Tender for allocation of seabed for development of Offshore Wind
Energy Projects

Follow the
The Ministry of New & Renewable Energy propose to hold bids for the
allocation of offshore wind sites off the coast of Tamil Nadu through
its nodal agency ‘National Institute of Wind Energy (NIWE)’ for the
development of offshore wind energy projects for sale of power under
Open Access Mode/Third Party Sale/sale through Power Exchanges
or for captive consumption. The identified sites are given in the map
annexed. The details of selected sites for bidding out along with timeline

Offshore Wind Energy Policy- 2015 from various Central/State
Ministries/Departments shall be facilitated by NIWE.
 The grid evacuation infrastructure up to the offshore substation
(including the offshore substation) shall be provided as part of ISTS
network by CTU/PGCIL. [Refer fig 2 of Annex]
 Offshore wind power projects commissioned on or before 31st
December, 2032 will be eligible for waiver of ISTS charges and

Notification G.S.R. 381(E)]
 Concessional Custom Duty on import of critical components for
manufacturing of offshore wind turbines is proposed to be extended
for offshore wind manufacturing similar to the presently available
onshore wind turbines.
 Renewable Energy Credits with Multipliers, Carbon Credit benefits
are also proposed for offshore wind projects.
Salient Features of the Proposed Bid to Allocate Site:
 The bid will be on the basis of single stage two envelope wherein
the first envelope will be the techno-commercial bid and second
envelope will be the financial bid wherein the bidder quotes the site
lease rental with a minimum floor price @ Rs. 1 Lakh/sq km/year.
 The leasing of the seabed area to the developer will initially be for
the period of 05 years extendable by further 01 years on case to
case basis. The developer has to commission the offshore wind
energy project(s) including conducting required studies/surveys
within this time period.
 The developer may exit from the project development during these
5 years of lease period subject to;
 Submission of the study/survey data to NIWE.
 Forfeiture of the submitted Bank Guarantee which will be USD
1 million for a site.
 NIWE will monitor the activities/progress of project development
during the above period of lease.
 The site allocation fee paid by developer up to project commissioning
over and above the floor price would partially returned to the
developer, if developer commission the project within scheduled
commissioning date.
 Post commissioning of the project the lease will be extended for the
operational life of the project and decommissioning period.
 The project developer shall pay the seabed lease floor price
@ Rs. 1 Lakh/sq km/year (lease rentals) for the remaining
operation period from the date of commissioning.
In order to have necessary preparedness towards participating in the
above bids for allocation of offshore wind sites, interested developers
may carry out their own required study/survey on these sites after
informing NIWE. NIWE will extend all the support to facilitate the study/
survey activities as per the Guidelines for Wind Power Assessment,
Studies and Surveys.

ndian equities had a tumultuous ride last week after the US Federal Reserve indicated that it could keep interest rates ele-
vated for longer than expected before. The Fed projections pushed the US Treasury yields to a 16-year peak and lifted the
dollar index. In response, foreign portfolio investors (FPIs) have turned sellers in Indian equities in September so far, after
months of investing heavily. The ongoing India-Canada tiff, rising crude oil prices, and erratic rainfall have also dampened
investors’ sentiments. Market analysts believe that uncertain global cues and the sharp surge in US bond yields will keep
sentiments on the edge in the near term.

Flight to safety
Until August, FPIs had remained net buyers of Indian equities for six months. But this month so far, they have offloaded
shares worth over ₹10,000 crore as US bonds, with their rising yields, have become a more lucrative option. Between April
and August, foreign investors had significantly pumped money in segments such as financial services, capital goods and
auto. But with the sudden withdrawal, metals and mining, power, and services quickly fell out of favour.
