3.0 Introduction
A Major emergency at Organization is a disaster, which threaten a large number (nos.) of
its employees, large areas of plant, major environmental hazards and other installation
inside the premises. A major emergency will be extremely rare, the most likely cause
being major fire, blast and treatment tank collapse. It is also possible that a relatively
trivial incident may develop into major emergency. These may include the following:
 Natural calamity (e.g. Flood, Earthquake, Cyclone etc.) causing damages, casualties
or disruptions to work or any health issues and illness.
 Blast of pressure vessel / diesel storage tank
 Global health issues like covid 19
 Sabotage involving major damages
 Work site accidents of serious nature causing multiple casualties, persons fall;
Malware attack, labour unrest or substantial work stoppages.
These procedures are intended for use in any major emergency situations arising at
Organization premises. Mock drills will be carried out to practice Major Emergency
procedure (MEP).
Precautionary Measures
Following precautionary measures have been taken to avoid any types of major spillages
of materials or damage to our products and electronic items due to heavy rain falls as
well as flood and first time rain water management systems to avoid major environmental
hazards.
 All Raw materials, In process products and finished products are stored on the pallets
to avoid spillage of material due to damages to packing materials during handling and
storage.
 Also all such material are stored more than 2 feet height than normal earth level. The
records / past history of heavy rain falls in Your City is 21 “ in a single day. During
that day also the water level was around 1 foot in factory premises. Hence we have
stored the material double than that height. Similarly the flood was came on the same
day that could also couldn’t affect our stored materials. Hence considering above
things. We are far safe to pollute the environmental, which can call major
environmental hazard.
 Provision is made for management of rainwater. All rain water of first rain, which is
having too much contamination.
All the above provisions are made to prevent major environment hazards. However still
there are following chances are there which can create an emergency and our
preparedness towards that emergency is detailed below:
 For any operational issues like server affected by virus or any health issues to global
level or power failure etc. then remote operational set up is established.

Sounding of Siren
On declaring a major emergency, the siren fitted at Main Security gate shall be sounded
by Security Officer / Security Guards on duty.
The siren shall be sounded as under:
 Local Emergency (Fire)  Wailing sound for 30 seconds
 Major Emergency (Fire /  Wailing sound for 30 seconds followed by Gap of
Blast / Treatment Tank 30 seconds then repeat wailing Sound further for
collapse and others) 30 seconds. This is to be repeated for three times.
 All Clear  Continuous for 30 seconds.
In case of such environmental related emergency, following mode of siren is sounded to
alert Software; Production and engineering personnel:
 Major Environment
 Continuous Siren sounding for 1 Minutes
relates hazards,
 All clear  Continuous siren sounding for 2 Minutes

5.0 Control And Co–ordination


Control and Co–ordination are required to provide smooth operation, services and
contact points while attending to major emergency. The network of location along with
purpose and manning are elaborated as under:

Duties of Key Personnel involved in Major

Emergency
BCMS head / Chief BCMS Coordinator
BCMS Head during working hours and Asset heads after working hours. Duties involved are:
 Provide inputs to Asset head (affected Department), Liase with unaffected deepest for resources.
 Activate Department / Plant shut down and or evacuation plan through department Coordinator.
 Inform Security and Medical centre nearby. Inform District Emergency Controller about the emergency.
Functional of Affected Area
 Shall decide nature of emergency and inform to BCMS Head.
 Take full responsibility for handling emergency with instruction from BCMS Head.
 Liase between plant personnel. Supervise emergency shut down procedure.
Shift Security On Duty
 Shall respond the emergency after confirming its nature.
 Take charge of Fire Fighting operation till the EQHS Coordinator / Asset head arrives
 Organise auxiliary Fire squad members for fire fighting.
 Prevent entry of unauthorised personnel. Control access to allow the emergency services to enter and
leave freely.
 Direct local authorities / press to reception. Liase with local Police authorities as per instruction from
BCMS Head.
 Deploy Guards and personnel at Casualty Collection and Assembly points.
Medical Assistance On Duty
 Contact hospitals and arrange for ambulance after confirming nature of emergency.
 Organise First – Aid to the affected personnel. Medical Officer / Doctors to be called immediately.
Other Functional Head On Duty (Unaffected Area)
 Release auxiliary fire squad members under instruction from BCMS Head.
 Ensure smooth operation of unaffected area (if utility services are available)
 Release reserve team members from department for any work as required by BCMS Head.
Top Management
 Act as on site Chief emergency controller. Support with Asset head / BCMS Head
EQHS Coordinator
 Take charge of all Fire Fighting operation.
 Liase with BCMS Head / Asset head regarding additional resources required.
 Apprise him of the situation.
 Take charge of all security functions.
 Check that security procedures are operating.
 Liase with local police under instruction from Top Management.
 Provide necessary help to the team responding to emergency.
 Provide necessary information to relatives of the casualties.
 Liase with various Press media, if required.
 Handle media interviews.
 Arrange sufficient quantity of refreshment / foodstuff for personnel responding emergencies. In case
foodstuff of canteen is affected due to any reason, alternate supply to be arranged.

Instruction to Personnel Not Engaged In

Responding Emergency
 Remain alert for announcement from control room, such as ‘Proceed to assembly
point’ and act accordingly.
 Do not rush to the scene to be a spectator.
 Awaits instructions at assembly point, report your presence to Asset head, find where
about of colleagues.
 Do not engage telephone and other communication channels, unnecessarily.
 Do not approach control centre without urgent / pressing reasons.
 Direct any guest / visitor / contractor employees towards factory gate, if so desired.
 If you are not given any specific task, move away and report to main office.
 Do not offer non–authentic information / unconfirmed facts / guess etc. to anyone.
 To arrange for empty vessel for storage of effluent in such types of emergency.

After declaring major emergency, a cell for BCMS Head shall be formed consisting of
EQHS Coordinator, Functional Heads and Security staff. Above team shall assist BCMS

out important documents, and operating computer to take out vital information etc.

8.3 Disaster Management
Medical Plan
 Inform Hospital at to be prepared to receive casualties.
 All Ambulances in nearby areas are to be informed to report at Organization
Management of Casualties
 All casualties are to be brought to the main office.
 Minor cases are treated at nearby hospital.
 Only serious cases are transferred to Hospital.
 Serious / stretcher cases are to be transferred by ambulance. Rest of the cases can
be transferred by car / buses.
 Cases requiring highly specialised treatment to be transferred to major hospitals in
Civil Hospital at Write down Your City Name.
 Any death during this time is to be reported to Chief Controller after proper
identification, which in turn will inform Police. The dead bodies will be sent to Hospital,
for post–mortem.
 Ambulance after leaving casualties at Civil Hospital at Write down your city Name
should immediately come back to Organization.
 Security arrangement is to be provided for the purpose of crowd control and
unhindered work by staff. Entry to the plant is to be restricted.

9.2 Mobilisation of Manpower and Transport
1. Security Personnel
On declaring emergency, all the security personnel staying in the cabin will be
brought immediately to the Security office. They are to be deployed for emergency
duties as per the direction of BCMS Head / EQHS Coordinator.
2. Organization Executives
Simultaneously, BCMS Head / EQHS Coordinator will inform all staff on telephone /
Mobile about the emergency.
3. Organization Staff
All essential staffs residing near by area should be informed about the emergency
and brought from the plant by the quickest means.
