 EFFECT OF NEW LAW नयी व ध का भाव
It is a cardinal principle of Interpretation of statutes that all statutes are prospective unless the
language of the statutes makes them retrospective either expressly or by necessary implication
but the penal statute which creates new offences are always prospective, else it will be violative
of Art 20(1).
