Metro Manila is the capital of the Philippines wherein most of innovation in the

country will be seen there. Most of Filipino who live in Metro Manila always use public

transportation to go to their workplace or schools. Nowadays, they always spend an

hour to go in school and to their work. It is because of the traffic congestion that always

happening in the roads in Metro Manila. Day by day, traffic congestion was getting worst

and one of the major factors that need to be considered is the number of registered

vehicles in the Philippines.

Because of the alarming situation in the roads of Metro Manila, Some Filipino

Citizens want the uprising problems to be solve by the Metropolitan Manila

Development Authority (MMDA) as soon as possible. Traffic congestions can waste

peoples time and giving the vehicle riders a headache on roads. That’s why many of the

expert in road planning have know what the factors was why the slow traffic is worst

case in metro manila. The aim is to have a short term and long-term methods on how

they will minimize the traffic congestions in metro manila. Lastly, they want to know how

the Philippine government shall have a good judgement and execution plan for the

proposed methods.
According to Joseph Magtoto and Antonette Roque from De La Salle University,

Intelligent Transportation System (ITS) wherein through this method existing road

supply is improved by the collection of traffic data from existing and emerging

technologies and the dissemination of traffic conditions and guidance to drivers and

people using the transport system. They are suggesting that the drivers and people

should use their devices to have a real time traffic condition update and to aware them

about the safeness of the roads. Another solution was suggested by Jose Regin F.

Regidor of University of the Philippines- Diliman and it was the Unified Vehicular Volume

Reduction Program (UVVRP). Popularly known as the number coding scheme that can

have automatically 20% reduction in the number of vehicles when implemented. It has a

five (5) evolution since 1995 because of numerous modifications. According to his

research study, Metro Manila has come to a point where its options for alleviating

congestion are becoming more and more limited. The combination of a still increasing

rate of motorization and private vehicle use has contributed to congestion while there

are also perceptions of a decline in public transport use in the metropolis.

To have a furthermore studies about how can traffic congestions be minimized,

Online Survey Questionnaire can be done. This kind of data gathering method can save

the people from inconvenience since it can be done for a few minutes and can be

answered in their free time. In line with the online survey questionnaire is the opinions of

the people about Intelligent Transportation System (ITS) and the Unified Vehicular

Volume Reduction Program (UVVRP). People can also suggest and proposed their

ideas to have more efficiencies and minimize the traffic congestions within a short time.
There’s also a possibility that their suggestions can be objective and can be

implemented in the traffic system. All methods can be implemented depending in the

condition of the roads of metro manila that was the main problem of this paper.

Traffic Congestions is a very hot problem now in Metro Manila, and it was

needed a quick action from the government. Since the situation is alarming, some

experts try to propose methods and solutions to minimize the traffic congestions. This

solution can be the answer of the problems that became worst and need to take

precautions. For these studies, the conclusion can affect the traffic system in Metro

Manila. But even those are method designed for giving solution for the problem, it can

also give another problem that can arise from the flaws of the method but since it was

not permanent, it can be modified.
