As defined in R.M. 22, s., 2023, this project aims to: orient the school heads on how to revitalize LRCs and libraries; create an opportunity for shared responsibility among schools division officials, teachers, and stakeholders; promote library use towards learning recovery; and conduct a search for most functional learning resources center and outstanding library- in-charge in Region V. 3. Guidelines on the steps on how to establish or revitalize learning resource centers are in Enclosure 1. 4. Guidelines and criteria on the search for MOST FUNCTIONAL LEARNING RESOURCES CENTER and OUTSTANDING LIBRARY-IN-CHARGE are in Enclosure 2 5. School Heads are instructed to ensure immediate action on the establishment, revitalization, and status of their LRCs. Republic of the Philippines Department of Education REGION V SCHOOLS DIVISION OF SORSOGON CITY Enclosure 1 Guidelines for Revitalizing and Establishing School Learning Resource Centers A well-structured and maintained School Learning Resource Center (LRC) is essential for fostering @ culture of reading and learning within an educational institution. This comprehensive set of guidelines aims to facilitate the revitalization and establishment of LRCs, ensuring they become vibrant hubs for education and knowledge dissemination. These guidelines encompass various aspects of LRC management, including location, shelving, equipment, services, utilization, Library collections, disaster resilience, advocacy, and stakeholder engagement. A. Location: Contralized Positioning: LRCs should be strategically located preferably at the ground floor of the school premises to enhance accessibility and visibility to all teachers and learners. Accessibility and Visibility: Ensure that the LRC is casily accessible to all members of the school ‘community and is prominently visible. Adequate Lighting and Ventilation: The LRC should be well-ventilated and fully lighted to create a conducive learning environment. Sufficient Space: LRCs should be spacious, accommodating both the library's collection and at least 10% of the total student population, Permanent Structure: The LRC should be a permanent structure with suitable shelving, cabinets, and display areas for collections. B. Shelving & Labelling: Appropriate Shelf Height: Shelves should not be too high, ensuring they are easily accessible to the average height of learners. Clear Labeling: General areas of collections (e.g., General References, Professional References) should be clearly labeled for ease of navigation, Cataloging and Encoding: All library collections must be recorded and assigned an accession number, and this information should be recorded in an accession register. Library Rules and Regulations: Display and communicate library rules and regulations prominently within the LRC to maintain a conducive and orderly environment. ©. Equipment: Functional Technology: Ensure the availability of functional computers and printers within the LRC to support research and digital access. Adequate Furniture: Provide suitable library furniture, including reading tables, chairs, and rubber matting, to facilitate comfortable reading and study spaces, D. Services and Utilizatio: User Scheduling: Establish a schedule for LRC use throughout the school year, ensuring equitable access for all students and teachers. User Logbook: Maintain an updated user's logbook to track the utilization of books, Supplementary Reading Materials (SRMs), and other Learning Resources (LRs). Library Collections: General References: Maintain a diverse collection of general reference materials covering a wide range of subjects. Learning Area LRs: Curate learning area-specific resources that align with the curriculum, including textbooks, workbooks, and relevant supplementary materials. Periodicals: Include a collection of current periodicals, magazines, and journals to encourage regular reading habits, Non-Text-Based LRs: Incorporate non-text-based learning resources, such as multimedia materials, audiovisual resources, and interactive content, and Science and Mathematics equipment (if no science laboratory available) Special Collections: Consider establishing special collections dedicated to unique topics, local culture, or historical materials to enrich the library's offerings, F. Disaster Resilience: Emergency Preparedness: Develop and regularly update a disaster preparedness plan, including measures for safeguarding library collections in case of natural or man-made disasters. (e.g., hard plastic box casing, fire extinguishers) G. Advocacy: Promotion and Awareness: Promote the LRC’s resources and services within the school community through awareness campaigns, events, and orientations. Collaboration: Collaborate with teachers, administrators, and students to advocate for the importance of reading and utilizing the LRC as an educational resource. F. Reaching Out to Stakeholders: Engage Parents and Guardians: Encourage parental involvement by inviting them to visit the LRC and participate in activities aimed at enhancing their children’s reading habits. Community Partnerships: Establish partnerships with local organizations, libraries, and businesses to expand the LRC's resources and services. By following these guidelines, schools can revitalize and establish LRCs that serve as dynamic centers for learning, research, and community engagement.
