➢ Ruled and Regulations
○ Pitch Clock Rules-A 2023 change with the goal of keeping the
game moving.
■ Pitcher must begin his motion to deliver the pitch before the
expiration of the pitch timer. Violation by pitcher results in a
ball
■ Batters must be in the box and looking at pitcher by the 8
second mark or it is an automatic strike
■ Pitchers are limited to two disengagements per plate
appearance (This is reset if runners advance during the plate
appearance)
■ 3rd pickoff attempts are all-or-nothing, if the attempt is not
successful, the runner advances one base.
■ Timer resets on a pickoff attempt
■ Mound visits, injury timeouts, and offensive team timeouts
do not count as a disengagement
■ 15 seconds when bases are empty, 20 seconds while runners
are on
■ Each NWL ballpark will have two Daktronics clocks with one
in the outfield and other behind home plate
■ NWL President Ryan Voz says that this will provide the best
experience for NWL players as they prepare to become MLB
prospects
○ Extra Innings / Overtime rule
■ A runner will be placed on second base
■ The runner will be in the batting order previous to whoever
is set off to lead off the extra inning
■ Pinch runners are allowed to substitute in as the base runner
■ The caveat is that the player subbed out can’t come back in
○ Pitching Rules

34
■ COUNT-Pitchers can’t begin a new inning after 100 pitches
or more
■ Can’t face a new batter after throwing 110 pitches or more
■ If a pitcher is carrying a no hitter, he will not be allowed to
begin a new inning after throwing 120 pitches or more
■ REST-after throwing 100 or more pitches, he must have five
full days of rest before next appearance
■ 85-99 pitches requires four full days or rest prior to next
appearance
■ 50-84 pitches or more requires 2 days of rest
■ IN ONE INNING-if a player throws 35 pitches in one inning,
he will have to sit the rest of the game
■ Pitchers can’t have two straight days of appearances
■ PENALTY-violation of any of these rules results in a win
being turned into a loss while the opponent will have their
loss vacated. (No win given)
