    Laporan Risikan (Edisi 2) 10 Oktober 2023 SALAH GUNA KUASA KETUA MENTERI SABAH Merujuk Laporan Risikan 05 Oktober 2023 berhubung skandal bersekongkol (Haji dan Thomas) menyeleweng tanah yang dipenuhi pasir silika seluas (2,393 ekar / 968.4 hektar) di Pulau Balambangan, Kudat 1. Difahamkan SPRM telah memanggil YAB. Datuk Seri Panglima Haji Hajiji Bin Haji Noor selaku Ketua Menteri Sabah bagi membantu siasatan berhubung skandal tersebut. 2. Dato’ Sri Thomas Hah Tiling Si utama dipercayai telah menghilangkan (No. Hip: 016 - 870 0005) suspek SPRM gagal menghubungi beliau. 3. Gambar terkini_ yang menunjukkan hubungan yang sangat rapat antara (Haji dan Thomas), gambar pertama mereka berdua makan malam di sebuah restoran di Kota Kinabalu dan gambar kedua mereka berada didalam sebuah restoran di Dubai (Lampiran J1). 4, Merujuk berita (PNGi Central) https://pngicentral.org/reports/more- logging-industry-abuses-exposed-this-time-in-new-ireland/ bertarikh 11 April 2022 (Lampiran K1), (Thomas) merupakan dalang terlibat dalam sindiket jenayah pencurian kayu balak di Negara Papua New Guinea. 5. Merujuk Surat Tawaran daripada Kumpulan Yayasan Sabah dengan no. rujukan: ICSB/CBDD/SILICA/Vol.11(3) bertarikh 20 Januari 2023 bagi kelulusan projek pengkuarian pasir silka seluas 1,618 hektar di Pulau Balambangan, Kudat (Lampiran L1) diberikan kepada Innovate Platinum Sdn. Bhd. 1351115-H (Lampiran C4) sebuah syarikat yang dimiliki oleh (Thomas). 6. Pada masa yang sama, Innovate Platinum Sdn. Bhd. (Lampiran C4) merupakan salah sebuah syarikat daripada 4 syarikat yang memperoleh kelulusan tanah seluas 234 hektar bagi tujuan (Penternakan kambing / Goat farming) di Pulau Balambangan, sila rujuk surat kelulusan Setiausaha Hasil Bumi, Jabatan Ketua Menteri Sabah JKM.PHB:600-1/3/1/5/5/(14) (Lampiran D4) dan surat kelulusan Jabatan Tanah Dan Ukur Sabah L.S.531.1.67/(18) (Lampiran €4). 7. Perkara di atas adalah mustahil dan tidak logik bagi sebuah syarikat menjalankan aktiviti pengkuarian pasir silika dan penternakan kambing di atas tanah yang sama dan bersebelahan, sifat serta modal 2 perniagaan tersebut adalah sama sekali bertentangan. 8. Perkara ini sangat jelas bahawa (Hajiji) bersekongkol dengan (Thomas) memanipulasi tujuan kegunaan tanah kepada pentemakan kambing yang langsung tidak wujud, mereka berdua hanya berniat jahat untuk menyeleweng tanah yang dipenuhi pasir silika yang bernilai harga tinggi 9. Merujuk hasil semakan terkini, perairan dikeliling Pulau Balambangan telah digazetkan sebagai Tun Mustapha Marine Park sejak 19 Mei 2016 (Lampiran M1), mengapa (Thomas) boleh mendapat kelulusan pengkuarian pasir silika yang bercanggah dengan warta kerajaan tersebut. 10. _ Berdasarkan panerangan dan bukti yang kukuh di atas, Kegiatan (Hajiji dan Thomas) amat mencurigakan, tingkah laku (Hajiji) terbukti mempunyai elemen dan unsur salah guna kuasa dalam skandal ini, selaku Ketua Menteri Sabah langsung tiada integriti dan amanah. 11. Laporan Risikan (Edisi 2) ini mengulurkan maklumat tambahan berdasarkan fakta dan asas, segala bukti makiumat yang diperoleh adalah ‘melalui kerja-kerja risikan yang dilakukan, 12.
