Introduction of the PDM UThe Cabinet in March 2021 approved the Parish Development Model (PDM) as the main vehicle for reducing poverty through moving households from subsistence to monetized economy beginning FY 2021/22. AThe Parish Development Model (PDM) is an NDP Ill implementation mechanism by both the State and Non-State Actors to achieve inclusive socio-economic transformation of mainly subsistence households in a coordinated, collaborative and participatory manner; using the Parish/Ward (the epicentre) as the last-mile for development. 4PDM implementation is expected to be mainstreamed into ee Par nasa sa] 2. Overview and Context of PDM The following policy and legal frameworks provide the foundation for PDM design and implementation; ~Constitution of the Republic of Uganda that set out decentralisation as form of governance and democratic dispensation at sub-national level, ~ Local Government Act, ~The NDP III under Regional Development, Public Sector transformation and Agro-industrialisation, 2. Overview and Cont’d -NRM Manifesto 2021-2026, -The Regional and International agenda such as East African Community protocol, and the SDGs agenda on inclusive development (Leaving no-one behind) to which NDP Il is aligned The PDM is organised under 7 pillars that are interrelated and complementary; _JHowever, the sequencing of pillar implementation is important. Organising the households into strong enterprises groups (e.g. farmer groups ) is crucial, underpinned by rigorous mindset change, and also target the public officers. 3. The PDM Conceptual Framework The PDM focuses on an all-inclusive approach for socioeconomic transformation of majorly the subsistence households using the whole of government approach in a coordinated, collaborative and participatory manner. ‘The majority of the subsistence households are in agriculture, but the PDM_ takes consideration of the urban and peri-urban’ unique subsistence households. The PDM will organize and re-organize subsistence households into farmer/community groups into clusters/associations where they can easily be supported to improve production, processing and marketing value chains. 3. PDM Conceptual Framework — cont’d : ; QThe farmer organisations/cooperatives will 7 be developed to further support/access their mem! a with streamlined input delivery — channels, processing, marketing and financial services. Q The PDM will support the development of the value chains along the 18 commodity enterprises. 8: 4. The Purpose, Goal & Objective of PDM The purpose of PDM is to: deepen the decentralisation process; improve household incomes; inclusiveness, sustainable, balanced and equitable socio-economic development. PDM goal is to increase household incomes of Ugandans through transformation of subsistence households (both on-farm and off-farm, in rural and urban settings) into the money economy, PDM Purpose, Goal & Objective - cont’d The overall PDM objective is to increase effectiveness of the interaction between the government and its people, for socio-economic transformation; by bringing the whole of Government and Non-State Actors to delivery services at the lowest level. 5. The Parish Development Model as NDP III Delivery Mechanism The PDM implementation is aligned to the 5 Strategic Objectives of the NDP III namely; i) Enhance value addition in Key Growth Opportunities. ii) Strengthen private sector capacity to drive growth and create jobs. iii)Consolidate & increase stock and quality of Productive Infrastructure. iv)Enhance productivity, and wellbeing of Population. v) Strengthen the role of the State in guiding and facilitating development. RB 6. Stakeholders and their Roles in PDM Pillars Pillarl: Production, Storage, Processing and Marketing: ' The key outcome is to organise households into structures for empowering them to participate along the value chain in production, processing and marketing. The Extension Staff, PDCs, existing Non-State Actors in LGs at all levels work towards organising and training farmers at village and Parish levels & other higher levels along area-based commodity clusters and value chains. - Stakeholders and Roles -cont’d >The Extension Staff, PDCs, existing Non-State Actors to continuously support farmer groups/associations into higher level associations/cooperative organizations. »Link households groups/ famers associations and through their parish groups to the inputs, business development services, processing and marketing (to off-takers or zonal industrial hubs). 18 Stakeholders and Roles -cont’d Link the farmer groups with LG Extension Staff and training institutions within the LG. Through the groups, access farmer tailored e-Government services like e-voucher for input delivery. Pillar 2- Infrastructure and Economic Services; The pillar looks at supportive infrastructure needs of community to improve livelihoods, such as community access roads, water for production, internet access and connectivity among others. The community working through the PDCs should identify, profile and prioritise the critical infrastructure needs for their communities that MDAs/ NSAs should provide. Pillar 3- Financial Inclusion; : : The Pillar focuses on reducing financial exclusion by addressing the barriers to access to financial services by subsistence households; and aims at: i) Developing the credit infrastructure ; ii) Building the digital platforms to deliver the Parish Revolving Fund. iii) Deepening and broadening formal savings, investment and insurance usage; iv) Protecting and empowering individuals with enhanced financial capability. v) Supporting subsistence households to earn more through their own efforts. gs Financial Inclusion- cont’d; The PDM Financial Inclusion Pillar will; Support Community Organisation and ride on farmer groups/associations in Pillar 1 to build parish financial institutions Support Business Development Services for households, through Farmer Associations/Groups and SACCOs to build their capacity. Develop Payment systems for funds disbursed under PDM. A computerized payments system to be established to support the transfer of funds as well as capture and track transactions. 2 Financial Inclusion- cont’d; Provide Agriculture insurance. Products to be structure depending on scale farmers or farmer in disaster prone areas respectively. Support Savings mobilisation by members within their Farmer Associations/Groups Provide Low-cost loans using the Parish Revolving Fund. Implementation of the above financial inclusion services shall be sequenced. Starting with community organisation into Parish Development Associations, provision of BDS to these associations, establishment of an Integrated Financial Management Information & Payment System, and finally loans disbursed alongside insurance. Parish Revolving Fund (PRF) iii iv This is a component of Financial Inclusion that provides Low-Cost Credit to Subsistence households The loans shall be revolving within the Parish and all groups that borrow from the PRF MUST pay back after the agreed period. The Parish Development Association shall be responsible for ensuring that funds are recovered for onward lending to other subsistence households in the Parish. Under the PRF, individuals in an interest group comprising of at least of 10 households (group members) shall be facilitated with loans from the PRF to finance a common income- generating activity within their locality. subsistes PRF Cont’d it A qualifying income-generating activity shall take any form as long as i the production, storage, value addition or marketing of one or more Baie by NDPIII of the agricultural production lines that have been recommended and the NRM Manifesto 2021-2026 (Recommended production lines) as provided in the PDM guidelines. The Parish Revolving Fund follows a grassroots approach obilised into interest in which communities of subsistence households shall be mi groups and supported to develop and implement viable community-led income-generating activities that enable them to earn through their own initiative and combined efforts. This approach shall promote ownership and enhance community self-reliance. PRF Cont’d Based on the realities on the ground and the comparative as well as competitive advantage of a given Parish, income-generating activities that are recommended for PRF financing fall under two main categories: a) Farming activities for any of the recommended production lines (including all forms of inputs, farm tools and machines, animal traction, micro irrigation, extension services, harvesting technologies (including fishing gear), and post-harvest handling technologies (including; storage (both wet and dry storage), grading, sorting, bulking, etc.); and b) Off- the-farm agricultural activities for any of the recommended production lines (including processing, packaging, storage, distribution, buying and selling of agricultural products) 1S Pillar 4- Social Services; The ple looks at social services and associated delivery mechanism and wellbeing in the community. The pillar will be guided by the outcomes the community want to receive. With this hindsight, interventions to address issues like school enrolment, school drop outs, access to safe water, better sanitation and hygiene will be carried out. Again LG structures should prioritize the needs and prompt respective MDAs that have resources for the requisite service delivery. Ps Pillar 5 - Mindset change; » Mind-set change is the entry point for the implementation of other Pillars of PDM at the grassroots and seeks to; This Pillar is to empower both the public players and the community members to take center stage in in PDM activities. Empower community members to assess their needs, identify livelihood options, prioritize livelihoods sources, leverage resources, uptake development en and create sustainable solutions. Promote mobilization and engagement with community structures under Pillar 1, towards development programs, Promote positive cultural beliefs and norms which promote development, Inculcate and promote positive thinking towards personal family and community development for improved quality of life outside the subsistence life, Promote disciplined, committed and self-driven civil service teams for improved service provision. Mindset change- cont’d This is a Pillar for generating real-time data for decision making; The PDC will be responsible for collection of primary data and the Parish chief will be equipped with tools for data collection on all pillars of the PDM. A system will be developed with dash board to give information to stakeholders at LG as well as National level. The CIS will provide a platform for tracking the implementation of NDP III strategic interventions at the Parish level. Community Information System - cont’d Provide an_ electronic web-based management information system platform for the results-based monitoring and evaluation of the local economic development initiatives at the Parish level. MOLG in collaboration with MOICT, UBOS and LGs will ensure that data requirements, software and hardware for setting up the system are secured and system. 26s Pillar 7. Governance and Administration This Pillar defines the institutional and _ coordination arrangements and structures at both National and Sub National levels for implementation of the PDM. The national level structures, will focus at policy formulation and reporting, while sub-national level structures provide for operations at frontline. At national level the guidelines provide for a Policy Committee PDM Implementation Unit and PDM Working groups: that will be established for coordination of MDAs/ As and at LG levels, for the effective implementation of the PDM. 1g Pillar 7. Governance and Administration Cont’d Be At the Sub-National level the guidelines provide for; >a focal person at District/City and KCCA Level, >PDC at parish level supported by the Parish Chief and, »Farmer association/ groups and cooperatives including SACCOs. 8. What LGs are expected to do Q Recruit Parish chiefs, Q Establish implementation structures(PDCs/WDCS), Q Popularize PDM , Q Mobilize subsistence households into interest groups and support them with Agricultural extension services, BDS and other services for inclusive empowerment and development, Continuously monitor and report on the implementation, Oo 9.Way forward The Ministry will; Q Issue PDM guidelines Q Further Popularize the PDM Q Build capacity of LGs on implementation of the model Q Roll out the Parish Based Management Information System as Pease pee ngoee) oP® es END OF PRESENTATION
