Article 2 In the Kingdom of Cambodia, EDC has been granted the Consolidate License comprising of Generation License, National License and Distribution license. In its icense EDC has been authorized to operate speciiod generation facilities, to purchase electricity from sources avallable al present and in future, to plan, develop and operate the transmission system and to distribute electricity in its authorized Distribution areas. There are other private licensees who are granted (i) Special Purpose Licenses which authorizes to provide transmission and sub- transmission services by operating facilities specified in their licenses; and (ji) Distribution license which authorizes to purchase electricity Transmission Transmission from other licensees speciied in their Hoense and provide distribution service inthe authorized area specified in their licenses. So all licensees ther than EDC can purchase electricity only as pected in their oense and not from any other source. Only EDC can purchase electricity trom different sources to ensure adequate supply of | electricity in the National Grid. For a Solar PV System, to be connected tothe Electricity Supply System of National Grid, and not included in the Master Plan, the Ministry of Mines and Energy and Electricté du Cambodge shall examine the suitabilty of the solar PV project for its timing and efficiency and allow it to be connected to the Electricity Supply ‘System of National Grid it found suitable. Condition of investment and doing business on Solar PV projects connected with Electricity Supply System of National Grid shall be defined in the project implement agreement. The electricity supplied to the Electricity Supply System of National Grid from the Solar PV project must be sold to Electricté du Cambodge under a Power Purchase Agreement approved by EAC. This tariff will be as approved by Electricity Authority of ‘Cambodia from time to time according to the ‘actual. situation of investment made electricity infrastructure both in electricity generation and in the Supply System of National Grid for investments made in in to meet the contracted demand and energy requirements of consumers. The maximum capacity of the Solar Power Project, as mentioned on AC side at the output of inverter based on rated inverter capacity, shall not be more than 50% of the Contract Demand in kW (if Contracted Demand is stated in kVA, it will be converted to KW at normative Power Factor of 0.90), as stated in the Power supply Agreement with the consumer. Article 6 - ‘The Big Consumer (MV consumer) and Bulk Consumer (HV consumer) intending to install Solar PV project to generate additional electricity ‘and synchronize with the Supply System of National Grid shall apply to EDC and the licensee supplying electricity to the consumer ( i the consumer is supplied electricity by a licensee other than EDC) giving full information about existing supply connection and all information on the proposed solar project and seek permission from EDC and the licensee to connect the solar Project to the Supply System of National Grid. EDC and the licensee may seek further information, if required. Article 7 - All Solar PV projects installed for supplying electricity to the National Grid or for connection to the electrical installation of the consumer and synchronized with the Electricity Supply System of National Grid shall comply with the technical standards given below to maintain the quality land securty of electricity in the Electricity Supply ‘System of National Grid: Limit of DC Power Injection: The Solar PV Project shall not inject DG current into the National Grid greater than 1% of the inverter rated output current.
