In a radical response to the COVID-19 pandemic, the Hong Kong government gave HK$10 000
($950) to each resident. In the US, the President sent each American citizen two $1 200
cheques. This so-called ‘helicopter money’ was not targeted nor means-tested. It is certainly
not cheap to implement.
