CPCB letter No. B.17011/7/UPC-II-PWM (SUP)/2022 dated 30.06,2022 addressed to the Principal Secretary of all State UDDs. The Tamil Nadu Pollution Control Board issued Directions under section 5 of Environment (Protection) Act, 1986 as amended to ensure compliance of the following and submit action taken report at the earliest, vide reference first cited (Copy enclosed) 1) The GCC/DMA/CTP shall direct all the urban local bodies to enlist all the major Commercial Establishments (Malls! Market place/ Shopping Centers/ Cinema Houses/ Tourist Locations/ Schools/ Colleges/ Office complexes / Hospitals & other Institutions) and Stockiest/ Retailers/Sellers/Importers of banned SUP items/Street Vendors/Vegetable & Fruit Markets/Malls and other similar entities which are dealing with aforementioned banned single use plastic items operating in their jurisdiction on the portal. 2) The GCC/DMA/CTP shall direct all urban local bodies to carry out intensive field inspections of the Commercial Establishments through the Field Inspection Module and file the inspection report as per procedures specified on the Portal 3) The GCC/DMA/CTP shall ensure that all the urban local bodies take appropriate action including seizure of goods, cancellation of commercial licenses, levying of Environmental Compensation etc. against the identified violators of SUP Ban and report the same on the Portal. 4) The GCC/DMA/CTP shall ensure that complaints submitted by the Control Room on the portal related to sale & usage of SUP are resolved within seven days of lodging of Complaint and action as deemed fit is taken by the concerned Authorities No. 76, MOUNT SALAI, GUINDY, CHENNAI - 600 032. Telephone : 22353134 to 141, Fax : 044-22353068 Email : tnpcb-chn@gov.in Web : www.tnpeb.gov.in 5) The GCC/DMAICTP shall ensure that complaints raised by the citizens related to sale & usage of SUP are resolved within seven days of lodging of Complaint and action as deemed fit is taken by the concerned Authorities Whereas, TNPCB has conducted workshop through Video Conference on ‘Use of SUP Grievance Portal and SUP Compliance portal’ on 20.7.2022 with all the Urban local bodies (Corporations - 21 nos., Municipalities — 138 nos., & Town Panchayats ~ 490 nos.) along with the District officials of TNPCB and the details of SUP Grievance APP, SUP Grievance portal, SUP Compliance portal and Field inspection App has been explained and all the urban local bodies were requested to use and upload the details in the respective portals without fail Whereas though directions were issued, the details of action taken have not been received by TNPCB till date. Further only few local bodies have used field inspection app and registered entities in the compliance portal, Also, the complaints in the grievance portal have not been resolved by the urban local bodies. Whereas, during the review meeting conducted by Central Pollution Control Board (CPCB) on 12.8.22 and the earlier review meetings, SPCB was instructed to issue directions to Local bodies to file SUP inspection reports through SUP compliance monitoring portal and to instruct local bodies to resolve the complaints lodged in SUP Grievance APP and CPCB compliance portal. ‘Also the CPCB has decided to issue letter to Chief Secretaries of State/UTs to take necessary action to ensure usage of SUP Grievance App and SUP Compliance Monitoring Portal in their jurisdiction. In view of the above, the following directions are once again issued and you are ditected to take necessary action to ensure compliance of the following and submit action taken report within 7 days. 4) The GCC/DMA/CTP shalll direct all the urban local bodies to enlist all the major Commercial Establishments (Malls! The complaint redressal can be tracked on the App by the complainant. Countrywide GeoJSon maps have been prepared to make the App fully operational across the Country. The App is available on the Play Store / App Store where it can be searched using " SUP CPCB" The QR code for downloading this, App from the Play Store/ App Store is available on CPCB website httos:/epeb.nic.in/uploads/SUPApp.odf . The Instruction sheet for operation of SUP Grievance App is available on the "Menu" Page under the “Support” section. CPCB has developed SUP Compliance Monitoring Portal (cpcoplastic in/SUP) which provides for Registration of Local bodies by the State Boards. The local bodies can enlist Manufacturers, Sellers (Stockiest, Retailers eto.) & Users (Hotels, Restaurants etc.) of SUP operating in their region. Inspection of the listed entities can be done through the Field Inspection App to ensure that the listed entities discontinue sale, production or usage of SUP post July 01, 2022.
