Biogas / Biomethane Supply Project-Bidding Procedure Clarity for Client

1. It is submitted that for the Biogas / Biomethane supply project, the Client i.e., Sui Southern Gas
Company Limited (SSGCL) proposed negotiated tendering as bidding procedure vide PP Rule
clause 42 (d) (ii). NESPAK after detailed in-house deliberations and consultations proposed open
competitive bidding. The client during meetings on November 25, 2022 & November 26, 2022,
insisted on negotiated tendering for wider competition. Moreover, clarity was lacking on the
issue of tendering process to be proposed for lots/ranges for the construction of biogas plants.
2. The above discussion was not concluded even after detailed deliberations in the Contract
Section which led this office to approach Procurement Consultant Dr. Irfan Ahmed of the
Institute of Tender Management to seek expert advice/opinion on this issue so as to satisfy the
client and to resolve this issue which remained under discussion with the client.
3. Accordingly, Dr. Irfan Ahmad has raised quotation of Rs. 485,000/- as the consultation fees.
4. It is therefore requested to accord approval for Rs 485,000/- to be paid to the Institute of
Tender Management as the Consultation Fees.
