Although PT. Perentjana Djaja started its activities as an architectural and engineering
consultant, it has expanded rapidly and over the past years has developed to cover a wide
range of services, including transportation, traffic, roads, bridges, port infrastructure,
irrigation, crops and agriculture and other civil engineering fields.
The company is a member of INKINDO (National Association of Indonesian Consultants)
and of HPJI (Association of Highway Development of Indonesia).
Since its incorporation in 1962, PT. Perentjana Djaja has accumulated a fulltime staff
consisting of engineers, architects, surveyors, landscapes, planners, agronomists,
economists, etc.

2.A.3 PT. INDOKOEI INTERNATIONAL


PT. Indokoei International (IKI), a Foreign Investment Company (PMA) by Nippon Koei Co.
Ltd., Japan and PT. Trans Intra Asia Indonesia was established in 1992. As of 2019, IKI has
accumulated more than 27 years of total experiences in providing engineering consultancy
services in Indonesia. The services provided by IKI cover not only various fields, but also
comprehensive project staging for various project developments. Our professional Engineers
has been providing the engineering services to various type of Clients, including i)
International Funding Agencies (Projects inside and outside of Indonesia) i.e. ADB, JICA and
other Japanese Institutions, UNICEF, INDII, IIF, AusAID, etc.; ii) Private
Companies/Investors, and including our iii) Nippon Koei Group Companies.
The Road & Bridge Projects (including Toll Roads) is one of the cores and important projects
of IKI under the Infrastructure division. The infrastructure divisions of IKI consisting of
professionals from the multidisciplinary of expertise including Civil Works, MEP, Geologist,
Geotechnical, Environmental, Hydrologist, Water Resources, Urban Planning, Architecture,
etc. Their portfolios were infrastructure projects including Road, Bridges, Hydropower Plants,
Tunnel, Industrial Estate Developments, Ports, Reclamation, Drainage, etc. For the Road
sector, IKI’s engineers have rich knowledge from their experience in the provision of services
in the road project from the planning stage (Preparatory Survey, FS, Design, Design Review)
to the construction stage (Construction Supervision and Construction Management). Having
experience in such broad scope of service in the road sector has made IKI confident, that
their engineers will face no difficulty in the provision of the Services for the offered scope i.e.
for the technical aspect.

Roads.

For PPP Toll Road we are doing Feasibility Study, Basic Design, Land Acquisition,
Environmental Impact Analysis (AMDAL), LARAP, Bidding Document. For Toll Road we are
doing Detail Design, Supervision, and Independent Quality Control, Technical Assistance.
For Bridges we are doing Feasibility Study, Detail Design, and Supervision.

PT. Delloite Konsultan Indonesia


Deloitte has previous experience in toll sector such as (i) Financial Advisor in Share-Swap
transactions with Subsidiaries of SOE in the toll road sector for 4 Toll Road Business
Entities; (ii) Financial advisor in providing financial model design and advice for Manadu -
Bitung Toll Road.

Deloitte has also successfully completed engagement in reviewing OBC and preparing FBC
for infrastructure-related projects for Government clients, such as (i) Development of Final
Business Case (FBC) for Medan Transportation System (Light-rail Transit and Bus Rapid
Transit using PPP Scheme), (ii) Outline Business Case (OBC) and Market Evaluation
Studies for Bitung International Port, (iii) Pre-Feasibility Study of Palu Special Economic
Zone (SEZ) and Pantoloan International Port, and (iv) Outline Business Case (OBC) and
Market Evaluation Studies for Kuala Tanjung International Port.

For the purpose of the prequalification for this project (this EOI), we select IKI’s project
experiences which are relevant to the offered scopes. Below you may find our experience
related with the feasibility study, bidding documents development, engineering design, road
sector, and traffic survey and analysis. In addition, IKI maintains and has close- regular
coordination and communication with the main stake holders in the road sector in Indonesia
such as Toll Road Regulatory Agency (BPJT) and other key stakeholders at national level,
regional level and local level from which it can support the Main Consultant in carrying out
the offered project, if appointed. Based on the project experiences and best lesson learned
obtained, IKI has established more comprehensive lessons learned not only in term of
technical knowledge but also understanding on institutional issues in regional and local
government level in Indonesia with regard to Roads & Bridges operation, maintenance
program & activity nationwide. IKI’s detailed experiences in the similar projects are
presented in the Project Summary (PS) attached herewith.

ANG Law Firm


ANG Law Firm is an Indonesian consulting firm, focused on infrastructure, business
competition, litigation and employment. In infrastructure sector, we offer advice and related
services in the preparation and transaction of infrastructure projects, including drafting
procurement document and BOT/concession contract. In Business Competition sector, we
provide advice as well as legal assistance to client business in case where they are accused
of unfair business practices as well as assist in filing reports on acquisition and merger
actions with the Commission for Supervision of Business Practice. In Litigation sector, we
offer advice and assistance in the settlement of state administration disputes with State
Administration Court and settlement of business disputes through arbitration. In Employment
sector, we provide legal advice and related services in the preparation of company
regulations, joint employment agreements, and employment contracts.

 Review the feasibility study & reassess road sections for detailed engineering,
including geometric features, type and condition of existing drainage &
retaining structures (including an estimate of their load-carrying capacity,
pavements, and other major features), those of existing bridges & the rest of
drainage structures to include its respective Hydrology & Hydraulics analysis.
The analysis shall indicate “conclusion” indicating if each & every existing
structure is: a) Adequate but needs minor/major upgrading, b) Inadequate or
dilapidated that needs to be replaced altogether and c) New structure needed
in some points along the line;
 Carry out the necessary topographic surveys as basis for to design &
documentation. Establish horizontal control points, benchmarks, & reference
beacons as required to prepare the detailed engineering design to enable
construction quantities to be calculated with reasonable accuracy (±10%);
 Prepare development plan to include portion of intersecting roads. The limits of
design at sections wherever there is intersecting road shall be adequate
(±100m from centerline of main road) to an extent necessary so that the
interface between the main road and the intersecting road is properly defined;
 Review available data relating to traffic, axle loads, & existing pavement
strength; and determine the strength of the existing pavement structures in
accordance to internationally-accepted field & laboratory testing methods;
 Carry out classified traffic counts & axle load surveys along the project roads,
& estimate future traffic & axle loads to a level of accuracy necessary for
designing appropriate pavement structures & corresponding layer thicknesses;
 Perform the followings based on the survey of the existing drainage systems:
(a) identify, design & quantify any necessary additional, replacement, or
amendments to existing structures; (b) check streambeds & cross-drainage
channels above and below the roads for possible erosion effects; (c) design &
quantify any necessary protective works; (d) examine the existing side
drainage; (e) specify, design, & quantify new side drainage & line drains where
necessary to eliminate scour and erosion or to provide support for narrow road
cross sections;
 Prepare practical & cost-effective pavement and retaining structure designs on
the basis of condition surveys, projected traffic levels, pavement structure
studies, and axle load considerations, as determined from the above activities
and previous studies;

 Assess the requirement for slope protection measures adjacent to the road, &

applicability (i.e. for sub-grade, for sub-base, etc.) and estimated quantities;
 Review the need for road safety measures based on the findings of the
feasibility study and road safety review of the road environment. Identify,
design and estimate the cost of road accident mitigation measures based on
this review;
 Update the EMP as appropriate; incorporate necessary technical
specifications with design and contract documentation;
 During the preparation of tender documents, clearly identify environmental
responsibilities as explained in the environmental impact assessment/initial
environmental examination report and the environmental management plan
EMP;
 Update and/or prepare resettlement action plan (RAP) as necessary based on
detailed design in accordance with the agreed resettlement framework,
including entitlement matrix and compensation plan; coordinate with various
agencies in preparing the procedures for timely land acquisition and
disbursement of compensation to affected persons;
 Assess the social impact and prepare necessary social development plans.
The plan should be based on indigenous people development framework, as
required;
 Prepare complete detailed drawings and tender documentation satisfactory for

prequalification, and evaluation of bids. Also assist PMU in providing answers

B: Construction Supervision and Maintenance Monitoring

 Perform comprehensive day-to-day construction supervision and contract


administration services;
 For each contract package or civil works, assist the PMU to ensure that (a) the
notice to commence is issued, (b) the contractor must have adequate
insurance cover or bank guarantee, (c) the contractor provided a performance
bond; (d) the contractor has possession of the site; and (e) a pre-construction
meeting has been conducted;
 Issue work orders and instructions as appropriate;
 Certify advance payments and any other payments in accordance with the
contracts when necessary;
 Receive, assess and approve the contractor’s construction plan and programs;

COMMENTS OR SUGGESTIONS
3.A GENERAL COMMENTS
In our opinion, the Terms of Reference included in the RfP are clear and
comprehensive in the description of the requirements. As such, we think the contents
of the ToR are sufficient for us to estimate the resources and tasks required to meet
the objectives of the project to a reasonable level of accuracy, which in turn allows us
to support the statements of our technical proposal and the figures in our financial
proposal.
That said, we consider it very important to note that the ToR does not contain an
explicit description for some of the key assumptions made in the definition of the
objectives and outputs, nor the identification of the key risks that could compromise the
achievement of the objectives and outputs in time, cost and quality.
Specifically and most relevant, there is no mention of the potential impact of the
Covid19 pandemic on the services and the toll roads that are the subject of the
services.

3.B COMMENTS ON THE TERMS OF REFERENCE


The following table lists our comments about specific elements of the ToR where we
anticipate potential risks, based on our experience from a large number of projects
where we have audited technical and contractual aspects of toll road projects within a
very limited timeframe. Each issue is accompanied by our proposed actions to mitigate
the risk and ensure proper delivery.

3.D COMMENTS ON THE COUNTERPART’S PERSONNEL AND FACILITIES


The personnel and facilities mentioned in the ToR as to be provided by the Client are,
in our opinion, satisfactory. We will complement and support these resources from the
Client with:
i. Our knowledge based on previous experiences in design & construction
management projects with DGH, BPJT and toll developers (State-Owned
Enterprises and private firms). The Lead Firm PT Perentjana Djaja has long
experience in many toll road projects with BPJT, most notably the proposed Co-
Team Leader who has worked as Team Leader in several projects with BPJT. He
has also direct experience in sampling and testing in toll road projects. He will
bring his best practice in technical and project management to complement the
international Team Leader and the team.
ii. Therefore, we will develop and execute intense coordination/communication
between our consultant teams, DGH, BPJT, the Concessionaires, the Civil Works
Contractors, the Construction Supervision Consultant, the Independent Quality
Control Consultant, the local communities and other relevant stakeholders, as
required.
iii. The strategic use of information and communication technology (ICT) with
innovative, simple and safe software for document management and project
management / quality control. Please refer to the section in TECH-4 about ICT.

APPROACH, METHODOLOGY AND WORK PLAN
4.A MOTIVATION OF OUR PROPOSAL
The objectives of the project are explained very concisely and clearly in of the ToR for
the Toll Roads and Bridges Final Business Case and Bidding Document Development,
respectively.
We are also very aware of the great challenges that DGH and BPJT face in the
delivery of such an ambitious toll road programme (2,500 km of new toll roads by
2024, according to the strategic plan of MPWH), as mandated by the policies and
regulations of the Indonesian Government for the benefit of the people.
Our motivation in joining forces in the consortium PT. Perentjana Djaja - PT. Deloitte
Konsultan Indonesia - PT. Indokoei Internasional - ANG Law Firm is to put our best
capabilities at the service of DGH and BPJT to help them deliver with maximum output
and minimum risk, not only during the project assignment, but also beyond, thanks to
the transfer of knowledge and skills.
In order to do so, we will base our work on the following principles:
- Application of a combination of international best practices and deep knowledge of
the institutional, technical and socioeconomic environment of Indonesia, through
the use of a mix of experts that have proven ability to work in multicultural and
multidisciplinary teams and abide to the highest standards of professionalism.
- Efficiency and efficacy in the management of resources towards the ouputs and
outcomes.
- Long-term view, sustainability and the building of useful knowledge for the Client
and other stakeholders.
- Consideration to the protection of the health and safety of all people involved in /
affected by the project, especially in relation with the Covid19 pandemic and its
risks.
- Diligence in the application of innovative methods and tools to support the
technical, managerial and collaboration/communication aspects of our work.
- Transparency and consistency in the processes and deliverables -avoiding
negative surprises for discrepancies.
- Confidentiality and privacy of all information, including personal.
Furthermore, approximately one-third of the team -excluding assistant staff- consists of
women professionals, which is worth highlighting given the lack of gender balance in
the construction industry, both globally and in Indonesia. The three firms in the
consortium are committed to the promotion of gender balance among our staff,
contractors and suppliers.
4.B UNDERSTANDING OF THE KEY ROLES
The key parties involved in toll road development by Toll Road Concessionaires, who
will be included in our collaboration/communication plans and procedures are:
- DGH as executing agency and grantor of the concessions
- BPJT as regulator, manager and supervisor of toll roads

- The Concessionaire (business entity) holding the rights and obligations of the
concession contract, including construction, commissioning and operation for a
number of years

typically involving a design consultant, a civil work contractor and a construction
supervision consultant.
- The independent quality supervision consultant
- The communities -beneficiaries of the projects
- The Ministry of Finance as owner of government assets
- Other government agencies: Provincial, City or Regency Governments
- Utilities and infrastructure regulators
- Ministry of the Environment and other Ministries and Agencies (such as BPN or
LMAN) as needed

4.C UNDERSTANDING OF THE TOLL ROAD DELIVERY PROCESS


4.C.1 Preparation Document of Design And Build Service Provider
4.C.1.1Basic Design Document
BPJT issues the preliminary documents to be submitted to the Toll Road Business
Entity (Concessionaire) as stipulated in the Toll Road Concession Agreement (TRCA)
to be realized in the construction. The initial document consists of the results of the
initial survey, basic design drawings, reports and calculations of basic design and
others. After the appointment of the Design and Build Contractor by the
Concessionaire then the CWC will evaluate or review the basic design drawings by
considering the latest conditions.
The review of the basic design drawings document in the field is carried out under the
supervision of the CM Consultant and the Independent Quality Control Consultant
consultants, with the CWC first preparing the design review process of design
submitted to the Concessionaire and subsequently reported to BPJT under the
following conditions:
a. Activity preparation review of the basic design drawings that are part of the initial
document begins and implemented in accordance with the period of time specified
in the contract agreement toll road between Concessionaire and the CWC so that
the implementation time of the Basic Design drawings review can be resolved
within the time limit that does not interfere time of overall construction and
integrated construction of all construction plans.
b. The Work plan review of Basic Design drawings is a work program that contains
the implementation of the review Basic Design Drawing including detailed plan
survey, Design Criteria, Design Concept and coordination with relevant parties
and local Government as the basis for the changes of the Basic Design drawings
required, is submitted to the Concessionaire and reported to BPJT.
c. The work plan submitted by the CWC, checked by the CM consultant, is approved
by the Concessionaire and reported to BPJT.

4.C.1.2Result of Survey Report


The implementation and report of Survey result shall be regulated as follows:
a. Field survey results are carried out in accordance with the work plan, including
evaluating the suitability of the Basic Design Drawing and the ROW Plan

requirements on current actual field conditions and the results of coordination with
relevant agencies and local Government.
b. Reports of survey results to be submitted to BPJT include:
● Topographic Survey;
● Hydrological Survey;
● Geotechnical and geological Survey;
● Survey of existing road network and existing road function around Toll Road
corridor as well as crossing that directly related to toll road plan;
● Survey of existing drainage network around Toll Road corridor and crossing;
● Utility Network Survey on toll road area; and
● Land use survey of the toll road Right of Way (ROW) area.
c. The results of the field survey are checked by the CM Consultant, seen by the
Concessionaire and reported to BPJT.
4.C.1.3Report of the Review of Basic Design Drawing
The Review Basic Design Drawing refers to the Basic Design Drawings, the results of
field surveys and the results of coordination with relevant agencies and local
Government. Submission of report the review results Basic Design Drawing to BPJT
with the following conditions:
a. The Concessionaire and the CWC must coordinate with all relevant agencies, and
local Government, on the areas where toll road will be traversed but not limited to
aspects of crossing buildings, irrigation canals, utilities, handling of roads tangent
to toll roads or toll road access, plantation areas, conservation areas, and
protected forests.
b. Coordination with the local Government by exposing the toll road development
plan as point (a) to obtain information and inputs and minimize design changes
and social disturbance impacts that may hamper the construction process.
c. The results of coordination/discussion with relevant agencies are submitted and
reported to BPJT along with supporting documents.
d. The results of the Review Basic Design Report include the following reports:
1. Design Criteria and Design Concept Criteria
Report design criteria and design concepts that should be reported, including:
● Design criteria and road geometric concepts;
● Design criteria and concepts of pavement structures;
● Design criteria and structural design concepts (bridges, overpass,
interchange);
● Criteria and drainage network concept;
● Criteria and design concepts of geotechnical handling;
● Criteria and design concepts of building equipment and toll infrastructure;
and
● Special Specifications.

2. Road Geometric Report Data to include:


● Plan and profile of main roads, interchanges, crossroads of toll roads
across non-toll roads, taking into account the number of lanes and the
need for toll booths;
● Plan and profile on / off ramp or rest area;
● Plan local crossing path profile (overpass, underpass); and
● Typical cross-sectional drawings.

3. ROW Requires Report


The ROW requires references to the survey results on the land needs of the
main road plan and the on/off ramp, interchanges, overpasses, underpasses,
toll gate areas and rest areas.
4. Report on the Scope of Work Requirements
Job Requirement Scope Report is a report of survey results and coordination
with related agencies and local Government including requirement length of
main roads, access roads, interchange, number of overpass and underpass
and other complementary buildings.
4.C.1.4Approval Review of the Basic Design Drawings
The review of Basic Design Drawings on the Concessionaire proposal will be approved
by the Head of BPJT. The approval of review Basic Design Drawings will be the basis
of the addendum process the scope of work if the change of Basic Design Drawings
impact the alignment, requirement of the ROW and influence to public interest. Review
of Basic Design Drawings as a basis in the process of drawing up the details Detailed
Engineering Design Drawings of each construction with approved design criteria and
design concepts as reported and submitted by the Concessionaire.
4.C.1.5Implementation of Field Work During Basic Review Process Design
a. To fill out the activities in the field during the review process of the Basic Design
Drawings Draft, the CWC conducts physical activity activities in the non-structural
field including preparatory activities, site facility preparation, work access road
construction, quarry survey and material testing, clearing, grubbing and other
activities that already have land and technical certainty.
b. If the Basic Design Drawing document is not changed or only partially and still in
accordance with the conditions of the field then the CWC can directly carry out the
preparation of details of Detailed Engineering Design and the implementation of
the construction under the supervision of the Supervision Consultant (SC).

4.C.2 Construction
4.C.2.1Preparation of Design and Build Picture Details
The stages of drawing up the detail drawings of the Detailed Engineering Design
Drawings are the stages as a follow-up to the approval of the review of the Basic
Design Drawings so that in detail the Detailed Engineering Design drawings of each
construction can be carried out immediately, subject to the following conditions:
a. Schedule of Detailed Engineering Design Drawings.
The Basic Engineering Design drawings are adjusted to take into consideration
the construction plan and the work methods to be performed by the CWC.
b. Preparation of Detailed Engineering Design Drawings.
The Detailed Engineering Design drawings are prepared based on the review of
Basic Design drawings considering design criteria and design concepts that have
been submitted and approved by BPJT.
c. Approval and Review of Detailed Engineering Design Drawings.
Checking and approval of the Detailed Engineering Design drawings of each type
of construction will be carried out by the Concessionaire/project level with the
following conditions:

1. The Contractor performs the Detailed Engineering Design Drawings detail by


appointing a qualified design consultant (DC) as well as the law on the
competence of the designer’s consultant in the roads and bridges.
2. Detailed Report of Detailed Engineering Design Drawings submitted by the
DC to the Concessionaire. The Detailed Engineering Design drawing detail
report contains detailed study and calculation analysis of each type of
construction with reference to the design criteria and concepts approved by
BPJT and in case of any change in design criteria or concepts must be
reported and re-submitted to BPJT for approval.
3. Detailed Engineering Design Drawings details are submitted progressively
according to the stages and sequence of the construction requirements in the
field.
4. Other developments in the Detailed Engineering Design Drawings detail
report include:
● Detailed calculation of the structure of each type of construction;
● Detail Detailed Engineering Design Drawings;
● Calculation of work volume;
● Working methods;
● General Technical Specifications;
● Special Technical Specifications; and
● Standard procedures of work and job performance.
The Detailed Engineering Design Drawings detailed report is approved by the
head of the Design Consultant of the CWC and submitted to the
Concessionaire. Periodically the Concessionaire must report detailed
drawings to BPJT.
4.C.2.2Construction Implementation
The stages of construction implementation are the stages in which the Builder
Contractor undertakes construction on the basis of a detailed document of Detailed
Engineering Design Drawings including the General Technical Specification and the
Specific Technical Specification which has been approved by the CM Consultant. The
implementation process of construction shall be regulated with the following
conditions:
a) Preparation for Implementation of Work
The Builder Contractor (BC) prepares the implementation of each work to be
carried out covering, working drawings, material specifications, work methods,
work quality control methods and Safety and Security standards. Includes
equipment and readiness of the worker either the implementation part or the
internal controlling part of the BC. The document will be examined by the CM
Consultant how far the readiness for the implementation of SOP for each job can
be fulfilled and the adequacy of ROW land availability.
b) Implementation of Construction Works
After the preparation of the work performed, the Builder Contractor (BC) will
carry out the work in accordance with the Detailed Engineering Design Drawings
Detail and with the SOP or working method approved by the CM Consultant. The
BC will undertake the implementation of the construction under supervision and
quality control carried out internally by the CWC i.e Supervision Consultant,
whereas the CM consultant will ensure that the implementation procedures and

quality control processes run in accordance with the specified standards and
specifications, assist in coordination for the smooth running of the work, as
technical Advisor, Quality Assurance and time control to achieve the target
implementation time. The IQA Consultant in this case serves to evaluate the
potential for delays, evaluate quality management systems, work procedures,
and fulfillment of implementation schedules.
c) Design Adjustment on the Field
In the process of construction implementation in case of problems or special
requests it is necessary to adjust the design by the CWC (Design Consult) in
accordance with the field conditions and targets to be achieved for this
consultant The CM Consultant will conduct a field inspection to ensure the
necessary adjustment of design due to the problem. The Design Consultant of
CWC have to make the necessary detail design drawings including with the
technical justification.
If the design revision is minor i.e. design adjustment which has no impact on the
alignment and the ROW plan, then the inspection and approval of the design
adjustment draw will be done at the level of the CM Consultant and the
Concessionaire. When the design adjustment is major i.e. changes that affect
the alignment and ROW plan then the examination and approval will be done up
to the level of BPJT. The IQA Consultant in this case will conduct evaluation and
coordination to ensure the level of handling of such design adjustments.
d) Work Supervision
The supervision of the day-to-day work will be performed internally by the
Service Provider supervisor and externally by the CM Consultant that the
outcome of the work is in accordance with the objective of compliance with the
technical requirements and quality achievements, Time, Cost and meeting the
safety, security and environment requirements.

e) Work Quality Control


Prior to the commencement of work, the Contractor shall communicate the
quality requirements of the work as set forth in the terms of the service user.
Implementation of quality control will be done starting from material quality, mix
(job mix), until the work process so that expected result of end of work quality
can be achieved. The results of testing and evaluation of the quality of work shall

be recorded and the quality control provisions of each work shall be stipulated in
the Specifications under internal control by the Service Provider's supervisor and
externally by the CM Consultant. The IQAC will ensure quality control
procedures work well. Reports of quality control results of each work are
reported to BPJT and the IQAC as BPJT representatives in the field.
f) Reporting
All activities ranging from design detail, progress and quality control of
construction implementation and adjustment of design on site occurring
periodically should be reported to BPJT. Periodic reports of such construction
activities made by the service provider are examined by the CM consultant and
approved by the TRE to be submitted to BPJT. The report on the execution of
the work is not limited to the periodic report but does not rule out the existence of
a special report as necessary.
g) Discussion on Addendum Scope of Work
The Concessionaire may conduct deliberations and negotiations with BPJT on
changes in the scope of work on the basis of design changes and construction
results for reports in the scope of addendum.
4.C.3 Hand Over
Handover of work will be done after all work has been completed. The terms of hand
over of the work are regulated as follows:
4.C.3.1Provisional Hand Over (PHO)
a. After the construction completed or completion progress at least 98%, the Builder
Contractor may request for Provisional Hand Over to the Concessionaire.
b. The CM Consultant will facilitate the process of handover of work by making the
schedule and stages of the first handover process or provisional hand-over (PHO).
The stages of the process is as follows:
● Establishment of the Hand Over committee by the Concessionaire;
● Coordination meeting of the work hand over committee to arrange the division
of tasks in the examination process both administrative and physical field;
● The committee makes the first visit to examine and record defects and
deficiencies (defect and deficiencies) of work, commissioning test, or testing
sampling;
● The Service Provider performs repair improvements as well as defect and
deficiencies findings;
● The second visit of the job-handling committee to ensure defects and
difficulties have been completed;
● The Committee issues the Provisional Hand Over (PHO) Report in which the
Contractor remains responsible for fulfilling the completeness or deficiency in
the functional and operational feasibility process; and
● The Builder Contractor shall perform maintenance of all toll road constructions
during the maintenance period in accordance with the Contract of Agreement
with the Concessionaire.
c. The CWC must submit the handover document in the form of:
● Drawing of Implementation Result (As Built Drawing);
● Work quality control report;

● Manual of road maintenance, bridge and facilities and toll road equipment;
and
● Photo/video project.

4.C.3.2Assessment of Functionality and Operability


After completion of the construction, there will be an assessment of the feasibility of
Toll road function and operation by BPJT to meet the minimum service standard of Toll
Road. Function and operational feasibility also involve the Ministry of Transport/ DG
Land Transportation and the Traffic Police Corps associated with road safety
standards and roads. Once this step is completed and verified, the toll road enters the
operation stage for a period of time determined in the concession agreement, during
which BPJT monitors the meeting of the service requirements. After this provisional
operation period is completed successfully the CWC will hand over the assets to the
Concessionaire.

4.D METHODOLOGY
The Project is to be implemented in several locations throughout Indonesia, so the
method of implementation is as important as the problem of the quality of the final work
itself.
Broadly speaking, this activity will cover the following matters, and the realization of
the implementation in the field will be carried out by consultant, namely:
- Technical control: aspects of quality, volume, time, cost.
- Control over the related coordination process.
- Control of project administration.
- Reporting.

The main task of Consultant is to prepare information in the form of technical data and
carry out the administrative process of activities, proposed implementation methods if
necessary), carry out continuous inspection and supervision in the field including
conducting tests, evaluating and updating data and making reports and
recommendations. for Owner.
Acting for and on behalf of the Task Giver to control the physical implementation of the
construction carried out by the Contractor with ranges covering “Pre-audit”,
“Monitoring”, and “Post-audit”.
The scope of control includes:
- Aspects of the quality of the work.
- Aspects of work volume.
- Aspects of work completion time.
- The overall cost aspect of the job.
Everything refers to the terms and conditions stated in the contract.

The objective of this activity is to assist DGH and BPJT (Toll Road Management
Agency) in evaluating changes made to toll road contracts, required by revisions to the
original design at the start of the contract, or contract amendments made during
construction. To that end, the client will appoint independent consultants to undertake
transparent, accountable assessments applying international best practice in
accordance with prevailing laws and regulations.

The outputs from this activity will be “Preliminary Assessment Reports” providing a
review of individual contract changes with recommendations for further review, if
required. There will also be, where required, detailed “Contract Changes Assessment
Reports” setting out the results of a careful review of a contract change, identifying
critical issues and making clear recommendations of further action required by the
Client.

The scope of work to be carried out by the consultant for the implementation of this
activity includes:
a. Preparation Works
The preparations work is mainly to evaluate the administrative aspects, such as (i)
gather, catalogue and review all supporting documents (contract documents,
correspondence, minutes of meetings, etc. related to changes in the scope of
work and design), (ii) consult with major stakeholders to consider their
understanding of events, and (iii) appraise the current situation on site and gauge
status of “to-date”. The contract documents at least should include the following
documents:

4.D.1.3Output/Reporting
The Consultant shall provide reports and outputs as required. All reports produced are
to be to a high professional standard of preparation, in English and Indonesian
submitted in soft copy (PDF and MS Word) and (6 hard copies Indonesian and 6
English. The Consultant shall provide the following outputs:
 Inception Report
After initial review and coordination with stakeholders, carried out within 30 days
of commencement, the Consultant shall present a brief inception report setting out
how to approach the tasks and indicating expected staff assignments in a draft
work plan. The report shall include proposed criteria for ranking the preliminary
reviews.
 Preliminary Assessment Report (x 10)
The consultant shall provide a Preliminary Assessment Report for up to ten (10)
contracts, which will be specified by the Client at the beginning of this project.
 Contract Changes Assessment Report
Based on the Preliminary Assessment Report certain packages will require more
detailed examination of the contract changes. These more detailed assessments
will be reported by a Contract Changes Assessment Report. This report will focus
on issues raised by the preliminary assessment.
The report will include findings of the assessment and recommendations for the
client of how to proceed.
It is not yet determined how many Contract Change Assessment Reports will be
required but the consultant should assume that a minimum of four (4) will be
carried out within the current assignment timeframe and resources.
 Progress Reports – Monthly/Quarterly
The consultant will provide brief monthly progress reports and additional quarterly
reports. These will be based on ESP reporting formats and shall be provided
within 7 days of the end of the reporting period. The reports shall include
notification of the status of implementation and utilisation of staff. Any issues
impacting on time execution of the activity will be highlighted.
 Final Reports
During the final month of the assignment the consultant will provide Final Report.
The report shall summarise the assignment activities and reference all of the
outputs. The report will include a summary of the staff utilisation and budget
expenditure for the project. There will also be sections detailing “lessons learned”
and making recommendations for future activity.

The Consultant will provide the specialists shown in the figure above with appropriate
qualifications and experience to carry out the assessment task. Specialists will have
recognised qualifications and expertise in their fields and have work experience on toll
road projects (planning, construction and operation) or major highways. It is
anticipated that the consultant will have three groups of specialists to do the work.
Core Team: A Team Leader and key senior staff will be provided full time to initiate all
of the tasks and deliver the Preliminary Assessment Reports.

The Core Team will be supported by two other teams of specialists –


I. Technical Support Group: Technical Specialists to support review of technical
aspects with particular reference to specialist disciplines.
II. Legal & Financial Support Group: Financial, Legal and Contracts specialists will
provide targeted support to review and analyse the critical administrative aspects
of scope and contract changes.
BPJT will provide one dedicated staff member (from the ESP PIU) who will act as
liaison for the Consultant and provide documents, introductions and appropriate
authorisation and clearances for all required activities. S/he will also assist
coordination with other stakeholders.

It is assumed that the Core Team and support staff will be full time for the duration of
the assignment. Other staff will be assigned on an as needed basis. Inputs may be
continuous or intermittent.

The Technical Support Group members will be mobilised to support activities and
tasks that are identified by the Team Leader and scheduled in agreement with the
client.

The Legal & Financial Support Group members are considered specialist support and
shall be assigned to carry out specific reviews/tasks as required.

Assistant and Sub Professional Staff will be mobilised to support senior staff in tasks
and provide general support to all activities.

It is expected that International Specialists may provide inputs on an intermittent basis.


Subject to appropriate monitoring arrangements, it will be possible for international
experts to provide short inputs from their home base.

Depending on the final workload that transpires it may be that not all of the identified
resources are used, and some may be cut from the contract. Conversely it may be
that additional inputs are required, and the contract may be amended accordingly with
changes to inputs and /or time frame.

The detailed explanation of the team composition will be described in Tech-6.

4.E KEY ISSUES AND MEASURES PROPOSED


4.E.1 Covid-19
The Covid19 pandemic is imposing radical restrictions on the mobility of people and
businesses in Indonesia and elsewhere, in order to safeguard public health. This is
one of the key risks to consider in the management of the project activities, both in
terms of i) the protection of all people from potential infection and ii) the mitigation of
the impact on productivity and quality due to mobility restrictions and social distancing,
which are discussed below.
For both of these aspects we will complement our diligence and professional rigour in
project management with the backstop support and guidance of our company Health
and Safety experts for Covid19-related risks.
4.E.1.1Health Protection in Activities During the COVID-19 Outbreak
The development of the Coronavirus Disease 2019 (COVID-19) pandemic and
following up on the direction of the President of the Republic of Indonesia on March
15, 2020 regarding efforts to prevent COVID-19 and considering the determination of
the Coronavirus outbreak as an Extraordinary Event (KLB) by the Ministry of Health
of the Republic of Indonesia, efforts to prevent the spread and the impact of COVID-
19 in the implementation of Construction Services, and in an effort to prevent the
impact of COVID-19, a protocol for the Prevention of the Spread of COVID-19 is
needed in the implementation of Construction Services for Service Users and Service
Providers, which is part of the overall policy to realize construction safety including
safety and occupational health, public safety and environmental safety at every stage
of the implementation of Construction Services.
Following are some key aspects in the Implementation of Construction Services, from
the Instruction of the Minister of PUPR No C2 / 1N / M / 2020:
A. Covid-19 Prevention Protocol Scheme in the Implementation of
Construction Services.
1. Establishment of a COVID-19 Prevention Task Force
a. Service Users and Service Providers are required to form a COVID-19
Prevention Task Force which is part of the Construction Safety Unit;
b. The COVID-19 Prevention Task Force as referred to in letter a was formed
by the Project Commitment Making Officer (PPK);
c. The COVID-19 Prevention Task Force as referred to in letter a number at
least 5 (five) people consisting of the following: 1). I (one) Chairman who is
also a member; and 2). 4 (four) Members representing Service Users and
Service Providers.
d. The COVID-19 Prevention Task Force has the task, responsibility and
authority to:
1) Socialization,
2) learning (education),
3) promotional techniques
4) methods / implementation of COVID-19 prevention in the field,
5) coordinate with the COVID-19 Response Task Force of the Ministry of
PUPR to identify the potential dangers of COVID19 in the field,
6) health checks related to the potential for COVID-19 infection to all
workers and project participants,

7) monitoring the health conditions of workers and controlling the


mobilization / demobilization of workers,
8) providing additional vitamins and nutrients to increase worker
immunity,
9) procurement of Health Facilities in the field,
10) report to PPK in the event that a positive worker and / or Patient Under
Supervision (PDP) has been found and recommends a temporary
suspension of activities.
2. Identification of the Potential Dangers of COVID-19 in the field.
a. The COVID-19 Prevention Task Force coordinates with the PUPR
COVID-19 Response Task Force to determine:
i. Identification of the potential risk of the project location to the center
of the spread of COVID-19 in the area concerned;
ii. The conformity of health facilities in the field with the COVID-19
handling protocol issued by the Government;
iii. Follow-up to the Implementation of Construction Services.
b. In the event that the Construction Service Operation is identified:
i. Has a high risk due to the project location is in the center of the
distribution,
ii. It has been found that workers who are positive and / or have the
status of Patients Under Supervision (PDP); or
iii. Heads of Ministries / Institutions / Agencies / Regional Heads have
issued regulations to suspend activities temporarily due to force
majeure, so the Construction Service Operation can be temporarily
suspended due to Force Majeure;
c. The termination of the Operation of Construction Services as referred to
in letter b above is carried out in accordance with the provisions in
Attachment II (FOLLOW UP ON CONSTRUCTION SERVICE
CONTRACTS) which is an integral part of this Ministerial Instruction.
d. In the event that the Implementation of Construction Services due to its
nature and urgency must still be carried out as part of handling the social
and economic impacts of COVID-19, then the Construction Service
Operation can be continued with the following provisions: 1). Obtaining
approval from the Minister of Public Works and Public Housing; 2).
Implement the COVID-19 prevention protocol with high discipline and be
reported regularly by the COVID-19 Prevention Task Force; 3).
Temporarily stop when it occurs (It has been found that workers who are
positive and / or have the status of Patients Under Supervision (PDP) to
carry out treatment according to Government protocol.
3. Provision of Health Facilities in the Field
a. Construction Work Service Providers are required to provide a health
clinic in the field equipped with adequate health facilities, including
oxygen cylinders, thermoscan, blood pressure gauges, medicines and
medical personnel;
b. Construction Work Service Providers are required to have operational
cooperation for health protection and COVID-19 prevention with the

nearest hospital and / or community health center for emergency action


(emergency);
c. Construction Work Service Providers are required to provide additional
facilities, including: hand washing (water, soap and hand sanitizer),
tissue, masks at the office and field for all workers and guests; and
d. Construction Work Service Providers are required to provide additional
vaccines, vitamins and nutrients to increase worker immunity.
4. Implementation of COVID-19 Prevention in the field
a. The COVID-19 Prevention Task Force put up poster flyers) both digital
and physical about the COVID-19 prevention appeals / recommendations
to be disseminated or posted in strategic places in the project site;
b. The COVID-19 Prevention Task Force together with medical officers must
convey explanations, recommendations, campaigns, and promotion of
COVID-19 prevention techniques in every morning K3 counseling activity
(safety morning talk);
c. Medical officers together with the Security Staff carry out body
temperature measurements to all workers and employees every morning,
afternoon and evening;
d. The COVID-19 Prevention Task Force prohibits people (all workers and
guests) who are indicated to have a body temperature of 38 degrees
Celsius from coming to work locations;
e. If a worker is found in the field as a COVID-19 Patient Under Surveillance
(PDP), work must be temporarily suspended by the Service User and / or
Service Provider for at least 14 working days.
f. Medical officers assisted by Security Staff to evacuate and spray
disinfectants in all work places, facilities and equipment; and
g. The temporary suspension is carried out until the evacuation and
disinfectant spraying process, as well as the implementation of health
checks and isolation of workers who have had physical contact with
exposed workers have been completed.

4.E.1.2Dealing with Mobility Restrictions and Social Distancing


The risks of restricted mobility to work activities in engineering consulting projects are
many, including:
● Less interaction with key people from the relevant stakeholders.
● Weaker or slower communication with key staff from the Client and the toll road
teams.
● Added difficulty to build trust between professionals that have not met before.
● More difficult access to relevant information.
● Greater likelihood of misunderstandings, error or omission of key insights.
● Difficulty in interpreting audit results.
● Greater likelihood of errors and/or delays.

To mitigate these risks and safeguard the delivery, our work will be based on:
1. Observance and compliance of national regulations and national and
international best practices for the prevention and management of Covid19 in
engineering and construction projects, including MPWH Instruction No
02/IN/M/2020
2. The backstop support and guidance of our company Health and Safety experts
for Covid19-related risks.
3. Promotion of the use of ICT platforms that are well-known, easy to use, secure
and efficient (e.g. Microsoft SharePoint) for delivery and monitoring in as many
project tasks as practically possible.
4. Keeping travel to a minimum once the information technology and the quality
management safeguards are in place for all activities that can be done online.

5. Apply the best working practices that Solvere uses for international projects
involving toll road concessionaires in different countries and locations, such as
Q&A sheets linked with data rooms. We have applied these successfully in the
past in many toll road projects.
6. Diligent and safe application of innovative tools and methods to complement and
leverage the technical, management and collaboration/communication
dimensions of our work.
At the beginning of the project we will assess the training needs of the staff involved
from the Client to prepare and deliver ad-hoc, learning-by-doing training on the use of
these platforms. It will be up to the Client’s decision during contract negotiations
and/or project inception whether to adopt these software platforms as mandatory for
all, part or none of the documentation.
We will follow the same principle for the individual audits, to be reflected in each of
the toll roads’ audit plans. This will include the assessment of BIM (building
information modelling) implementation at each toll road concession to evaluate the
potential for efficient, online work.
Furthermore, we propose to include additional support staff to help in the
management and supervision of software solutions for communication and
documentation management during Covid19, dedicated to the Project. These
resources would be covered by the provisional sums, to be discussed with the Client
during negotiation. See the following section for more information.
4.E.2 Information And Communication Technologies
Although the ToR does not specify any operational requirements about document and
information management (only briefly in 2.5.22), we consider essential to provide a
strategic plan and resources to maximise the adoption of useful technology, given the
huge amount of documentation to be processed and evaluated, the Covid19 risks to
mobility and the tight timeframes. Otherwise it could result in some of the
consequences identified in the previous point.
Therefore, we propose to include additional support staff to help in the management
and supervision of software solutions for communication and documentation
management during Covid19, dedicated to the Project. These resources will guarantee
that i) the work can be done properly despite the Covid19 limitations and ii) the tools
and methods used remain for future use by the Client.
The proposed additional resources are:
➔ Document Management System expert to set up, operate and maintain the DMS
for the project.
➔ Web app developer to design, implement and supervise a specific platform to
collect, organise, analyse and visualise the information and reports related to the
audits and contract changes. This platform will be available for the client at the
end of the contract, for future use in other toll roads, and our experts will provide
training at the end.
➔ A cybersecurity expert to perform risk assessments, provide recommendations to
be included in the information and communication procedures and the audit plans
and monitor the IT systems and software to guarantee the integrity and safety of
information.

The key features of our technology-based information management plan are:


➔ Web-based, user-friendly dashboard to synthesize information and visualise key
facts and indicators.
➔ Capacity building both on-the-job training and through sessions and workshops.
➔ Use of proven templates for the recording and monitoring of information requests
and exchange, such as Q&A channels and records.
➔ Maximisation of the use of BIM where available
➔ Optionally (funded by provisional sums), construction site supervision video
shootings by drone, to serve as support for analysis and reporting.

Innovation -doing things better with the existing and new resources- plays a key role in
the achievement of the Project objectives, and our firms have the experience and
credentials to make the best use of the existing technologies to the specific needs and
context of this project, in innovative and practical ways. We will apply innovation within
a strategic management framework, considering the actual project needs, the
capabilities of all stakeholders and the usefulness of specific tools and methods.
An information and communication strategy will be developed at the onset of the
project, with the principle of reinforcing consistency, transparency and continuity (“no
nasty surprises”) through the process, ensuring that there are no major discrepancies
between the assessment of documentation, site visits, briefing and debriefing meetings
and post-visit reports.
4.E.2.1Robust solution for privacy and security.
Each contract that is reviewed is confidential information so it must be protected and
enforced in a special manner. The information leakage does not only affect the
consultant but also affects the BUJT and BPJT as the parties to the cooperation
agreement.
Our firms have rigorous procedures for our staff to use equipment and information
with security and privacy. We will include in the plans and do short upfront training
sessions for all key people involved.

By implementing an information management system using a platform that has a


good level of security and is monitored, it will require participants who will access the
data to log in first so that activities in the system can be seen.
To accommodate information protection, the management technology system which
will be used is the Microsoft 365 SharePoint web portal technology. The advantages
of Microsoft 365 SharePoint technology are:
● Enhanced Security
Incorporating SharePoint and OneDrive into this project can prevent some of
those security issues. Project team can share vital information without divulging
any sensitive proprietary information embedded in documents through
SharePoint real-time collaborations. Hosting operations through a single,
integrated platform also reduces your vulnerability to holes, leaks, and attacks
across multiple systems. This technology also monitors user behavior, to help
ensure compliance with any internal policies.
● Team Collaboration
SharePoint is a rich, open platform that makes it easy to create and share
business information from a single location. SharePoint can seamlessly connect
teams with the documents, information, people, and projects they need to
perform their jobs. Collaboration tools such as Microsoft Teams fill gaps in
business communication and use technology to facilitate internal conversations.
● Simplified Information Exchange
Easy information exchange goes together with better collaboration. Special
features such as alerts make it easy for the team to easily get the important
information, without costly delays or miscommunication. Simplifying access to
business information for everyone enables collaboration and keeps everyone in
the loop. Users can have access to business data from systems such as
Microsoft CRM and create personalized dashboards for maximum usability. Not
only that, but users won't have the same version control issues that are prevalent
when storing files on a server; you can maintain a single document, allow
multiple users to continuously update it, all with a record of the changes and the
ability to revert back to an earlier version if needed.
● Better Productivity
SharePoint and OneDrive opportunity to streamline and automate key
processes. It’s easier than ever to transmit data, track information, manage
documents, work on group projects, and much more without confusion or delays.
Customize solutions using Microsoft Flow and PowerApps to best suit the unique
needs of staff members, maximizing ease of use and productivity.
● User-Friendly Dashboard
Sharepoint enables users to create and use dashboards that provide up-to-date
information in a centrally managed, easily accessed location. Users can use
Sharepoint Server tools to create and use dashboards that are suitable for an
individual, team, group, or the entire organization.
4.E.3 Toll Road Construction Progress At Time Of Inspection
We consider the 25% threshold potentially too early in the process, although it will
depend on the specific project staging. For some projects, this could mean that we
may not be able to audit major technical components (pavements, ITS, some
structures, for example). Our plan will be based on the following:

- Focus on the sections that are most advanced as representative of the design and
construction capacity of the CWC and Concessionaire.
- If the delay in progress of a section or a whole toll road is related to land
acquisition issues, we will concentrate our efforts on the Final Engineering Plan
and extrapolate the findings -as applicable- from the more advanced sections to
our assessment.
- Depending on the relevance and level of priority of the toll road to be audited, we
can adjust the audit plan to do more than 1 audit cycle if the Client decides to do
so and in consideration of the overall work plan.

4.E.4 Sampling And Testing


The data collected should be reliable and verified independently by us. To ensure that
this can be done properly and realistically without compromising the good relationship
and trust with the Concessionaires and Contractors, right at the beginning of the
project we will prepare and issue -for the Client and involved parties’ review and
agreement- the overall Manual and Guidelines for sampling and testing.
International practice, in our experience, suggests that planned sampling and testing
should be used before additional, random sampling and testing, for the sake of trust-
keeping.
The scheme and sequence will be determined for each toll road after the initial review,
once we have evaluated the capabilities and thoroughness of the construction
supervision consultant.
Furthermore, our methodology is based on the principles of transparency and rigour,
meaning that the information management and reporting plan will ensure that there is
consistency and continuity throughout the whole audit process with no discrepancies
or information gaps between the documentation reviewed, the observations at the site
visits, the discussions/meetings and the reports.

4.E.5 Capacity Building


The outcome of this project and the ESP programme as a whole is strengthened
MPWH capacity to efficiently implement its public investment program, with a major
focus on improving the technical quality of infrastructure projects better designs and
the use of technical audits of civil works to increase the accountability and
performance infrastructure development through private sector participation.
There is a recognised need, however, that this outcome can only be achieved by
supporting and strengthening the capabilities of BPJT and DGH to efficiently and
effectively deliver in accordance with the requirements and framework of the delivery
programme and the applicable regulations.
The capacity building component therefore becomes a central task to the work
exercise. Capacity building aims at improving the decision-making and execution
ability and expertise of people and institutions involved in Toll road contract
management and supervision, using a knowledge management and support approach
that has three key objectives in mind:
❏ Capacity building objective 1: Providing DGH and BPJT in-depth on-the-job
knowledge transfer for the different dimensions (technical, contractual,
managerial, etc.) of the contract review and technical audit processes according to
the best international standards and their adequate translation to the Indonesian
context;

❏ Capacity building objective 2: Developing and delivering training (targeted


workshops and sessions) on tools and methodologies to augment the skills and
knowledge in DGH and BPJT -and other stakeholders where needed- to deliver
the project objectives and to be applied in other projects and programmes; and
❏ Capacity Building objective 3: Craft, together with the key project stakeholders,
suitable guidelines and procedures to support the replication of successful
practices in future activities.

We anticipate the following “key topics” to be addressed by the capacity building


activities are:
➔ Part 1: Financial, Legal, Commercial (relationship between the contractual issues
and the technical, revenue and standards of service matters).
➔ Part 2: Digital technologies, information management in international-standard
project audits, traffic safety, ITS (intelligent transport systems), etc.

When assessing needs and designing capacity building, we will also consider the side
of the Concessionaire and Contractor, because -especially in Contractors- the
personnel is usually limited and sometimes young and less experienced. In this
particular regard, we envisage two possible courses of action to improve collaboration
from the counterpart in toll road supervision:
- Prepare knowledge products and guidelines with recommendations on best
practices for future audits and contract change reviews;
- Prepare specific assessment reports on human resource and information
technology management on the Concessionaire’s and Contractors’ side based on
the latest international experiences and include improvement suggestions for
future regulation and supervision policies, for instance to be included in the terms
of reference in future projects.

4.F PROJECT AND QUALITY MANAGEMENT


PT Perentjana Djaja, Solvere and Adhikari are professional services firms that work
with many of the key public and private sector players in toll roads and other
infrastructure, so our management standards are the highest in the industry, in line
with the market requirements. We use the latest information technologies and
procedures to handle information and communication effectively and safely. PT PD are
certified in ISO standards 9001 and 14001 (certificates are attached).
The policies that will guide the work of the joint venture include:
➔ Operate always in a client-oriented manner to ensure that our clients achieve their
corporate and broader objectives first time, every time.
➔ Have a permanent commitment with the highest quality standards and
environmental control
➔ Designate a Quality Control officer in charge of developing and managing the
Project Quality Control Plan and records, including the precise definition of roles,
responsibilities, targets, protocols and procedures.
➔ Commitment to continuous improvement of our services using innovation,
knowledge management and rigorous governance of our resources and
processes
➔ Always observe and fulfil the local legislation and norms

➔ Work ethically and diligently in the handling of information and documentation, for
the benefit of the Client, the project objectives, ADB's goals and the good of the
broader society.

We will operate on a system that monitors the quality of the project from the
perspective of the key project stakeholders: The Client, Concessionaires, ADB, and
others.
The Team Leader and the rest of the team will systematically verify that all the
activities related to the quality fulfil the requirements. The team is made of
professionals with broad, demonstrable experience in the sector, who are perfectly
capable of dealing with problems arising during the execution of the project, taking
action to avoid delays, cost overruns or any deviation from the objectives. We will
identify and report potential constraints before the consequences manifest.
In case of any complaints regarding staff performance, the Team Leader will take
action immediately, by means of: Analysis of the problem, analysis of courses of
action, decision and follow-up. We will always gather objective information from all
angles, looking for the best possible solution and a participatory approach.
The Quality Control Officer will be responsible to verify that all reports comply with the
requirements before submission. He will report back to Team Leader and assist in the
proposed improvements if any. Experts will also be involved in this process, as
required.

5.A WORK SCHEDULE
The expert assignment schedule is shown in the bar chart forms below, where their assignments are based on the implementation of
activities. Therefore, there is a close relationship between the Implementation of Activities and the schedule for the placement of experts and

Figure 5.1, respectively. The schedule for the placement of sub-professionals and other assistants is included in the expert planning
schedule. The inputs of on-call international experts, based on the ToR (1.5.4) will be decided with the client as the needs arise, therefore
included in the provisional sums.

6.A TEAM COMPOSITION
Our proposed team is listed in the table below. The experts’ qualifications, skills and
experience meet and exceed the requirements in the ToR and are very familiarised
with the teamwork environment of large civil engineering projects, including toll roads.
The overall direction and coordination of the team will be done in close cooperation
between the Team Leader -who has relevant experience in PPP projects in Indonesia-
and the Co-Team Leader who has a long, proven track record of working with BPJT
and MPWH.
The proposed Team Leader has many years of experience with Toll Road technical
and contractual audits and has direct experience working in PPP projects Indonesia
and ADB-financed projects since 2012. He speaks Bahasa Indonesia, has supervised
projects in different regions of the country and is very well familiarised with the
institutional, cultural and technical aspects of Indonesia. He was Team Leader of the
technical advisory team of the PPP Project Development Facility (PDF) in BAPPENAS
-national planning agency- financed by ADB for project identification, preparation,
transaction and capacity building. More information can be found on

The proposed Co-Team Leader who has worked as Team Leader in several projects
with BPJT. He has also direct experience in sampling and testing in toll road projects.
He will bring his best practice in technical and project management to complement the
international Team Leader and the team.

form. We will be glad to clarify any matter regarding the CVs.
