Madam/Sir,

1. FCI moves about 400 lakh MT of food grains every year from surplus states to
deficit states to meet the requirements of the PDS and other welfare
schemes. During this movement, spreading of LLDPE/LDPE sheets of 50 Micron
thickness on the floor of Railways wagons is undertaken to avoid mixing of spilled
food-grains with dust/fertilizer/minerals etc. and also to curb Operational/Transit
Losses. After unloading of rakes, these sheets become un-usable which needs to
be disposed off to prevent environmental Hazards.

2. On an average 1500 food grains rakes are unloaded every month throughout
the country. To handle one rake, about 105-110 Kgs of LLDPE sheets are used.
Currently, FCI is not having any defined Disposal Mechanism for Non-issuable/Non
reparable LLDPE (Linear Low Density Poly Ethylene)/LDPE (Low Density Poly
Ethylene) sheets used as dunnage in railway wagons.

3. In order to have uniformity in the disposal process across the country, FCI
contacted Indian Centre for Plastics Environment (IPCE), Mumbai under the
Ministry of Environment & Forest, GoI which is the nodal agency recognized by the
Government of India to handle such issues.

4. Accordingly, ICPE has advised FCI to dispose these sheets through Registered
Plastic Recyclers as per the list provided by them and also indicated that such

types of Plastic waste has very good recycling value and can fetch good disposal
value in Urban Waste Collection System. The State wise list of Registered Plastic
Recyclers with Links of Different Pollution Control Boards is available in the IPCE
website (www.icpe.in) .

5. By following the prescribed disposal process at regular intervals FCI can not only
generate revenue but ensure proper upkeep and hygiene of food storage
depots. Overall, this offers a sustainable and cost-effective way to manage used
LLDPE sheets in the depot which will promotes recycling and reduces plastic
waste along with lowering the expenses associated with operations.

6. All field Offices are hereby advised to invite/approach registered Plastic


Recyclers listed by IPCE to offer their quotes in transparent manner and lift the
LDPE waste from respective Godowns/rail heads, as the case may be. While
approaching the registered Plastic Recyclers wide publicity be given, besides
entire process including the option of offering the plastic waste through any online
system may also be explored. The consolidated Compliance Report of the same
be provided to HQs through respective Zones who shall be responsible to monitor
implementation.
