GUIDELINES FOR ISSUE, MAINTENANCE AND UP-KEEP OF


STANDING ORDERS & CIRCULARS IN DELHI POLICE

1. Commissioner of Police to Issue Standing Orders

Every Standing Order shall be issued either by the Commissioner


of Police, Delhi under his own signatures or by an officer authorized by
him after approval of the draft standing order by the Commissioner of
Police. Similarly, all Circular orders shall be issued after approval of the
draft by the Commissioner of Police.

2. Nodal Branch & Nodal Officer

1. At present, the circular orders are generally being issued by the


C&T Branch and Standing Orders are being issued by the PHQ, Training
Branch, Armed Police and other Units. It so happens that some
provisions in certain standing orders issued may be either in conflict
with some provisions of other standing orders or circular orders or
repetitions of the same. It would be desirable that the ‘Order Book’ in
respect of the standing orders as well as the circular orders are kept in a
single branch. Henceforth, the Record Branch of the Police
Headquarters, under the Head Assistant (Records), shall be the Nodal
Branch for keeping the Index of all Standing existing Orders and Circular
Orders issued in the entire Delhi Police.

2. The Additional Commissioner of Police (PHQ) shall be the Nodal


Officer in respect of issue, maintenance and upkeep of all the standing
orders and circular orders in the Delhi Police. While the Deputy
Commissioner of Police (Headquarters) and the Assistant Commissioner
of Police (General) shall assist the Nodal Officer, the Joint Commissioner
of Police (Headquarters) and the Special Commissioner of Police
(Administration) shall exercise general supervision.

3. As soon as a decision is taken to revise, amend, add to or delete a


standing order or Circular order, the Officer or the Unit making such a
proposal shall approach the Record Branch (PHQ) and ask for the other
relevant standing orders and circular orders to be put up on the file on
which a proposal for such revision or amendment or addition or deletion
is being processed, so that there is no repetition or conflict or
repugnancy in the standing order or the circular order being proposed.
The Officer or the Unit processing such a proposal should take into
account the provisions contained in previously issued standing orders
and circular orders while making new provisions.

4. In case a new standing order or circular order is being issued and


the competent authority has signed the new order, the Record Branch
shall assign a new number in the ‘Order Book’ of the standing order or
circular order.

3. Proposal for Revision or Amendments or Addition etc.

1. Generally, a proposal for revision, amendment, addition or deletion


is moved following an order from a court of law or the order of a senior
officer or a unit or branch that feels that a particular standing order or
circular order is required to be revised, amended or deleted; or a new
standing order or circular order is required to be issued.

2. In all such cases, the concerned officer or Unit shall initiate a


proposal on a file and place all other relevant standing orders and
circular orders alongside. He will examine the same and shall prepare a
draft. He will invite and take into consideration the comments, views,
suggestions, etc. of all the stakeholders.

3. Whenever any such proposal comes to an officer or a unit, the


officer or the unit should examine the same and if need be ask for the
views, suggestions, comments within his office or unit and bring the
same on the file.

4. Thereafter, the proposal shall be routed through the concerned


Joint Commissioner of Police or Special Commissioner of Police and then
sent to the Nodal Officer, i.e. Additional Commissioner of Police (PHQ).
The latter would examine the same again and put it up to the Special
Commissioner of Police (Administration) through the Joint Commissioner
of Police (HQ). The Special Commissioner of Police (Administration) will
record his views and will send the proposal to the Commissioner of Police
for approval.

5. The Commissioner of Police may either approve the same or direct


further examination, advise vetting by the Director of Prosecution or
Government Standing Counsel or any other Law Officer, if required.

6. The Commissioner of Police, after according his final approval, may


either sign the standing order himself or direct any other subordinate
officer under him to sign the same on his behalf.
7. The Nodal Branch i.e. Record Branch (PHQ) shall issue the
standing orders as well as circular orders in separate ‘Order Books’ and
prepare sufficient copies of the standing orders and circular orders for
circulation to all those concerned under their proper receipt.

8. The file on which the entire process has been carried out along
with the original standing order or circular order shall be kept in the
Record Branch (PHQ) which will produce the same whenever it is
required by any senior officer, court or tribunal or authority.

9. The Record Branch shall also keep a Master Register or Volume of


all the standing orders and circular orders complete and up-to-date in all
respects.

10. This register shall be treated as the authentic register in respect of


all existing standing orders and circular orders and any reply under the
Right to Information Act (RTI) as far as it relates to existing standing
orders and circular orders of the Delhi Police shall be given on the basis
of this register.

11. If any individual police officer expresses any doubt or desires any
information about the latest standing orders or circular orders, he
should seek clarification from the Record Branch (PHQ).

12. The Record Branch will also separately keep sufficient copies of the
standing orders and circular orders so issued. The Information
Technology (IT) Centre, PHQ would keep the record of all standing orders
and circular orders on the computer and the Central Library (PHQ) and
the Police Training College (PTC) shall also be sent sufficient copies of the
standing orders and the circular orders.

13. The Record Branch (PHQ) shall also keep the previously issued
standing orders and circular orders ‘on its record’ and these shall not be
destroyed even after their ‘deletion’ either in full or part as they may be
relevant in future to any enquiry, disciplinary proceedings or even in any
court matter.

4. Uniformity in Forms

1. All standing orders and circular orders issued in Delhi Police shall
be on a uniform format as given in Appendix-I. On the top right corner of
every standing order and circular order, “Delhi Police” shall be written. It
will be followed either by “Standing Order No. ____ of 2008” or “Circular
Order No.____ of 2008” and then by “Title/Subject/Heading” of the
matter. The body of the standing orders should have guidelines or
instruction with headings, sub-headings, serial numbers, etc.

2. While endorsing copies to the districts/units and officers, care


should be taken that it reaches all concerned. If the order relates to
investigation, court matters or the functioning of the police stations,
separate copies be marked to all SHOs and ACsP (SDPOs) in Delhi,
beside the district DCsP and Joint CsP/Ranges, Crime, Special Cell, etc.

5. Publication and Circulation

All existing standing orders and circular orders shall be compiled,


published in a uniform format and bound in ‘volumes’ as decided by the
PHQ. After publication and binding, shall be circulated to all concerned.
Sufficient copies shall be provided to the police stations/police posts,
ACP offices, Personal Section of Deputy Commissioners of Police and
other superior offices, R.I. office, English and Account Branches, etc. etc.

6. Review of Standing Orders

While revision, amendments, deletion or additions is a continuous


process, all standing orders and circular orders shall be revised every 5
years and shall be published and circulated in new volumes to all
concerned.

7. Hindi Version

The PHQ would make it sure that Hindi version of the standing
orders and circular orders are also published and circulated to all
concerned immediately after the issue of English version.

8. This standing order is assigned Standing Order No. 01/2008 and


the existing SO. No. 1/1989 (Issue of Washing Materials to Dhobis etc.)
is assigned SO No. 137, as this number is blank.
