GUIDELINES FOR APPLICATION FOR LICENSE TO IMPORT FEED OR

FEED ADDITIVE

Feed Act 2009 (Act 698), Part III, Subsect 9 (1) and Feed (License to Import Feed or Feed Additive)
Regulations 2012, Section 3 (1).

4. LICENSING OBJECTIVES

Regulating the quality of feed by controlling the importation, manufacture, sale and consumption
of feed and feed additives, to ensure that feed meets the nutrient requirements for animals, is not
harmful to animals and is not contaminated so that animals and animal products are safe for
consumption by humans and safe for other uses, and for other matters incidental to them.

5. LICENSING DESCRIPTION/ WHAT IS LICENSED

Importation of Feed or Feed Additives.

6. WHO CAN APPLY FOR/ QUALIFICATION OF APPLICANT

i. Malaysian citizen,
ii. Companies registered with The Companies Commission of Malaysia (SSM).

7. WHEN TO APPLY

At any time. Applications are reviewed based on first come, first served basis.
(Meetings are held once every 2 months).

9. CLIENT'S CHARTER (PROCESSING PERIOD IN DAYS/HOURS/MINUTES)

Receive and review online application, copy of application of e-AMH Import of 7 DAYS
Feed or Feed Additives, COMPLETE of COO/FSC & COA original document

Conduct PREMISES INSPECTION for the purpose of verification of premises. 14 DAYS

Present the application for the Import of Feed License or Feed Additives into the 30 DAYS
Feed Technical Committee Meeting for approval and certification from the
Committee Members.

Inform customers whether their application is rejected/delayed and follow-up. 1 DAY

Print the License to Import Feed or Feed Additives and obtain the signature of 7 DAYS
the Chairman of the Feed Board before the License is handed over to the
approved customer.

10. CONDITIONS BEFORE & AFTER APPLICATION

Before: Apply online and submit a copy of the e-AMH application form, COO/FSC and COA original
documents to the Secretariat.
After: Make payment after the application is approved.

Application for Import Broken Rice License (Additional Conditions).

i. Importation of broken rice is allowed for the purpose of feed production only and is open to
importers of feed manufacturers/makers.

ii. The broken rice allowed to be imported is made up of non-graded rice whose rice-crushed
filling is less than 2/10 of the average length of whole grain rice measuring 7.35mm. The size
of the extraction used is not more than 1.47mm.

iii. The composition allowed for importation of broken rice for processing as feed is 90% broken
rice measuring no more than 1.47mm and 10% fine crushed rice measuring between 1.48mm
to 3.68mm.

iv. Holders of wholesale licenses of rice from KPB are not allowed to be broken rice’s importers.
Confirmation related to rice wholesale licenses can be referred to the Licensing Unit, Paddy
and Rice Regulatory Branch, Paddy and Rice Industry Division, Putrajaya.

v. Importers must have an Import License, Manufacturer Registration Certificate and Feed Seller
Registration Certificate or Feed Additives from the Feed Board, DVS.

vi. Broken rice entry is only allowed through 4 ports namely Penang, Port Klang, Pasir Gudang,
and Kuantan.

vii. For control purposes, importers must apply for an interstate transfer permit from any nearby
KPB Office if it involves interstate transfer of broken rice.

viii. Any importation, manufacturing and sale operations must be recorded through the e-AMH
system.

i. Certified by the competent authorities (Government of the Origin Secretariat
Country) the name, position and address of the validating officer agency
are required; OR
ii. Issued by the National government laboratory (a copy of the certificate
of recognition as a government laboratory shall be included); OR
iii. Issued by a third-party laboratory of the Origin Country that obtained
ISO 17025 certification (a copy of ISO 17025 laboratory accreditation
certificate should be included)

6.1 The process flow of item manufacture by explaining how it is made and AMH

Picture of the label on the package with colored and clear. Labels shall
meet the regulations of the Feed (Labelling of Feed or Feed Additive)
Regulations 2012.

If an item is imported in bulk, a labeling statement must be printed on a

piece of paper and accompanied by an import license application. It should
also be included with the consignment during transportation.

The labeling statement should contain such points:

(a) product brand;
(b) country of manufacture;
(c) the type of animal for which it is intended and purpose of use;
(d) the name and address of the manufacturer including importer, sole
distributor or producer;
(e) type of raw ingredients;
(f) where the feed contains pork, or its derivatives or lard, a statement as
to the presence in the feed of such pork, or its derivatives, or lard, in the
form "CONTAINS (state whether pork, or its derivatives, or lard as the
case may be)" or in other words to this effect;
(g) nutrient contents;
(h) trade name active ingredient of antibiotics, level of inclusion
and their withdrawal period;
(i) Levels of inclusion of hormone;
(j) trade name active ingredient of other chemicals;
(k) Net Weight;
(l) Manufacturing date and expiration date

15. RENEWAL/ AMENDMENT/ CANCELLATION INFORMATION (IF APPLICABLE)

i. Applicants must renew their Import License for Feed or Feed Additives on or before 1
December each year and it is mandatory to fill in the import records during the year on
the e-AMH system.
ii. For any amendments/changes/cancellations, the applicant must apply to the e-AMH system
and submit the relevant documents to the Secretariat as per the completed checklist (item 12).
