Dear Sir/Madam:

It is our intention to bring formal charges against registered Republican, William “Bill” Goebel,
for party disloyalty. According to the Guilford County GOP Plan of Organization:
D) Party Disloyalty: Charges may be brought by a registered Republican in Guilford
County against another by making the charge in writing to the Executive Board. If the
Executive Board concludes that the charge of party disloyalty is well-founded, the matter
shall be placed on agenda for the next meeting of the Executive Committee. At that
meeting, the person making the charge and the person accused shall have an
opportunity to present their positions. At the conclusion of the presentations, the
Executive Committee shall vote on the matter. The affirmative vote of two-thirds of the
members of the Executive Committee in attendance shall be required to confirm the
charge of party disloyalty.

Facts and evidence of Mr. Goebel’s actions consistent with party disloyalty in chronological or-
der:

1. Mr. Goebel approached then Chairman Gleeson and Vice-Chair Meadows in an effort to in-
fluence the nomination of Guilford County Board of Education District 3 seat AFTER the Re-
publican Executive Committee held a legal election to nominate Mr. Michael Logan, regis-
tered Republican in District 3. Mr. Logan had already been nominated to be appointed to the
GC BOE District 3 seat vacated by Pat Tillman. On the day the Executive Committee held
an election for GC BOE D3 seat, Mr. Goebel did not campaign for or even attend the Execu-
tive Committee meeting that was open to all eligible candidates in District 3. The two candi-
dates who did campaign for the seat were Mr. Michael Logan and Mr. Eric Strimple. By ma-
jority vote, Mr. Logan was elected by the Executive Committee as the “elected candidate" or
in other words, “nominated” to the GC BOE District 3 seat. (Exhibit A). Mr. Goebel’s plea to
then Chairman Gleeson was an attempt to “influence the outcome of an election held by the
Republican candidate or Republican endorsed by the appropriate Republican Executive
Committee” by circumventing the legal process in order to convince the Chairman to consid-
er Mr. Goebel for the seat. See NCGOP Plan of Organization for Party disloyalty.

Party Disloyalty Any registered Republican attempting to influence or influencing the
outcome of any election against a Republican candidate or Republican endorsed by the
appropriate Republican Executive Committee or Legislative Caucus, other than by
supporting an opposing Republican candidate in a Republican primary, may be declared
ineligible to hold office under the State Plan of Organization at the State, District, County
and Precinct level for Party Disloyalty by 2/3 vote of the State Executive Committee.
Charges of 37 Party Disloyalty may be brought by petition of 50 members of the State
Executive Committee, or by resolution of a County or District Republican Executive
Committee. The State Executive Committee may declare a Republican found to have
engaged in Party Disloyalty as ineligible to serve in any office under the Plan of
Organization for a period of time between 6 months and 5 years.

2. Mr. Goebel ran for GC GOP Chairman at the most recent GC GOP Convention. In Mr.
Goebel’s video speech which was emailed to Delegates, Mr. Goebel asked for Delegates’ votes
and stated, “I will not let you down.” In essence, Mr. Goebel pledged his loyal service to the
Guilford County Republican Party. (Exhibit B and Youtube link https://www.youtube.com/watch?

3. Less than a month later, Mr. Goebel attended a secret meeting with Democrat GC BOE Chair
Deena Hayes-Green and GC BOE legal counsel Jill Wilson at the offices of Wilson’s firm. There
they colluded on a plan to thwart the law, denying Mr. Logan his lawful seat on the GC BOE and
instead seat Mr. Goebel. Rather than notify the Republican party of Hayes-Green’s and Wilson’s
intentions, Mr Goebel made a promise to Democrat Hayes-Green and Wilson to keep secret the
information shared with him. (Exhibit C)

4. Mr. Goebel did not share the information from Democrat Hayes-Green and counsel Jill Wilson
with either the GC GOP or the two Republican GC BOE members, Crissy Pratt and Linda Wel-
born.

5. Instead of supporting Mr. Logan to be seated on the school board, Mr. Goebel accepted the
appointment for the District 3 seat by the Democrat-led BOE. During the BOE board meeting,
Mr. Goebel was nominated by Democrat GC BOE Bellamy Small and by majority vote of 6 De-
mocrats he was seated on the GC BOE. The two Republicans, Crissy Pratt and Linda Welborn
had no prior knowledge of this coup and were completely blind-sided by Mr. Goebel and the

In conclusion, Mr. Goebel admittedly colluded with the Democrats to thwart the law, and go
against the will of the Republican Party and the will of the people. He grossly exhibited party
disloyalty to the GC Republican Party and should be charged as such.
