Assistant Director, Risk-based Licensing – Statement of Duties

Objective
Support the Director Risk-based Licensing by providing leadership and management for the Risk
Based Registration and Licensing Team.
The role of the Assistant Director is to oversee the risk assessment process for registration and
licensing in accordance with legislative requirements, for risk activities of Working with
Vulnerable People, Security, Conveyancers and Motor Vehicle Traders. This includes providing
leadership and high level advice to staff and stakeholders on the development, implementation
and management of community engagement and compliance programs for CBOS risk based
registration and licensing.

Duties
• Responsible for the management and leadership of the Risk Based Registration and
Licensing risk assessment and compliance activities and associated statutory compliance
requirements.
• Ensure the proper registration and licensing of applicants in Tasmania by co-ordinating
and providing advice on the risks associated with identified applicants to the Director
Risk-based Licensing and Executive Director.
• Assist the Director Risked-based Licensing manage the relationship with key
stakeholders including other State Government Agencies, the NDIS Commission and
other jurisdictions.
• Represent the Risk Based Registration Unit on National Working Groups to implement
moderation process that ensure nationally consistent outcomes for worker screening.
• Assist the Director Risked-based Licensing in planning, policy development, and
associated procedures and practices including the review of legislative requirements.
• Oversee and prepare briefs of evidence, reports and recommendations in relation to
investigations and audit activities in a timely manner and provide evidence in courts and
tribunals of relevant jurisdiction.
• Exercise statutory delegations under relevant legislation when required.
• Support the Director Risked-based Licensing and Executive Director through the
effective management and leadership of the Risk Assessment Officers, Manager Risked-
based Registration and Licensing and system support positions.

Level of responsibility
• The occupant is responsible to the Director Risked-based Licensing for the management
and leadership of the Risk-based Registration and Licensing functions, and is expected to
contribute at a senior level to the achievement of organisational goals. Work at this level
has a significant effect on the efficient operation of the Branch and the occupant will
need to exercise a high level of judgement and initiative.
• The occupant is required to interpret and exercise discretion over existing functional
policy and procedural guidelines in order to ensure that established goals and the
resolution of complex problems to achieve objectives are met. Work at this level has a
significant effect on the efficient operation of the Branch and the occupant will need to
exercise a high level of judgement and initiative.
• Provide adequate instruction, information, supervision and training for Risk Assessment
Officers and support and direction to the Manager Risk-based registration and Licensing
in the efficient processing and assessment of applications.
• Ensure efficient and effective management of work health, wellbeing and safety for the
areas of responsibility in accordance with the relevant WHS requirements in the WHS
Act.

Direction and supervision received


• The occupant will work independently with general direction from the Director Risked-
based Licensing. An appropriate degree of initiative and confidentiality is expected in the
completion of the functions required.

Selection criteria
1. Demonstrated ability to interpret and apply legislation and related regulatory
instruments and their application in a risk based approach to the regulatory
environment, including high level research skills with experience in complex policy
negotiations and development.
2. Demonstrated high level leadership and management skills including the ability to
achieve organisational outcomes, motivate others including managing individual staff
performance to promote a participative and cooperative work environment.
3. Demonstrated high level interpersonal and oral communication skills including the
proven ability to negotiate and manage conflict, develop effective partnerships and
represent the Government and Department to identify and explain acceptable solutions
in situations of differing interest.
4. Excellent written communication and interpersonal skills, including the ability to
produce information that is readily understandable to non-specialists.

5. Demonstrated experience in the coordination and management of multiple complex
projects and development processes, including the capacity to support the management,
maintenance and utilisation of databases and information management systems.
6. Be able to understand and apply the requirements of the relevant WHS legislation in
your areas of responsibility.

Essential requirements
• Before appointment to this role the successful applicant must apply for and obtain a
Tasmanian Registration to Work with Vulnerable People in a Child Related Activity.
