There were a few facts that made it necessary to amend the constitution:

To begin with, there were no central taxes, which meant that the government did not really
have enough money to operate with. Also, there was no single currency, which made trade
pretty difficult. When a decision was made, every state had the right to veto it, which made
the process of law making long. State could regulate commerce, meaning that trade became
problematic, since every state had different rules. Since there was no real president to keep the
balance between the government and the people, and there was also no judicial process, only a
legislative body, it meant that the federal government practically had no real power. There
was a Congress, but still the states could veto.
As a result, the only significant legislation made during these 8 years between 1781 and 1789
was the Northwest Legislation: it regulated how a new state could be admitted. First it began
as a territory, then if corresponded to certain criteria then they could become a state. It banned
slavery north of the Ohio river and the mistreatment of Indians.
Because of these problems they decided to have a convention and propose amendments to the
constitution.
