PROVIDENT FUND AND PENSION INSURANCE AND ACCIDENTS

PARA -— 225 : CONTRIBUTORY PROVIDENT FUND :
The Scheme framed under the Employees Provident Fund and, Misc. Provision Act, 1952 is'a
piece of Social Legislation intended primarily to provide for protection to a worker against
the contingency of old age, and to his dependents in the event of his death. This scheme is
applicable to every employee of the Bridge Corporation except those who are on Deputation
from other Government Departments and apprentices. The ‘Act, inter-alia envisages the
following three schemes :
1.
THE EMPLOYEE'S PROVIDENT FUNDS SCHEME, 1952: *
This scheme envisages institution of Contributcry Provident Fund in which both the
worker and the employer contribute. : a
EMPLOYEE'S FAMILY PENSION SCHEME, 1978 : i
This Scheme provides for setting up of a Family Pension cum Life Assurance Fund, of
which Family Pension and Life Assurance benefits are paid to the Family of a member
of the scheme, if he dies during the period of reasonable service, and also retirement
benefits when a member attains the age of supernuation.
3. EMPLOYEE‘S DEPOSIT-LINKED INSURANCE SCHEME :
This scheme envisages assurance benefit to the nominees of a member of the
employees’ provident fund scheme, 1952 in the event of his death.
PARA-226 : \
The administration of the fund vests in a Board of Trustees known as Central Board with ws
Head Office at New Delhi. The central Govt. has also appointed regionat commissioner ai
Kanpur. It permits creation of a Separate Trust also to administer the fund with approval of;
the Central govt. and accordingly a Trust has been establishment in the Bridge Corporation
PARA-227:
Every employee who has completed six months continuous service, or has actually worked
for not less than 120 days during period of six months, is required to become a member of
the fund. (For details refer to EPF Act.)
PARA-228:
The contribution payable by the corporation under the scheme shall be at the rate of eight
percent of the basic wages and dearness allowances payable to each employee to whom the
scheme applies. The contribution of the employee snall be equal to that payable by the +

‘The liability to pay both of the contributions rests on the corporation, The obligation to get
the declaration from employees, prepare the contribution card to submit return, and give
information to the commissioner.Also lies on the corporation, The Coiporation has to pay
administration expenses as notifled by Central Government, which is at present at the rate
of Rs. 0.65 per cent o* the contribution of the employees.
PARA-230:
Every employee has to make certain declaration’in From No. 2 of the Act in duplicate and
also make a:nomination conferring the right to’receive the amount that may stand to his
credit in the Fund In the event of his death, or where the amount has become payabie,
before his death (For details refér to EPF Act).
PARA-231:
Withdrawal from the fund Is permitted for payment: towards insurance policies, and advance
can be made in case of serious or prolonged illness of a member of his family or purchase of
@ dwelling house on allotment of @ tenemant, constructed or tobe constructed, under
subsidised Housing Scheme for Industrial Workers.
PARA-232 : .
A member can withdrawn’ by @ member the accumulation in the fund to the credit of an. "i
individual. member can be‘on-retirément from ‘service, and on termination of service in the
case of mass of individual retrenchment.
In case a member is dismissed by an employer for serious or willful. misconduct, the
commissioner can forefeit ‘the employer's contribution in the last two complete periods of
currency of contribution cards.
When the amount stancing to the credit of a member becomes payable, it shall be the duty
of the commissioner to make prompt paymeit as provided in the scheme.

PARA-238 :
tye commissioner shall promptly allot an account number to each employee qualifying to
tecome a member and shall communicate the account number to the member through the
corporation
PARA-239 : :
The Unit/Head Office shall, before making payment of the wages in respect of any period for
which contribution is payable, deduct the employees contribution from his wages. The Unit
shall, within 5 days of close of every month, send the same by Bank Draft, along with its
own contribution as well. as administrative charges at required percentage to the Head
Cifice. A statement in form 12-A oF the Act shall also be enclosed along with the bank Draft.
Return for the month ef march of each year shall be accompanied with an annual return in
form no. 6-A of the Act. The total of form 6-A should tally with the total of monthly Form
No. 12-A of the Act of that yer. Form No. 13(in triplicate) in case of employees who were
already subscribers to provident fund scheme and have not withdrawn their accumulations
of joining the corporation shall also be furnished to Head Office.
PARA-240: ‘
The Head Office shall collect the amount so received from the Units and also collect the
deduction made from the!'employess of Head!Office; together with Employer's contribution
and administrative chargés and: shall, with in 15 days of the close of the month, pay the
same to the fund. by Bank Drafts or cheques and deposit in the State Bank of India.
PARA-241:
The Head Office shall forward to the commissioner within twenty. five days of the month, a
monthly. consélidated 'statément, it such form as the commissioner fay specify showing
recoveries made from the wages of each employee, end the amount contributed by the
corporation'in respect of each such employee
PARA-242 :
The ammount recovered every month from the wages of an employee, as well as the
contribution made by the employer in respect of each such employer shall be entered by the
employer every month in the contribution card opened in the name of each member under
this scheme. In units a Register as in form 12-A of the Act is to be maintained for monthly
deductions of employees contribution and employer contribution.
The contribution Cards issued under. this scheme shall be current for ane year.
The Head Office shall, on or before the expiry of the period of currency of contribution card,
Prepare in respect of each member employed by him a card in form 3 or form (3-A) of the
act as may be appropriate for the next period of currency.
‘Tre corporation shall within one month from the date of expiry of the period of currency of
the contribution cards in respect of member employed by him, send the contribution cards
to the commissioner together with a statement:in form 6 of the Act.

PARA-234:

PARA-247 :GENERAL PROVIDENT FUND :
The Govt. servants on Deputation to the Bridge corporation are required to contribute
towards the G.P.F. normally at the tate of 10% of their salary every month, It is incumbent
on the disbursing officers of such Deputationists to recover the specitied amount towards
G.P.F. from the salary of such employees. This amount is generally mentioned in the last
pay certificate (LPC) of each employee received from his
5 parent department. But in case it is
not mentioned on the L.P.C. the contribution report should be taken form the department,
specially to ensure that any other recovery on account of Loan/Advance is not to be
affected.
PARA-248 :
(2) The amount recovered towards G.P.F. every month should be deposited in nearest
Government Treasury latest by 5™ of the next month positively giving detailed
department wise list of persons form whome contribution has been received, their
relevant G.b.F, number and the amount. The Units outside U.P. will have to send the
amount to A.G.U.P. Allahabad by Bank Draft.
(b) ‘The authority concerned in A.G., U.P. who maintains the G.P. F. account of an
individual shall be ‘informed each month about these contributions along with a copy
of challan and the list,as mentioned above. 7
(c) The detailed information ‘regarding deposit of G.P.F. deductions in the Treasury will
be given to the concérned employees every month.

‘The corporetion shall ensure Passing of credits to GPF A/C of all individuals in A.Gs
Office of which special messengers may be sent as and when necessary.
PARA-249:
The advances can be allowed from G.P.F. under certain special circumstances by the parent
Department of the employees as per provisions of GPF rules applicable to them. The
@rPeration does not have authority to allow any Temporary or permanent advance from
G-P.F. (For details refer to GPF Rules.)
