1, General Guidelines 1, The NO SCHOOL PAPER ~ NO REGISTRATION policy shall be relaxed for this year’s conduct of RSPC. However, schools are encouraged to bring copies of their school paper in any format 2. There shall be no SCHOOL PAPER CONTEST. 3. Acampus journalist can participate in only one event with one medium, either individual or group category. 4.The participants eligible for the RSPC are the following: Individual Categories Top 3 division winners per medium with their SPA | Group Cat _{.1 team per category / medium / level with their SPA SEARGH for Outstanding | 1 CJ each for elementary and secondary [CJ and SPA LSPA each for elementary and secondary 5, The RSPC activities shall include the following: a, Individual Contest (English and Filipino, elementary and secondary) i, News Writing ii, Feature Writing iii, Editorial Writing iv. Sports Writing y, Copyreading and Headline Writing vi, Science and ‘Technology Writing vii, Photojournalism vii. Editorial Cartooning ix. Column Writing b. Group Contest i, Radio Script Writing and Broadcasting Contest (English and Filipino, elementary & secondary) ii. Collaborative Desktop Publishing Contest, (English and Filipino, elementary and secondary) fii, Online Publishing Contest (English and Filipino, secondary only) iv. ‘TV Script Writing and Broadcasting Contests (English and Filipino, secondary only} 6. Awarding of Outstanding School Paper Advisers (SPAs} and Campus Joumalists (Cs) 7. All laptops, USB, SD cards to be used for the contest shall be submitted to the SECRETARIAT for checking. They must not contain any file except for the software, programs, apps and sound effects needed. a, Laptops—Each shall be labelled with the contest category, medium and level and the name of the school, division and contact person with contact number; printed in 1/2 short bond paper. b, USB—Placed in a short white envelope; labelled with the contest category, medium and evel and the name of the school, division and contact person with contact number (for group contest). ¢. SD card— (for photojournalism only) Placed in a short white envelope; labelled with (OTOJOURNALISM’, medium and ievel and the name of the contestant, school and division. d. DEADLINE of Submission is at 1:00 PM, July 1, 2023. Look for Mark Anthony Bataga or Reziel Maude. 8. The decision of the board of judges shall be deemed final and irrevocable. INDIVIDUAL CONTEST GUIDELINES 1, Contestants must be at the holding area 30 minutes before the scheduled contest, 2. To facilitate proper identification, participants are required to wear their school uniform with their valid school ID and RSPC ID during contest proper. 3. There must be no identifying mark on the contest entry or answer sheet. 4, The top five winners in all events per contest category per medium shall be recognized, and the points of individual and group contests garnered shall be included in the computation of the overall scores following the guidelines contained in Enclosure No. 1 5. Should there be questions and assistance needed, the contestants can only raise their concerns to the assigned proctor. 6. The use of mobile phones is strictly prohibited. 7. Any violation of the stipulated guidelines will be grounds for disqualification of the participant. 8. In case a contestant arrives at the contest room late, he/she will only be allowed to consume the remaining time allotted for his/her category. SPECIFIC GUIDELINES BY CATEGORY A. News / Feature / Column / Editorial Writing Fact sheets or other sources of information shall be given to the contestants as bases in writing the article. B. Sports Writing 1. The RTWG shail orient and provide final instructions to the contestants before the contest proper. 2. Pre and post—game conferences shall be conducted. 3. Contestants shall watch an actual game where they can gather adequate data. C. Copyreading and Headline Writing 1, Pencil No. 2 shall be provided to the contestants. 2. The contestants shall use the 2018 Associated Press (AP) editing marks. D. Editorial Cartooning Contestants shall be provided with oslo and Pencil No. 2 E. Sci-Tech Writing Fact sheets or other sources of information shall be given to the contestants as bases in writing a sci-tech editorial article, F. Photojournalism 1, Contestants are allowed to use any digital camera (point and shoot only) with a maximum of 24.1 megapixel, with fixed lenses, 2. DSLR and other high-end cameras shall not be permitted. 3. Photo shoot shall run for one (1) hour while captioning for 30 minutes. 4, Contestants shall be allowed to take as many pictures as they want but they will retain only 6: the first shot which is the control shot and 5 more. 5. Caption sheets shall be provided by the RTWG but contestants must bring their own, ballpens with black ink, GROUP CONTEST Collaborative Publishing 1. All contestants are required to attend the orientation before the actual competition. ‘Once the contest has started, members of each team shall no jonger be allowed to go back to their quarters nor communicate in all forms (text, call, chat, etc.) with their respective advisers until the end of the contest. 2, A mini press conference will be held to become the basis for the actual writing of the editorial, feature and news articles. The sports writers shall attend coverage of an actual sports event. 3. The photojournalists shall take pictures of the mini press conference and editorial cartoons will be produced while the rest of the team is doing write-ups, layouting and editing. 4. Sports writers and photojournalists must be ready to watch an actual game where they shall gather appropriate data and/or conduct interview before and after the game. A pre-game conference shall be conducted for the introduction of the players, coaches, and tournament officials. Consequently, a post conference shall be held for further interview and data gathering. 5.The team will be given five (5) hours for data gathering, writing, layouting, and editing. Each team is allowed to bring at least two (2) digital /DSLR cameras, one (1) inkjet printer with scanner, one (1) card reader, one (1) blank flash drive, extension wires and a maximum of (4) laptops installed with either PAGEMAKER or IN DESIGN and Photoshop (for the secondary level) and Microsoft Publisher (for the elementary level) for the layout of the group's final output and A4 size photo paper. 6.All contestants shall submit laptops cleared of stored documents including prepared templates or any pre-written files or references therein. 7. Mobile phones and other electronic gadgets shall not be allowed except for digital cameras and laptops with disabled internet connection. 8. Final output shall be submitted in both hard and soft copies. Hard copics shall be printed in A4 size bond paper while soft copies shall be converted into PDF and stored in a flash drive. Teams should ensure that no identifying marks about their school, division or region can be found on their output as it would be a ground for disqualification. Radio Script Writing and Broadcasting 1, Bach team shall have 5 members with multi-roles. 2. An orientation shall be given prior to the contest proper. 3. Hach team may use up to four (4) laptops and an inkjet printer. 4. Teams will be given two (2) hours to prepare a script for a five-minute radio broadcast that includes one (1) infomercial and four (4) news articles. Final instructions shall be given during the orientation before the actual contest. Another 30 minutes shalll be given for the printing of script. Threc (3) copies of the script must be submitted to the examiner/proctor. ‘The team may print extra copies for their use. 5, The script should not bear any information that may identify the school or division. 6. The usc of mobile phones is strictly prohibited therefore, sound ellecis must be stored in the laptop intended for technical use. 7. Judging is based of the following: 50% - — Script 50% - Broadcast TV Script Writing and Broadcasting 1, Bach Region shall ficld a team of five (5) members. The team shall decide who shall act a. anchor/s b. reporter/s . producer /director who could also act as floor director 4. video graphics editor ¢. video researcher/floor director/ prod. assistant f. video joumn/camera man *Note: Any of the team members can assume one or two positions/tasks as long as this, would not be conflicting or awisward in relation to the outcome of the broadcast (example: an anchor can’t be a reporter at the same time. But an anchor can also be a news of infomercial writer. 2, The following materials and equipment will be brought by the team: a. four laptops with one back-up laptop with at least 10gb free space for video editing program (with uploading capacity} b. two empty USB . digital camera/phone camera (without sim at most 2) which is compatible with the laptop for the downloading of media . at most three wired lapels ¢. A4 bond paper and one printer with ink f. at most three broadband sticks/pocket wifi, one wireless router g. extension cord 3. For scriptwriting a, The COVER PAGE should contain the group’s name (mock TV network name) and the names of the members with their roles. b, The RTWG shall provide written instructions and mechanics pertaining to sources of new and infomercial during the pre-contest orientation. . A live field report with or without canned video support shall be included in the production, 4. The OBB/CBB should be included in the main script. e. Five (5) hours and 15 minutes shalll be allotted for the preparation of the script, shooting, and editing of the videos, production of infomercial and rehearsal. All groups shall stop working after the allotted time, £. The script should bear any information that may identify the school or division, 4, For TV Broadcast a. Only one (1) laptop is allowed during broadcast. b. Only the OBB/CBB are pre-recorded /pre-produced. ¢. Seven (7) minutes shall be allotted for entrance and preparations while the broadcast must —_be delivered in six (6) minutes.Threc (3) minutes shall be allotted for exit. d, UNDERTIME/OVERTIME 20 seconds and below ~ 1 point 21 seconds to 40 seconds ~ 2 points 41 seconds to 60 seconds ~ 3 points 61 seconds to 80 seconds ~ 4 points ¢. Criteria Script 30% Presentation 25% Technical Application 25% Infomercial 15% Time Allotment. 5% Point System 1. For this year’s RSPC, a simple point system shall be used to determine the standing of each division: Point System Rank Individual Contest Group Contest Ist 5 10 2nd 4 8 ard 3 4th 2 4 Sth 1 3 2. There shall be ‘TOP 3 Performing Divisions each for Elementary Level and Secondary Level. 3. There shall be TOP 3 Overall Winners.
