1 GENERAL

1.1 Objective

The first objective of this document is to identify the critical locations in accordance to the
Lloyd’s Register “Structural Design Assessment (SDA) for Passenger Ship” (March 2017)
procedure and “ShipRight Construction Monitoring” (May 2004) procedure.
The application of these procedures ensure that these locations within the ship structures are
built to both an acceptable quality standard and approved construction procedures.

A secondary objective is that during the service life of the vessel, the CMP (Construction
Monitoring Plan) is used to focus the attention of any future classification survey to the critical
locations. During the lifetime, the document is maintained on board and is used to focus
periodical surveys on the critical locations in order to monitor the structural integrity and
performance.

Applying these procedures thereby enabling the attainment of the Class Rule requirement for
the attainment of the Construction Monitoring notation “ShipRight CM”.

1.2 Quality Criteria

Tolerances and standards such as fit-up, alignment and weld profile, not mentioned in this
document, are conform to the specifications of the published IACS Standards “Shipbuilding
and Repair quality standard - Part A” (Rev. 8 October 2018) and Fincantieri Steel Hull
fabrication Standard “MC-043I-431” accepted by Lloyd’s Register.

2 CONTROL PROCEDURES

2.1 Critical Areas

The Critical Areas are specific and limited areas within the structure that meets the following
criteria:
 areas that may experience high levels of peak and fatigue stress or areas assessed on the
basis of SDA results and procedures;
 have been shown by structural analysis and service experience to have a higher
probability of damage than the surrounding;
 areas of essential importance for the structure, whose failure would cause a damage to
an extent disproportionate to the original cause.

In the use of the procedure two types of critical areas are defined based on a different level of
stress resulting from structural analyses:

1) Critical areas with a high stress level “CM”, identified by the mark on APPENDIX
A. Within these areas the critical locations are subjected to specific checks and
inspections both during the ship building and during ship lifetime.

2) Enhanced Structural Verification Areas, identified by the mark on APPENDIX A.


During the ship building the moderately critical locations within these areas need
particular attention. These areas are recognised not critical for the lifetime monitoring
of the ship, then they will not be normally inspected and monitored during the ship
lifetime.

3) Critical Pillars in compression and in tension are shown in APPENDIX B.

The production drawings for the hull are to contain all of the relevant information required for
the accurate construction of the critical locations such as material and welding details, reference
lines, fit-up information, etc.

The scantlings and geometry shown in the APPENDIX A are only indicative, they may be
superseded, please refer to the relevant structural plans for the proper scantlings.

2.2 Critical Locations

The Critical Locations can be identified as specific points within the critical and “moderately
critical” areas that are prone to peaks concentration or fatigue stress.
Misalignment, inappropriate edge preparation, excessive gap, weld sequence and weld quality
can alter the fatigue properties and performance of these structural details.

For this hull all the critical areas and the free edges or welded ones are in accordance with the
standards indicated in par. 1.2.
Therefore, in design phase and in construction one, no special treatments have been considered
for the free or welded edges (there are no grinded plates or grinded welds).

The typical critical locations and the critical and moderately critical areas are shown and
described in ENCLOSURE 1.
The construction tolerances of these details to be achieved are in accordance with quality
criteria mentioned in 1.2.

2.3 Verification of Alignment

Offset reference lines required for the construction of critical locations are to be clearly marked
on both sides of the table member in a permanent manner.

Offset reference lines for the construction of standard joints are to be marked on the moulded
side. Practical methods for checking the alignment shall be agreed with the attending LR
Surveyor.

3 CONSTRUCTION

3.1 Block Stage


Prior to the commencement of welding, the designated Shipyard personnel are to be familiar
with the relevant construction information and procedures by utilising methods such as
signboard instructions, production drawings, etc.

Alignment of completed locations and structural details identified as critical is to be confirmed


prior to welding. In addition to the alignment, the fairness of plating and welding preparations
is to be verified by the L.R. Surveyor and the Shipyard personnel in charge.

Welding is to be carried out according to approved procedures and acceptability of welding is


to be visually verified according to IACS Standards and NDT tested according to “N.D.T.
Testing Plan”.

3.2 Unit Erection


Prior to the erection and pre-erection of units, the offset reference lines are to be refreshed using
the permanent punch marks from the block stages.
Inspection, fit-ups and construction details are to be performed to the agreed inspection plan
by the responsible party (yard, L.R. Surveyor) prior to welding of critical joints.
During fit-up, the designated L.R. Surveyor and the Shipyard personnel will verify the
alignment, fairness and weld preparation prior to welding to prevent the requirement for
remedial measures.

3.3 Lifting Eyes for blocks and sections


Within critical areas after the removal of lifting eyes the weld between lifting eye and deck
plating is not to be damaged and has to be verified by N.D.T. to Surveyor’s satisfaction.

3.4 Quality Assurance


Using information supplied on signboards, drawings, procedures, etc. the yard QA inspectors
are to verify that required standards of construction are being employed in accordance with
Class requirements.
The QA inspectors are to perform unscheduled patrol inspections in order to carry out the
requirements noted above.
The attending LR Surveyor is to be notified of any irregularity requiring remedial action.
Any remedial action is to be agreed between the yard QA inspector and the attending LR
Surveyor making reference to IACS Standards for correction of alignment, gaps and welding
surface defects.

3.5 Reporting and Recording


The yard QA inspector is to record the results of the inspections performed at the hot spot areas
prior to or during welding.
The foreman in charge is to clearly indicate the inspection results on each joint prior to welding.

 no unexpected openings within or close to insert plate;
 visual examination of opening free edges: only minor imperfections (in accordance with IACS
definitions and tolerances) are accepted. In case of grinded edge, verify and/or measure the
beveled edge removal or plating corner radius;
 visual examination of opening welded edges: weld toe have to be without defects such as
intrusions, undercuts and cold laps. In case of grinded weld, the inspection procedure can
include a check on the weld toe radius, the depth of grinding, and confirmation that the weld
toe undercut has been removed completely;

 alignment verification of intersection joints between upper and bottom longitudinal bulkhead
interrupted by deck plating (minimum 1 / 5 m);
 N.D.T. of fillet welds or butts and seams of fabrication and section welds inside area at
locations indicated in figures above.

 alignment verification of intersection of joints between girder, upper bulkhead or pillar or
bracket interrupted by inner bottom plating (minimum 1 / 10 m);
 N.D.T. of butts and seams of fabrication and section welds inside area at locations indicated in
figures above.

4.6 Fin Stabilizer structures

The shell opening of fin stabilizer need:


 visual examination of opening edge in aft area and fore area in order to have only minor
imperfections (in accordance with IACS definitions and tolerances), see locations indicated in
figure above;
 N.D.T. of all butts and seams of fabrication of shell plating.

The following inspections should be made on upper strength decks in way of large major openings
(e.g. Magrodome) at the highlighted locations within CM areas:
 no unexpected openings within or close to insert plate;
 careful and detailed visual examination of opening free edges: only minor imperfections (in
accordance with IACS definitions and tolerances) are accepted to the satisfaction of the
attending surveyor. In case of grinded edge, verify and/or measure the beveled edge removal
or plating corner radius;
 visual examination of opening welded edges: weld toe have to be without defects such as
intrusions, undercuts and cold laps. In case of grinded weld, the inspection procedure can
include a check on the weld toe radius, the depth of grinding, and confirmation that the weld
toe undercut has been removed completely. Where in doubt, surface examination by dye
penetrant may be used to the attending surveyor satisfaction;
 alignment verification of adjacent intersection joints;
 N.D.T. (UT or X-ray) of butts and seams of of fabrication and section welds inside area,
including coaming and butt welds of coamings at locations indicated in figures above.

Every primary member in way of misaligned pillars is to be considered critical with regards to control
of openings and alignment during construction.
The following inspections should be made on the highlighted locations within CM areas:
 no unexpected openings;
 visual examination of opening free edges: only minor imperfections (in accordance with IACS
definitions and tolerances) are accepted;
