Why did India not gain Pakistan administered Kashmir even after winning multiple wars against

Pakistan?

There is a proverb in Dogri which goes like this: Muslims take tough decisions and show no
remorse. Sikhs take tough decisions too but remorse. Hindus do not take any decisions at all, but
simply discuss, debate and argue on pros and cons of the possible consequences and squander the
precious time.

Let us come to pragmatic aspects: Yes India won all the four wars with Pakistan, but decisive
victory was only once, that was in 1971. In other three wars both parties claim victory, so there
was no chance of claiming Pakistan occupied Kashmir.

In the aftermath of 71 war, India did not impose tough conditions on Pakistan, as the beaurocrates
were afflicted with the mindset mentioned above in the first paragraph. The blunders of that so
called Shimla agreement are as under:

India agreed to return 93 thousand Pakistani Soldiers, who were responsible for all kinds of human
rights violation in East Pakistan. They should have been handed over to newly formed Bangladeshi
Authorities as these soldiers were their tormentors.

India didn't ask to return Chhamb tehseel from Pakistan that later has seized in 65 war.

India did not ask to release Neelam Ghati that Pakistan occupied in this war(71).

India pleaded Pakistan to accept LOC as international border in due course of time. That is
tantamount to surrender of POK to Pakistan for ever. In fact India should stop showing PoK in
Indian map after this agreement.

Indian burocracy was constrained by the following factors as to why instead of asking for POK,
they in fact legitimized the suzerainty of Pakistan over it:

USA may intervene, if India stretches it's demand. In fact recent declassified CIA report states:
“We were keen to stop Indian aggression but there was no way we could achieve that”. Although
Americans seventh fleet moved towards Chattagram but that was only threatening gesture.

If India went ahead to occupy the whole J&K, then China may become jealous and will create
further trouble. This assumption was also equally bogus. There was no sign of China coming to
help for Pakistanis in this war except providing weapons.

If India asks for PoK then it will be difficult to manage such huge Muslim Population, it is better to
be with truncated J&K as with the latter, there are sizable Dogra, Pundits and Laddakhi Buddhists
who may counter Muslims.

If India takes POK, then it will be in direct touch with the Pashtun belt, and at the same time will
border Afghanistan for some 200 Kms on Wakhan corridor. This would be like directly in to fire
rather than being in frying PAN.

So you can understand why India can never take back PoK.
