Reason for Force: A vehicle pursuit ended with the suspect vehicle and law enforcement
colliding.

Reason: Sgt. Aaron Gochnaur along with Cpl. Lewis Martin, Deputy Joseph Branham,
and officers with the Camden Police Department were attempting to conduct a rolling road block
in an effort to stop a fleeing vehicle. On the second attempt, Sgt. Gochnaur maneuvered his
vehicle in front of the suspect vehicle in an effort to slow and stop the suspect vehicle, when the
suspect vehicle rammed into the rear of Sgt. Gochnaur's patrol vehicle. Sgt. Gochnaur then
rammed the rear of the suspect vehicle twice to which stop the fleeing vehicle. The forcible
vehicle stop was considered deadly force and was conducted based on the totality of
circumstances (see Tennessee v. Garner). Lethal force was perceived by Sgt. Gochnaur when
the suspect vehicle rammed into the rear of his vehicle, Cpl. Martin and Sgt. Belote (Camden
PD) both relayed to dispatch that the suspect vehicle rammed Sgt. Gochnaur's vehicle and Sgt.
Gochnaur believed the suspect vehicle posed immediate threat to the public and other officers if
not stopped right away.
