Consideration of CPL (Commercial Pilot Licence) Holders as FOI (Flight Operation

Inspector) in DGCA (Directorate General Civil Aviation)

Respected Sir,

I am Ojus Borude residing in Andheri ( East ) Mumbai 400093, I humbly here by submit the
following proposal for consideration of CPL Holders as FOI (Flight Operation Inspector) in
DGCA ( Directorate General Civil Aviation ) for your kind consideration.

I recently completed my Commercial Pilot License from United States of America, Florida
and now looking forward to stretch my lines and pursue my passion ambitiously to higher
aspect but I am very keen and aspired to work with DGCA Authority but it was a
disappointment to see that there isn’t any opportunity for fresher CPL holders,

As in my past years, I have worked with Jet Airways as a Flight attendant and following few
years ago as a trainee technician on Boeing - 777/787/747 in Air India and have proven my
knowledge and expertise as a diploma holder also giving exams for civil aviation authority
and hold a bachelor degree in Industrial Science from a reputed university.

Following the above mentioned experience, I have worked very hard to come to the
following position and look forward to grow more in the aviation industry and would like to
also share my ideas and vision for the betterment by joining as Regulatory in DGCA.

However, by going through the recruitment rules in DGCA for FOIs (Flight Operation
Inspectors), it is seen that presently there is no provision for CPL holders to join as a FOIs in
DGCA India. Further, it is understood that, as per my experience and knowledge in aviation,
the following tasks are presently being supervised by FOIs :-
1) Cockpit surveillance
2) Designated Examiner
3) TRE release checks
4) Main base and station facility inspection
5) Ramp/SOFA inspection
6) EDTO surveillance
7) Certification of organization
8) Approval of manuals
9) ATO surveillance
10) Scrutiny of MEL

Given in the above described list, it is understood that points 1, 2 & 3 desires to have years
of experience, expertise and skills but the remaining 7 points following from 4 to 10 which
are performed by present DGCA regulatory officers, but with given amount of training
points 4 to 10 can be performed by the Fresh CPL holders more efficiently as it does not
involve flying skills. Please allow me to highlight that, drafting of CARs and Procedure
manuals for flight operations involve technical drafting, legal skills more by so in line with
the already published ICAO Doc as on Website which focuses on subject rather than flying
skills.

A minimum number of FOIs having current license is the only requirement of DGCA. As in
the long run, a permanent solution can also be to train DGCA officers who are CPL
qualified and could be trained for endorsement on aircraft type in just a few months
( Considering operational requirements and pandemic distress situation or as required by
DGCA ). As like private sectors introduction of bond could be imposed on these officers
who would work with DGCA for a specific period and to fulfill the requirements of FOIs
and so that permanent officer always there to perform the oversight of flight operation
activities.

Hence the requirement of FOIs to be considered as per the requirement of DGCA for the
required scope and quantum of work. As a matter of fact its high time to consider our
request as we can share fresh ideas and new strategies exchange of knowledge from other
countries and ongoing changes to the new procedures and fast developing changes to
aviation that’s portray our country as a new emerging India with young talents. We can
begin with FOIs system to be overhauled or replaced with more rational and economic
system compliant with all technical requirements of ICAO as well as the legal rules of
government of India where at present a large amount salaries is being disbursed among FOIs
without justification. The same work would have been done by young talent recruits at a
lower salary rates following which is as explained in the above paragraphs also which can
save an ample amount of cost to the government.

It’s a humble request that the above proposal may be considered and necessary actions may
please be initiated towards recruitments of CPL holders in DGCA.
