FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice across
the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording or
otherwise) or be disclosed by users to any company or person whomsoever, without the prior written
consent of PETRONAS.

The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information to
PETRONAS that this requirement is met.

1.0 INTRODUCTION

This PTS provides requirements for design and construction of prefabricated modularized
offshore buildings such as Central Control Room (CCR), Terminal Room (TR), Workshop, and
Switch Gear Room etc.

1.1 SCOPE

1.1.1 The scope covers design, fabrication and installation of the prefabricated modularized
offshore buildings. Refer PTS 11.22.04 for Design of Offshore Living Quarters and PTS 11.20.01
for Offshore Temporary Refuges.

1.1.2 The scope does not cover offshore building for Living Quarter and temporary refuge.

2.0 GENERAL

The buildings shall be suitable and designed for marine environment and are structurally
adequate to withstand the loads developed during handling, transportation, and in-place
conditions with suitable environmental conditions in accordance to PTS 11.22.02. Service life
of the building shall be in accordance with PTS 11.22.02 or project specifications.

The architectural, structural, mechanical, electrical and instrumentation design shall be


performed in accordance with the specified codes and standards.

The required protection of the offshore buildings shall be established following the fire and
explosion assessment result and in accordance with ISO 13702 as amended by PTS 16.72.02.
All external walls, flooring and roof shall be minimum A60 fire rated in accordance with fire
and explosion assessment using approved insulation type and thickness in accordance with
temperature and noise design criteria.

The buildings shall be completely furnished, operational, and ready for use after fabrication
and prior to offshore installation. All building systems, equipment, piping and all other
components and furniture such as switches, doors, windows, drawers, etc. shall be tested
onshore in accordance with the applicable equipment specification and project specification
prior to transportation.

3.0 ENVIRONMENTAL CONDITIONS


The environmental loads and conditions shall be as specified in PTS 11.22.02 and project
specifications.

4.0 STRUCTURAL

4.1 GENERAL
4.1.1 The building shall be self-supporting structure consisting of structural steel framing or stressed
skin design as per project specification. Aluminium construction can also be adopted subject
to the approval of the company based on fulfilling all requirements for fire rating, steel-
aluminium interface corrosion, local deformation and sealing of joints, etc. It shall be
adequately designed to withstand all applicable design loads in accordance with PTS 11.22.02.
The building floor shall be constructed of steel plate supported on a grillage of beams and
stringers. External walls and roof shall be fabricated from minimum 6 mm steel plate seal
welded at all joints. All seams shall be welded. Minimum thickness for crimp plate/corrugated
plate shall be 4 mm for non-load bearing element. Girts/intermediate plate support
members/purlins and plate arrangement shall be adequately designed for wind loads.
4.1.2 The structure steel of the building shall be designed in accordance with PTS 11.22.02 and shall
conform to ASTM A-36, or equal.
4.1.3 Design loads shall be in accordance with PTS 11.22.02. All structural elements e.g. walls, roof,
floor plates shall be adequately designed in accordance with PTS 11.22.02.
4.1.4 The structures shall be designed to facilitate single point lifting. Lifting padeye shall be
designed in accordance with PTS 11.22.02.
4.1.5 Steel floor plate shall be the minimum 6 mm (1/4 in) thick with sufficient stiffening members
to limit deflections. The deflections of floors shall be limited to prevent damage to non-
structural components such plaster walls, concrete screed floors and tiles.
4.1.6 Structural materials, fabrication, construction and inspection shall be in accordance with PTS
15.12.06 and project specifications.
4.1.7 The building shall be securely fixed to the supporting structure. Friction and self-weight shall
not be relied on for maintaining location and stability. The support points shall be designed
for the impact forces during installation.
4.1.8 Steel for studs, tracks and bridging shall comply with the requirement of ASTM-A570-78
"Specification for Hot rolled Carbon Steel Sheet and Strip, Structural Quality", and shall be
given a factory-applied oven-dried coat of rust-resisting red-zinc-chromate paint.
4.1.9 Opening at the buildings shall be fabricated with framed openings in the walls and roof for
equipment, piping, exhausts, doors, and any other items.
4.1.10 Temporary support shall be provided for all equipment and furnishings to ensure stability
during transportation, lifting and handling of the building. The temporary support shall be
designed strong enough for its purpose and for easy removal with no damage to any portion
of the building after installation to its final location.

5.0 ARCHITECTURAL
Corrosion-resistant materials shall be used for floor, wall and roof. All windows, doors, vents,
and other openings for service lines, electrical cables etc. shall be securely sealed against
water and air penetration. Sealed surfaces shall be leak tested with a water spray prior to
installation of interior finish.
All materials used shall be non-combustible whenever practicable for walls, floor and roof
inclusive of joints and connections, etc. Materials and furnishings shall meet all safety and fire
regulations.
Material shall comply with the requirements of:
i. Regulation 3(a) of Chapter II-2 of SOLAS for non-combustible material
ii. Regulation 3(b) of Chapter II-2 of SOLAS or IMO-884E for fire test procedures

5.1 BUILDING EXTERIOR WALLS


5.1.1 Exterior walls and roof inclusive of flashing and other closures shall be protected from
atmospheric corrosion either through use of resistant materials or low maintenance surface
finishes.
5.1.2 Stiffened steel plate is allowed for structural wall and roof construction provided the above
requirement is met.

5.2 INTERIOR WALLS


The following types of interior wall liner can be used:
i. Steel-liner (SL)
The steel plate shall be flat and not less than 18 gauge in thickness. It shall have
low flame spread characteristics in accordance with SOLAS.
ii. Inorganic Fibre Reinforced Panel (IFRP)
This shall be used for internal wall liner or internal partitioning. The liner shall be
flat Rockwell TNF Type or inorganic fibre-reinforced panel, coated with mineral
enamel colour surface (thickness 3mm) and shall comply with BS 476 and be
suitable for use in A0, A60 or B15 construction.

5.3 FIRE BARRIERS


Where ductwork is required to penetrate through fire barriers, the integrity of the fire
barriers shall be maintained by the use of fire rated dampers in accordance with SOLAS
requirements.

5.4 ROOFING
Roof shall be provided with slope preferably 1:100 and provided with gutter and drain pipe.
Roof penetrations shall be minimized.

5.5 CEILING (SUSPENDED)


5.5.1 The suspended ceilings shall be complete with suspension system, acoustical panels, related
accessories (like cable trays), light fixtures, and supply/return air vents in accordance with
SOLAS requirements.
5.5.2 The suspended ceiling shall consist of panels having sound absorbing features, installed on a
standard electro-galvanized steel exposed grid system and with B15 fire rating.
5.5.3 The suspension system shall be a B15 fire-rated assembly. in accordance with SOLAS
requirements.

5.6 FLOORING
5.6.1 The building floor shall be provided with 6 mm thick heavy-duty ribbed rubber matting in front
of electrical equipment and main traffic areas. The mat shall be cut to fit and easy to remove
for cleaning.
5.6.2 Three types of flooring can be used depending on the type of building.
i. Painted Steel Flooring (PSF)
The steel floor shall be painted with one coat of primer and two coats of
medium grey non-skid vinyl.
ii. Studded Flooring (SF)
Studded flooring shall be a non-slip durable floor covering with low spread of
flame characteristics in accordance with SOLAS. The minimum thickness of the
floor covering shall be 3 mm.
iii. Access (Raised) Flooring System (AFS)
Access-flooring system shall consist of an assembly of panels mounted on
adjustable pedestals to provide a vertical space for routing of cable trays and
cables.
5.6.3 Finished building floor surfaces shall be smooth and uniform with all panels free of distortion.
Completed floor system shall be rigid, free of vibration and of rocking panels. Panels shall be
aluminium die-cast construction. Floor covering material shall be laminated floor tile, 3 mm
thick.

5.7 DOORS
5.7.1 Doors shall be suitable for the classification of the wall where they are located (e.g. A0 or A60
type).
5.7.2 Doors shall be made of steel material construction.
5.7.3 Doors shall be properly reinforced for all hardware. Doors shall be free from warps, buckles,
and sharp edges.
5.7.4 Exterior doors shall be glazed with 300 mm x 200mm of tinted polished wire glass, 6 mm thick
(minimum).

5.7.5 Exterior and interior doors shall be made of standard heavy-duty commercial steel. Weld
joints shall be smooth (No weld marks shall show).
5.7.6 All exterior swing doors shall have three 114 mm x 114 mm ball-bearing hinges of standard-
weight stainless steel.
5.7.7 Exit doors shall be furnished with panic latches on the inside, push-down-to-unlatch type. The
leaf shall be furnished with a mortise exit device.
5.7.8 Exit doors shall be furnished with heavy-duty corrosion-resistant door closers, capable of
closing doors against the internal pressure in the building with minimum loss of conditioned
air. All hardware shall be stainless steel. All doors used in A0 and A60 walls shall have passed
a suitable fire test to A0/A60 standard.
5.7.9 Door-Frame Construction
Doors frames shall be made of No. 14- gauge steel. Mitres shall be accurate and exposed
welded joints shall be smooth (No weld marks shall show). Door frames shall be reinforced
for all hardware with No. 7- gauge steel.
5.7.10 Threshold and Weather Stripping
All exterior doors shall be furnished with thresholds and weather stripping appropriate to
withstand offshore conditions.

6.0 PAINTING
Painting shall be applied in accordance with applicable sections of PTS 15.20.03 “Protective
Coatings and Lining”.

7.0 SYSTEMS

7.1 ELECTRICAL
The electrical system shall be designed, furnished and installed as per requirement in
accordance with PTS 13.00.01 "Electrical Engineering Guidelines".

7.2 LIGHTING
The lighting shall be designed, furnished and installed for interior and exterior in accordance
with PTS 13.00.01 "Electrical Engineering Guidelines".

7.3 HEATING, VENTILATION AND AIR CONDITIONING


The heating, ventilation and air conditioning systems shall be designed, furnished and
installed as per requirement in accordance with PTS 12.24.01 and PTS 12.24.02 to ensure the
facility is maintained in a habitable format.

7.4 NOISE
The design noise levels with the generator and compressor buildings or around the
equipment shall be accordance with PTS 12.01.02 "Noise Control
(Amendments/Supplements to ISO 15664)".

7.5 PIPING
The piping system shall be designed, furnished and installed as per requirement in
accordance with PTS 12.30.02.

7.6 COMMUNICATIONS
The communication systems shall be in accordance with PTS 14.40.03 for mandatory
communications and operational telecommunications.

8.0 SAFETY EQUIPMENT


The buildings shall be designed, furnished and installed with the following safety systems.

8.1 DETECTION SYSTEMS


These include heat, smoke, fire, and gas detection systems in accordance with PTS 14.12.07.

8.2 PROTECTION SYSTEMS


The requirements for these systems shall be established from the fire and explosion
assessment.
Reference shall be made to PTS 16.54.01, PTS 16.72.02, and ISO 13702.

9.0 FURNITURE AND FURNISHINGS

9.1 GENERAL
9.1.1 Detail layout for all furnishings and accessories to be installed in each of the buildings shall be
provided.
9.1.2 All furniture, including shelving, shall be new, undamaged, clean and free of sharp edges. All
fixings, hinges, etc., shall preferably be hidden but in any case, shall be neat and unobtrusive.
9.1.3 All components shall be installed plumb, square and in proper alignment and securely
anchored to walls or floors to prevent movement during transportation. Items subject to
damage during transportation shall be removed and crated for shipment.
9.1.4 All furniture, doors and drawers are to be constructed and fitted to eliminate rattling. Drawers
are to be fitted with runners. All metal fastenings and hardware are to be of non-corrosive
type.
9.1.5 All furniture which is to be placed against partitions shall have adequate clearance for skirting.
9.1.6 All furniture shall be designed for easy removable through the doors or otherwise, shall be
reasonably easily dismantled.
9.1.7 All materials used for upholstery purposes shall be not giving off toxic or noxious fumes when
exposed to heat or flames.
9.1.8 All furniture and soft furnishing shall be of high durability, quality and comfort with low
maintenance surfaces.

9.2 OTHER REQUIREMENTS


9.2.1 Work bench, shelf, cupboard, desk, locker, and cabinet shall comply with project specification.
In absence of project specification, EN 14056 “Laboratory furniture - Recommendations for
design and installation” shall apply.
9.2.2 Safety signs and colour coding for display and labelling shall be in accordance with PTS
18.52.01.
