MESSAGE

My warmest Greetings in the name of Public Service.

Our municipality is not spared of any natural and man-made calamities. For the past years, we had experienced several of it.
Thus, the local government has come up with the comprehensive plan for disaster preparedness and mitigation. And one of the vital
components in disaster preparedness and mitigation is the formulation of this contingency plan.

This Emergency and Disaster Contingency Plan would serve as our guide and reference for all our actions in the event
disaster or emergency hits our municipality.

I am very grateful for the Municipal Risk Reduction and Management Council-Mawab, the MDRRMO personnel and staff,
the Team R.U.P.E.T. Responders and other stakeholders for their concerted efforts which made this plan a reality.

Lastly, I am very much optimistic that this plan will help us achieve our goal of keeping Mawab a safe place to live.

CONTINGENCY PLAN

INTRODUCTION AND PURPOSE

The Mawab Emergency and Disaster Contingency Plan outline the procedures for responding major emergencies that may threaten the
health and safety of the Mawabeños including visitors or passersby from the neighboring municipalities. This Emergency and Disaster
Contingency Plan identifies offices or departments, clients, stakeholders and individuals that are directly responsible for the
emergency response and provides a management framework for coordinating and deploying resources.

Planning ahead for emergencies or disasters is part of the mandate of the Local Government of Mawab and the Municipal Disaster
Risk Reduction and Management Council by sharing a responsibility for preparedness, mitigation and response. The Mawab
Emergency and Disaster Contingency Plan addresses fires or explosion, earthquakes, bomb threats, and other major calamities.

The Mawab Emergency and Disaster Contingency Plan is formulated, reviewed and tested by the Municipal Disaster Risk Reduction
and Management Council. The council provides general oversight for the entire emergency planning process to address ongoing
preparedness, mitigation, response and recovery issues.

SCOPE

The Mawab Emergency and Disaster Contingency Plan guides preparedness, mitigation, response and recovery actions.

OBJECTIVE

The objective of this Emergency and Disaster Contingency Plan is to bring the community, local officials, employees, visitors, and
clients and the whole Mawabeños to safety in times of emergencies and disasters within a short period of time.

Tasks and Functions in the Incident Command System:

A. COMMAND STAFF
1. INCIDENT COMMANDER. The Incident Commander shall have the following tasks and functions:
 Receive general direction from the MDRRMC chairman
 Establish immediate priorities to respond to the emergency
 Determine incident objectives and strategies to be followed
 Establish the level of organization needed and monitor the operations and effectives of the organization
 Coordinate activities of Command and General Staff
 Establish Incident Command Post
 Ensure incident safety
 Oversee the planning meetings as required
 Approve the Incident Action Plan
 Approve the request for additional resources or for the release of resources
 Authorize demobilization of the incident when appropriate
 Ensure incident after-action reports are complete
 Keep the MDRRMC Chairperson informed of incident status

2. INFORMATION OFFICER
 Determine from the Incident Commander any limits on information release
 Gather and collate verified information and updates from the Command and General Staff
 Prepare press release
 Obtain from Incident Commander approval of media news releases
 Organize and schedule periodic media briefings
 Provide Incident Commander with updates
 Ensure consistency in the provision of information to the general public
 Make information summary and/or displays in the incident
 Participate in the Planning Meeting

3. LIAISON OFFICER
 Act as point of contact of assisting and cooperating agencies
 Maintain a list of assisting and cooperating agencies and agency representatives
 Assist in setting up and coordinating interagency contacts
 Monitor incident operations to identify current or potential inter-organizational problems
 Provide agency-specific demobilization information and requirements

 Participate in Planning Meetings, provide current resource status, including limitations and capability of
agency resources

4. SAFETY & SECURITY OFFICER


 Monitor hazardous or unsafe situations
 Identify and mitigate hazardous situations
 Develop safety procedures and safety plan
 Advises the incident commander on issues regarding incident safety
 Works with operations chief to ensure safety of field personnel
 He has the authority to stop rescue operation if he notices risk concerns
 Initiate preliminary investigation of accidents within the incident area
 Ensure safety messages and briefings are made
 Review and approve the medical plan
 Participate in Planning Meetings

B. GENERAL STAFF
1. OPERATIONS SECTION CHIEF. The Operations section chief shall have the following tasks and functions:
 Develop and implement strategies and tactics to carry out the incident objectives
 Direct the execution of the Incident Action Plan
 Implement site safety and health plan developed by the safety officer
 Organize, assign, and supervise the tactical field resources;
 Report to the Incident Commander
 Participate in the Planning Meeting

a. SEARCH, RESCUE AND RETRIEVAL UNIT LEADER


 Manage all responders working in the area
 Evaluate incident area and ensure safety of all responders
 Ensure that all casualties are rescued and retrieved
 Conduct initial identification of the victims
 Turn over the disaster casualties to the medical unit
 Submit rescue and retrieval operations report to the Operations Chief
 Maintains chain of Command

b. MEDICAL TEAM LEADER


 Prepare and implement the Incident Medical Plan
 Ensure the provision of health services for the incident personnel
 Participate in the Logistics Section planning meeting Coordinate with hospitals and other medical facilities
 Establish the “Triage Area” and properly labels the victims
 Establish and manages the treatment area
 Conduct initial treatment of the victims and refer them to a medical facility
 Provide procedures for major medical emergency in the incident area
 Submit status report to the Operations Chief
 Maintain chain of command

c. PUBLIC WORKS UNIT LEADER


 Manage public works resources and direct public works operations
 Ensure road access to incident area(road maintenance, trash and debris removal)
 Ensure immediate restoration of power, water and other utilities
 Coordinate with other agencies in the restoration of public utilities

d. TRANSPORTATION UNIT
 Establish the incident transportation plan

 Arrange for, activate, and document the fuelling and maintenance of vehicles
 Arrange for transportation of personnel, supplies, food and equipment
 Deploy the vehicles during the rescue and retrieval operation

2. PLANNING SECTION CHIEF. The planning section chief shall perform the following tasks and functions:
 Supervise the preparation of the Incident Action Plan
 Assemble information on alternative strategies
 Provide periodic predictions on incident potential
 Prepare contingency plans
 Maintain resource and situation status
 Provide documentation services and maintain all the documents
 Gather and analyse information and intelligence
 Prepare the demobilization plan
 Provide technical specialists when necessary
 Compiles the incident Action Plan

a. RESOURCE UNIT LEADER


 Establish all incident check-in activities and maintain a master check-in list of all resources
 Prepare and process resource status change information
 Prepare and present displays, charts and lists reflecting current status and location of resources,
transportation and support vehicles
 Spearhead in the preparation of written incident action plan; and
 Participate in the Planning Meeting

b. SITUATION UNIT LEADER


 Collect, organize and analyse incident status and situation information
 Evaluate, analyse and display information for by the Incident Management Team to include incident status
summary, maps, GIS infrared data and weather information
 Participate in the Planning Meeting

c. DOCUMENTATION UNIT LEADER


 Reproduce the Incident Action Plan for each operational period briefing
 Maintain incident documentation in easily accessible files during incident operations
 Establish the incident history file
 Turn over completed documentation files to the Planning Section Chief and MDRRMO

d. DEMOBILIZATION UNIT LEADER


 Gather information, prepare and implement the demobilization plan
 Ensure orderly, safe and cost effective release of personnel and equipment
 Ensure that incident-issued equipment and other non-expendable supplies are returned
 Collect post incident reports, critiques and recommendations from operating units

3. LOGISTICS CHIEF
 Participate in the Planning Meeting to anticipate and provide the needed incident resources
 Order all resources through appropriate procurement methods
 Provide and establish all incident facilities, transportation, supplies, equipment maintenance and fuelling, food
service, communication, and medical services to incident personnel
 Organize and supervise the Logistics section

a. FACILITIES UNIT LEADER


 Determine and set up the needed facilities of the incident
 Provide maintenance services at the facilities installed
 Provide security at the facilities established
 Provides managers for base and camps

b. SUPPLY UNIT
 Assist in determining the type and amount of supplies needed to support the incident
 Order, receive, store, and distributes supplies and equipment
 Service nonexpendable equipment
 Place all resources orders
 Maintain inventory of supplies and equipment
 Retrieve and record equipment released to incident personnel

4. FINANCE AND ADMIN SECTION CHIEF


 Participate in the operational planning process and meetings to gather information of overall strategy
 Determine the needed units to manage the section
 Manage all financial aspects of the incident
 Provide financial and cost analysis
 Submit financial report on the incident to Incident Commander

FIRE SAFETY PLAN

UPON DISCOVERING A FIRE

1. Raise the alarm


2. Switch off main power supply

THINGS TO DO:

1. Notify the BFP Mawab, MDRRMO- Team R.U.P.E.T. Responders


2. Crawl to the door on your hands and knees ( smoke fumes rise )
3. Before you open the door, feel it with the BACK of your hand;

a. If door is not hot


Open it slowly, move towards the nearest stairway exit.

Close the door behind you.

Crawl, don’t run.

Keep to the side of the hallway where exit door is located.

Warn others as you pass down the hall.

Sound the alarm if possible.

b. If door is hot:

DO NOT OPEN THE DOOR. Fire may be right outside your door.

Open windows, turn off air conditioning and/or electric fans.

If walls feel hot, throw water on them.

Signal for help.

4. Upon reaching stairway exit, walks down the stairway, holding onto handrail. If there is smoke in the stairway, find another
exit. Because smoke rises and roof doors are kept locked, do not move up to the roof.

EARTHQUAKE RESPONSE PLAN

PROCEDURES INSIDE BUILDING (DROP, COVER & HOLD!)

DROP

Drop down to the floor.

COVER

Take cover under a sturdy table or other furniture, if that is not possible, seek cover against an interior wall. Protect
your head and neck with your arms. Avoid dangers spots near windows, hanging objects, mirrors, or tall furniture.

HOLD

If you take cover under a sturdy piece of furniture, HOLD on to it and be prepared to move with it. Hold the position until the
ground stops shaking and it is safe to move.

MULTI-STORY BUILDINGS

If you are in multi-story or high rise buildings and an earthquake hits, follow the drop, cover and hold procedures. If you are
not near a table, move against an interior wall, and protect your head with your arms. Do not be surprised if the fire alarm
system is activated. Once shaking has stopped and it is safe to move, evacuate the building as quickly as possible.

INJURED / TRAPPED

Once the shaking has stopped, and you have been injured or are trapped in a building / room by falling debris, yell for help to
notify others of your situation. If a window is available, hang piece of clothing out the window to alert others of your
location.

Once the shaking has stopped and it is safe to move, move to your designated assembly point and await instructions from the
incident command post or the incident commander.

BOMB THREATS

The following information is being provided as a precautionary measure in the rare event that a bomb threat is received. Working as a
team is the best bet to obtain information about the caller and provide a safe work environment.

Bomb threats are threats usually delivered by phone but can and have been delivered via mail, notes left at the scene, e-mail and even
given in person.

In the majority of cases, bomb threats are designed to disrupt everyday operations and do not result in bombs being found. Most
rationale for making the threats are revenge, or the “I will make life miserable for you” scenario. However, no one can take these calls
for granted and they must be taken seriously.

Historically, individuals who want to cause the most damage do not make pre warning notifications so as to ensure a greater damage
from the device.

If a bomb treat is received by phone

Attached to this procedure is a bomb threat work sheet or checklist. It will give you lists of things to listen for when conversing with
the caller. The longer you are able to keep the caller on the phone the more information you will obtain and the more you will find out
about the caller. Generally, the call only lasts about 10 to 15 seconds unless you keep them on the phone

 As soon as the call comes in, notify someone that there is a threat
 Use the checklist to ask questions or to note items on the checklist
 Keep the caller on the phone asking all the questions on the list
 Have someone to notify the CSU, MDRRMO- Team R.U.P.E.T. Responders or PNP

Mail Bombs/Mail threats

Public awareness of the existence of mail bombs has increased. Municipal official, department/section heads, employees and staff
should be cognizant of the types of mail and packages normally received and be aware of the following:

 Mail bombs come is all sizes, shapes and colors


 Textures may be lopsided or feel bulkier than normal
 Excessive amount of postage may be attached to ensure delivery
 There is no return address
 The front of the package may be labeled “personal” or, deliver to addressee only”
 Homemade labels
 Distorted or foreign writing is present
 Several types of tape are used to secure the package.

If suspicious mail is received and its contents cannot be verified:

 Do not open the item


 Isolate the package or mail
 Ask all employees, clients to leave area until the package is determined to be safe or removed.
 Call the police, CSU and the MDRRMO- Team R.U.P.E.T. Responders immediately
 Never shake the item, open it or place in water

2. When the building alarm sounds, do not panic. Walk quickly to the nearest marked exits.
3. Assigned building evacuation team leaders (Department or Section Heads) will alert other employees and clients within the
building of the emergency and assist exiting the building.
4. Once outside, move to your designated assembly point.
5. Do not return to an evacuated building unless authorized to do so.

INTRUDER / SUSPICIOUS PERSON / HOSTAGE TAKING PROCEDURES

If an armed or threatening intruder comes on to the any LGU buildings or offices, it is very important that municipal officials,
department/section heads, employees and staff report the incident immediately and take protective actions.

IF YOU SEE AN ARMED INTRUDER AND YOU ARE IN AN OFFICE:

 Remain in the office and immediately lock all doors.


 Call the police. Try and remain calm so you can give an accurate description of the person or persons. Note type of
dress, height, weight, sex and any other characteristic / physical items that are particular to the individuals. Report
the type of weapon (if known) and direction of travel or building entered.
 Call the police and the CSU and report the above information.
 Try to remain calm as possible.
 Keep your office secure until police and the CSU arrive and give instructions.

IF YOU ARE CAUGHT IN AN OPEN OR EXPOSED AREA AND YOU CANNOT GET INTO YOUR OFFICE YOU MUST
DECIDE UPON A COURSE OF ACTION:

HIDING

Look for a safe and secure hiding area. Once in place try and remain calm. Stay hidden until you can make contact with emergency
personnel.

RUNNING

If you think you can safely make it out of the area, then do so. If you decide to run, do not run in a straight line. Attempt to keep
objects (vehicles, column, etc.) between you and the hostile person. When away from immediate area of danger, summon help and
warn others.

FIGHTING

Your last option if you are caught in the open and are in close proximity of the intruder is to fight back. This is dangerous and not
recommended, but depending on your situation this could be your last option.

If you are caught by the intruder and are not going to fight back, obey all commands and avoid eye contact.

Once emergency personnel have arrived and taken over the situation, obey all commands.

 Once notified of a hostile intruder. The Local Government Unit CSU will ensure that the police have been
contacted.
 The Incident Commander (IC) will implement the Mawab Emergency & Disaster Contingency Plan.
 The Emergency Response team composition will coordinate with the government agencies.

AFTER THE EMERGENCY

INFORM EVERYONE THAT THE EMERGENCY IS “AT A STATE OF NORMAL CONTROL”

When directed by the Incident Commander (IC), make an “all clear” announcement informing all local officials, employees, staff,
clients and visitors that the situation is now safe. Ensure that all areas are informed.

PRESERVE THE FIRE / CRIME SCENE IF NEEDED

Seal off the affected area and leave it as is until released by law enforcement and/or the fire department. Have your LGU
photographer from the Municipal Information Ofice to take photos of the area as a record of the incident. Once released, clean up and
repair the scene promptly.

DIRECT THE LOCAL OFFICIALS, EMPLOYEES, STAFF, CLIENTS & VISITORS WHAT TO DO NEXT

Determine if local officials, employees, staff, clients and visitors are allowed to re-enter the building for their personal possessions,
and how people will be kept out of the hazardous areas.

Direct local officials, employees, staff, clients and visitors what to do the rest of the day and the next day. (Will it be business as usual
tomorrow?) Address both short-term and long-term actions, and keep local officials, employees, and staff informed.

DEAL WITH THE EMOTIONAL TRAUMA

Emergencies may leave emotional scars on those involved - local officials, employees, staff, clients, visitors and emergency
responders. Brief those concerns on what to do, and assist them on how to handle their own reactions. Make arrangements with the

statements from the local officials, employees, staff, clients and visitors who were directly affected, and those who witnessed critical
events. Document the incident on an Incident Report form.

LEARN FROM THE INCIDENT

A suitable time after the incident, gather those involved and responding (Incident Management Team/Emergency Response Team
Composition) to evaluate how the situation was handled and could have been handled better. Determine what enhancements are
needed and make recommendations to update the Mawab Emergency and Disaster Contingency Plan as needed.
