the capacities for exploring the feasibility ofa “clean” and “low emission” development. It aims to incorporate the climate
‘change variable into development planning in the country.
PlanCC Project is headed by a Steering Committee which is led at present by the Ministry of Environment and includes the Ministry of
Foreign AVfairs, the Ministry of Economics and Finances and the National Centre for Strategic Planning
PlanCC has been designed in three phases. The Phase 1 took place between the years 2012 and 2014
Phase 1 was supported financially by the Children’s Investment Fund Foundation (CIFF], the Swiss Agency for Development and Cooperation
[COSUDE) and the Climate and Development Knowledge Network [CDKN). PlanCC is part of MAPS Program, an international collaboration
platform, consisting of South Arica, Chile, Colombia and Brazil to establish the evidence base that facilitate the long-term transition
towards low-carbon economies.

HOW DID PHASE | WORK?
Phase | of PlanCC promoted a participatory process that facilitated the interaction between a team of experts and representatives of public
and private sector, to build together emission scenarios and to identify mitigation measures for six sectors: agriculture, energy, forestry,
industrial processes, transport and waste
‘These multisectoral representatives were included inthe project through the Scenario Building Team [SBT], as well as Technical Consulting
Groups {GTC}
PlanCC project proposed an innovative planning and participatory exploration process, with the potential of finding alternatives to problems
related to poverty, low technological development, environmental degradation and growing social environmental conflicts

» Provide technical support to MINAM for the process of designing Peru's INDCS (Intended Nationally Determined Contributions.
» Design a low emissions development strategy articulated with the green growth strategy within the framework of sustainable
development objectives.
