Introduction
IBID’s bid document understands harmonizing the legal framework that satisfies FIFA”s risk
assessment guidelines require mechanisms for collaboration and coordination. This is because of
the interconnected nature of the various facets of laws that govern human rights in each nation.
These mechanisms require analysis of how the programme will be developed – including
individual projects and budgets, respectively. Hence, to prepare a budget for PHeLFI, the
following steps will aid the process.
1. Define the scope of the program: The scope of the programme should be defined in the
planning stage of the programme. This is best captured by the creation of the work
breakdown structure. A Work Breakdown Structure, often known as a WBS, is a
hierarchical deconstruction of a project into its constituent parts that are simpler and
easier to manage. The WBS is a tool that helps to organise and define the scope of a
project. Each level of the WBS indicates an increasing amount of detail.
2. Resource Identification and Allocation: The PHeLFI identifies resources that will be
needed to fully execute the programme. These resources might include personnel, time,
equipment, and other resources will be needed to carry out the programme.
3. Estimate the costs: Drawing from the resources needed to completely deliver the
programme, an estimate of the costs is generated. The Cost Breakdown Structure comes
in handy in this regard since it adds a cost component to each item on the WBS.
4. Creating the budget: Once the cost is completely estimated, the CBS unit costs are
summed up to create a budget. This budget outlines the total cost of the programme after
its decomposition into individual units.
5. A timeline is also created from the WBS. The timeline is an estimate of the time needed
to complete the programme. This information is crucial as FIFA’s bidding is usually
scheduled to be submitted in advance.
6. Review and refine: Once the budget, cost, budget and timeline is created, it is then
baselined by the organisation(s) sponsoring IBID’s bid.

1.2 The WBS


The Work Breakdown Structure and the Cost Breakdown Structure for the PHeLFI are shown in
Figures 1 and 2 below. The WBS and CBS comprise three projects (under the programme) with
high-level activities that are needed to complete each task on the WBS.

1. Legal framework analysis


 Conduct a comprehensive analysis of the legal frameworks of each of the four nations
 Identify gaps, inconsistencies, and areas of overlap between the legal frameworks
 Develop recommendations for how to harmonize the legal frameworks
2. Stakeholder engagement and consultation
 Engage with stakeholders from each of the four nations, including government officials,
legal experts, and civil society organizations
 Seek input and feedback on the legal framework analysis and the recommendations for
harmonization
 Work collaboratively with stakeholders to develop a consensus-based approach to
harmonizing the legal frameworks
3. Implementation planning and support
 Develop a detailed plan for implementing the harmonized legal framework, including
timelines, resource requirements, and milestones
 Provide ongoing support to the four nations to ensure successful implementation of the
harmonized legal framework
 Monitor and evaluate progress towards implementation and make adjustments as
necessary
