THROUGH VIRTUAL MODE UNDER THE CHAIRMANSHIP OF PRINCIPAL SECRETARY TO GOVERNMENT, HIGHER EDUCATION DEPARTMENT. A meeting of High Power Committee was held on 05.08.2021 at 4.30 P.M. through virtual mode under the chairmanship of Principal Secretary to Government, Higher Education Department for consideration of the proposals regarding grant of permission/recognition in respect of Non-Government Colleges/Institutions under Section 5 and 6 of Orissa Education Act, 1969. The list of members who attended the meeting through virtual mode is annexed at Annexure-A. At the outset of the meeting the Chairman welcomed all the members of the Committee and briefed the members about the current scenario of higher education during the COVID-19 pandemic before considering the proposals for grant of Permission and Recognition to Non-Government Colleges. Because of this pandemic, regular examination of students at 12" class level has not been conducted. The students this year have been assessed by the Higher Secondary Board by using alternative evaluation mechanism. As a result, around one lakh more students are expected to pass 12" class this year than the numbers of students who normally pass 12" class every year. However, last year, out of the total sanctioned strength of 2,49,963 of UG Degree colleges, around 75,000 seats had remained vacant. Therefore, though need for enhancement of UG Degree college seats may not arise (even though around one lakh more students will pass 12" class this year than the usual number), accommodating these extra number of students in UG Degree colleges may be a challenge this year. Hence, as a matter of principle for this year only, the HPC decided that unless there are gross deficiencies, proposal to grant recognition in favour of applicant colleges would not be denied this year. The High Power Committee perused the agenda notes and Joint Inspection reports received from the Prescribed Authorities in detail. Accordingly, the Committee took the following decisions on the proposals/applications presented before it. Item No.1. Permanent Recognition (On-line Proposals) All proposals of Higher Education Institutions (HEIs), as given at Annexure- B/2, for grant of Permanent Recognition were rejected for gross deficiencies such ALas inadequate faculty, inadequate laboratories, lack of basic amenities, etc. (Proposal-wise decision is mentioned in Annexure-B/2). However, the HPC decided to allow Temporary Recognition vis-a-vis these rejected cases provided the cumulative TR period does not exceed 7 years. In case the cumulative TR period exceeds 7 years, admission restriction has been imposed for the time being. All other Proposals, as given in Annexure-B/1, for grant of Permanent Recognition are allowed subject to condition that applicant Higher Education Institutions (HEIs) having low enrolment and land issues must improve the enrolment and fulfill the requisite land criteria before commencement of next academic session (i.e. 2022-23 academic year), failing which action as per provisions of OE Act, 1969 will be taken. (Proposal-wise decision is mentioned in Annexure-B/1. Some proposals have been partially allowed and partially disallowed.) Item No. Withdrawal of Recognition/Closure of colleges/ Admission Restriction The decision of the Committee in respect of proposals received from the Prescribed Authorities for Closure of College/ Withdrawal of Recognition/ Admission Restriction is recorded at Annexure-C. Item No.3, Permanent Recognition (Offline Proposals) The proposals for permanent recognition received in offline mode before 12.06.2019, i.e., the date from which online submission of application was made mandatory, were considered by the Committee and decision of the Committee in respect of each proposal is recorded at Annexure-D, Item No.4. Change of Address/ Shifting of College The Committee allowed two proposals received from RDE, Bhubaneswar for change of address as recorded at Annexure-E. Item No.5. Opening of New College/ New Stream/ increase of seat increase of stream seat strength ALAll proposals for opening of new colleges were rejected by the Committee in pursuance of the Committee’s policy decision taken in its meeting dated 11.12.2019. (Para A(iii) of the Proceeding of the meeting dated 11.12.2019) Further, in pursuance of the said policy decision, proposals for opening of new stream/increase of seats/increase of stream seat strength, etc., that had been recommended by the Prescribed Authorities, are to be returned back to them for furnishing NIRF/NAAC/NBA information to take a decision on these proposals. Decision of the Committee in respect of each proposal is recorded at Annexure-F. Item No.6. Post-facto Approval of action already taken by the Chairman, HPC The Committee accorded post-facto approval to the Chairman’s decision to impose of admission restriction on Shitala Thakurani Degree Mahavidyalaya, Khuluda, Balasore from the session 2021-22 since the Educational Agency failed to comply with the provisions of section 6A(1) and section 7(2) of Orissa Education Act,1969.
