MESSAGE

My warmest Greetings in the name of Public Service.

Communications and Early warning systems are both essential tools for
risk management and disaster preparedness that help save lives and
minimize the potential impact of disasters.

To be effective, communication and early warning systems need to rely


on the direct participation of at-risk communities, facilitate public education
and awareness of risks, disseminate messages and warnings efficiently, and
help maintain a constant state of preparedness to enable early action.

This Emergency and Risk Communication Plan & Early Warning


System Flow of the LGU Mawab is formulated to serve as our guide and
reference for all our actions in the event disaster or calamity hits our
municipality.

I am consistently grateful for the Municipal Risk Reduction and


Management Council/Office-Mawab, the BDRRMC and other stakeholders for
their concerted efforts which made this very important document a reality.

Lastly, I am very much optimistic that this will help us achieve our goal
of keeping Mawab a disaster resilient place.

EARLY WARNING SYSTEM FLOW

A. Introduction and Background

The Mawab Emergency and Risk Communication Plan and Early


Warning System Flow outline the procedures for responding major
emergencies that may threaten the health and safety of the Mawabeños
including officials, employees, clients, visitors or passersby from the
neighboring municipalities. This type of document identifies offices or
departments, and stakeholders that are directly responsible for the
emergency response and provides a management framework for
coordinating and deploying resources.

Planning ahead for emergencies or disasters is part of the


mandate of the Local Government Unit of Mawab and the Municipal
Disaster Risk Reduction and Management Council by sharing a
responsibility for preparedness, mitigation and response. The Mawab
Emergency and Risk Communication Plan and Early Warning System
Flow addresses all types of emergencies and other major calamities.

The Mawab Emergency and Risk Communication Plan and Early


Warning System Flow is formulated, reviewed and tested by the
Municipal Disaster Risk Reduction and Management Council. The
council provides general oversight for the entire emergency planning
process to address ongoing preparedness, mitigation, response and
recovery issues.

B. Objectives:

1. To reduce the significant risk brought on natural or man-made


hazard by establishing and institutionalizing accurate, effective and
timely disseminations of emergency and early warning
communication to community.

2. To fully equip and harness the Operations & Warning section of


MDRRM Office that implement 24/7 monitoring and warning
services, that means a sound systematic and scientific basis for

predicting and forecasting hazard from reliable forecasting
agencies.

3. Increase awareness of the community about emergency and


disaster preparedness and response by receiving accurate and
timely early warning messages.

4. Establish a mechanism that will synchronize and harmonize


emergency communication and information from the top sources
down to the grass root level.

5. To provide ample time for the M/BDRRMO to gather all Accredited


Community Disaster Volunteers (ACDVs), have them on standby
and be ready for any possible deployment.

Policies and Guidelines:


a.) Monitoring and warning of emergency shall be the responsibility of
the Municipal Disaster Risk Reduction and Management Office
through the Operations & Warning Section. Monitoring shall be done
all the time with or without emergency.
b.) Partner agencies (Barangay Disaster Risk Reduction and
Management Committee, Philippine National Police, Philippine Army,

Bureau of Fire Protection, Municipal Health Offices, Municipal
Agriculturist Office, Municipal Environment and Natural Resources
Office and Department of Science and Technology, Department of
Education) shall likewise monitor any emergency either natural or
manmade and shall provide the Municipal Disaster Risk Reduction
and Management Office information regarding the emergency
situations.
c.) Any information received shall be validated with concerned agencies
and/or Local Government units.
d.) Prior to the occurrence of emergency situation, all concerned
agencies shall establish their respective emergency communication
facility.
e.) In cases where the civilian communication facilities are damaged by
a disaster, the military communication facility shall be automatically
installed at the Emergency Operations Centers at all levels.

Policies and Guidelines:


a.) The MDRRMO- Operations and Warning Section shall be responsible
in transmitting the emergency situation to all concerned agencies
such as but not limited to the following:
1. Barangay Disaster Risk Reduction and Management
Committees
2. Philippine National Police
3. Philippine Army
4. Bureau of Fire
5. Municipal Agriculturist Office
6. Municipal Environment and Natural Resources Office
7. Department of Education
8. Municipal Health Office

b.) Upon receipt of the advisory, the BDRRMCs (Early Warning Focal)
shall transmit as fastest means and any form of communication to

ALL PUROKS, and concerned agencies shall likewise transmit the
same to their respective network or down line.
c.) All forms of media transmission shall be utilized to ensure efficacy.
d.) MDRRMO and BDRRMCs shall establish an information board at the
most conspicuous place within the vicinity of the M/B Disaster
Operations Center.
e.) All advisories shall be transmitted only with the explicit authority from
the MDRRM Officer and Local Chief Executive.
f.) All advisories transmitted shall be properly logged.

Policies and Guidelines:


a.) All reports going up shall be synchronized and consistent at all levels

1. Coordination among BDRRMC and AFP Detachments at
the Barangay Level.
2. Coordination among the MDRRMC, Municipal Police
Stations and AFP Companies and/or Battalion.
3. Coordination among the PDRRMC, CVPPO, 1001st
Brigade.
4. Coordination among the OCD XI, PRO XI, 10th ID.
b.) Information officers of all concerned agencies shall work as team at
all levels to come up with a validated uniform report.
c.) All reports submitted to the higher level shall be released only with
the explicit authority of the head of the agency.
d.) Confidential and classified information of the PNP and AFP shall not
be covered by this manual.

Policies and Guidelines:


a.) All media practitioners shall check in at the Emergency Operation
Center.

b.) Media briefing shall be scheduled twice a day.
c.) Only the Local Chief Executive or his duly authorized
representative shall be allowed to provide media with verified
information.
d.) All updates shall be posted in the most conspicuous place within
the vicinity of the Emergency Operations Center with authorization
from the LCE.
e.) Media practitioners discouraged entry at the incident site when
their safety is at stake.

(Weather Forecast, Warning Alert Level)

24/7 Early Warning System and Monitoring


The MDRRM Office through the Operations & Warning Section
with its Early Warning Focal established the 24/7 Early Warning System
and Monitoring to facilitate weather forecast and monitor weather
disturbances for possibility of flooding and land sliding in the area of
Mawab.

Community based EWS

Most of the Barangays have organized their own Early Warning


Focal as local observers near river banks and upstream, to monitor
water level by installing flood and water level markers (bridges, river
banks).

Technology Based EWS

Different technology-based weather forecasting and monitoring


has been set up by the DOST-PAGASA, Water Level of River -Water
level monitoring sensors (DOST), Amount of Rainfall- automatic rain
gauges (DOST ARG) and the Internet Based PAGASA- Project Noah to
monitor Weather disturbances (Thunderstorm, ITCZ, LPA, Tail- end of a
Cold Front, and TYPHOON).

Convert the Information/Observation to Warning

After gathering sources of data from the different reliable


information ( PAGASA weather forecast) and observation from the field
(local observers from barangay) all the information/ observations shall be
converted to early warning.

Early Warning Communication and Dissemination

The Operations & Warning section shall lead the early warning
system communication process. Whenever a hazard information is
available, the data passes through some validation between the
technology based and the local EWS. It is best tried by the section that
the EWS communication dissemination is always prompt and timely
delivered to create appropriate response and action.

The MDRRMC and the BDRRMCs already established and agreed


on warning signals for different levels and designated an early
warning team/focal to disseminate information on warning levels.
This is through the different mode of communications: Handheld
Radio, Mobile phone Megaphone, Siren, Neighborhood Ronda, Bell
or “batingting” and Color signals.

RESPONSE CAPABILITY

MDRRMO and BDRRMCs are already armed with various a response


equipage and vehicle, well trained and organized community-based first
responders and volunteers, built a strong partnership and linkages with
other LGUs, NGAs, NGOs and Private sectors to help in the response
period. Prepositioning and stock filling of foods and other logistical
supports are ready and in place.

Note: The Municipal Disaster Risk Reduction and Management Council-Mawab is
responsible for the establishment of mechanisms and procedures for feedbacking, regular
meetings, review and updating of this Emergency and Risk Communication Plan & Early
Warning System Flow.
