INFORMATION AND INSTRUCTIONS TO CANDIDATES
(FOR GATE CATEGORY ONLY)

NOTE:
 Candidates who have GATE 2021 / 2022 / 2023 scores and opt for admission based on
GATE scores should apply online through the Registration Portal referred herein.
 Candidates with GATE (Engineering Science (X E) / Life Science (X L)) scores must have
appeared for CEETA-PG 2023 also.
 Candidates who have registered for CEETA-PG 2023 and who opt for admission through
CEETA-PG category need not apply through the Registration Portal referred herein.
Admission for such of those candidates will be based on CEETA-PG scores only and the
eligible candidates will receive notification for CEAP 2023 in the month of June.

Online applications are invited from candidates with GATE scores for admission to M.E. /
M.Tech. / M.Arch. / M.Plan. degree programmes offered in the University Departments of Anna
University, Regional campuses and Constituent Colleges of Anna University, Annamalai
University, Government Engineering Colleges, Government-Aided Engineering Colleges and
Technical Institutions funded by Central Government & affiliated to Anna University. The
eligible candidates will be called for the online single window counseling, Common Engineering
Admission Procedure (CEAP - 2023).

1. GENERAL STRUCTURE OF P.G. PROGRAMMES

Full-Time PG programmes comprise of 4 semesters (2 years).

2. MODE OF STUDY

Candidates admitted should be available in the department during working hours for the
curricular, co-curricular and extra-curricular activities. Candidates should not attend any
other Full-Time Programme(s) / Course(s) or take up any Full- Time Job / Part-Time Job
in any institution or company during the period of the programme. Violation of the above
rules will result in termination from the programme.

3. CATEGORY OF INSTITUTIONS
The Government of Tamil Nadu in G.O. (1D) No. 1 1 8 Higher Education (J2)
Department, dated 19.04.2023 have permitted Anna University, Chennai-25 for the
conduct of single window counseling through Common Engineering Admission Procedure
(CEAP-2023) for M.E. / M.Tech./ M.Arch. / M.Plan. degree programmes offered at
(i) University Departments / Regional Campuses / Constituent Colleges of
Anna University.
(ii) Annamalai University, Chidambaram
(iii) Government and Government Aided Engineering Colleges
(iv) Technical Institutions funded by Central Government & affiliated to Anna University

4. ELIGIBILITY

The eligible candidates for CEAP 2023 under GATE category shall satisfy

 One of the conditions listed under A. QUALIFYING DEGREE


AND

 One of the conditions specified under B. GATE

A. QUALIFYING DEGREE

a. Candidates who have passed all the subjects in the recognized Bachelor's degree or
equivalent in the relevant field in the qualifying degree examination as per AICTE norms
are eligible.

Candidates appearing for the final semester / year University examination of the
qualifying degree programmes in April / May 2023 (except A.M.I.E. and other similar
certificates of various professional bodies) are eligible. They should produce Original
Degree / Provisional Certificate & Consolidated Mark sheet / Mark sheets for all semesters
at least one month before the Date of Commencement of the first semester PG
examinations. If they fail to do so, the Provisional admission automatically stands
cancelled. Such candidates shall be asked to discontinue the programme.

b. Candidates with Section ‘A’ & ‘B’ certificates (e.g. A.M.I.E.) of the Institution of
Engineers and other similar certificates of various professional bodies for example
(Aeronautical Society of India), recognised by the Ministry of Human Resources
Development, Government of India and enrolled before 31.5.2013 are considered to be
equivalent to B.E./ B.Tech degree holders for admission to M.E./ M.Tech. degree
programmes subject to the following two conditions:

 Should have studied 10 + 2 years + AMIE (with 2 years experience after passing
AMIE) (or) 10 + 3 Years diploma (awarded by the State Board of Technical
Education) + AMIE (with 2 years experience after passing AMIE).

 Should have Two years regular full time Teaching experience / Industrial
experience in the relevant field after passing all the subjects including project
work. The experience certificate will have to be produced by the candidate.

The eligible branches of UG for the various PG programmes are listed in Annexure I

NOTE:
If a candidate claims that the educational qualification possessed by him / her (though not
the same as prescribed eligible qualification) is equivalent to the eligible qualification
prescribed in Annexure I, he / she should obtain the Eligibility Certificate from the Director,
Academic Courses, Anna University, Chennai 600 025 on or before the last date prescribed
for registration of the online application. However, the claim would be subject to the decision
of the admitting authority.

NOTE:

(a) The candidate is not eligible if the qualifying degree is a one year PG degree
program.

(b) The candidate is not eligible if the qualifying degree B.E./B.Tech is obtained through
Distance Mode / Week End Mode.

(c) Candidates who have obtained the qualifying degree without studying X std OR
XII std (other than 10+3 Diploma holders) are not eligible

B. GATE

a) The candidate should have G AT E 2021 / 2022 / 2023 score in the appropriate discipline
of Engineering / Technology

(OR)

b) The candidate should have G AT E 2021 / 2022 / 2023 score in Engineering Science
(X E) / Life Science (X L) papers AND CEETA-PG 2023 percentile score.

5. MERIT LIST UNDER GATE CATEGORY

(i) GATE [Engineering / Technology] Category: Candidates who have GATE 2021 / 2022
/ 2023 score in the appropriate discipline of Engineering / Technology. The merit list will
be prepared based on t h e GATE 2021/ 2022 / 2023 score in the appropriate discipline
of Engineering / Technology.

(ii) GATE [Engineering Science (XE) / Life Science (XL)] Category: Candidates who have
GATE 2021 / 2022 / 2023 score in Engineering Sciences (XE) / Life Sciences (XL) papers.
Candidates under this category should have also appeared for CEETA-PG 2023 conducted
by Anna University, Chennai. The overall mark is calculated by considering appropriate
GATE 2021 / 2022 / 2023 score and CEETA-PG 2023 percentile score in the ratio 70:30.

A common Merit list will be prepared for both GATE [Engineering / Technology] and GATE
[(Engineering Science (XE) / Life Science (XL)] categories based on Tamil Nadu (TN)
Reservation Policy.
The minimum eligible marks for GATE 2021 / 2022 / 2023 in the appropriate discipline of
Engineering / Technology are given in below:

A common merit list will be prepared for GATE (Engineering / Technology) and GATE
(Engineering Sciences ( X E ) / Life Sciences ( X L )) category. Merit List will be prepared in
accordance with Tamil Nadu Reservation Policy. In case, more than one candidate has got the
same marks in the common rank list, inter-se rank among such candidates shall be determined
in the order of priority as given below.

The merit list will be published in Anna University W eb Portal.

6. NATIVITY

Candidates who are native of Tamil Nadu and have studied 5 years continuously (12 +
B.E./B.Tech or Diploma + B.E./B.Tech or B.Sc +M.Sc) in Tamil Nadu need not submit Nativity
Certificate. Candidates who are Native of Tamil Nadu but have studied XIIstd or / and Diploma,
Degree outside Tamil Nadu have to upload the Nativity Certificate only in digitally signed e-
certificate for considering them as Tamil Nadu Candidates. Other State candidates will be
considered under Open Competition (OC) Category.

7. COMMUNAL RESERVATION

Seats shall be allocated following the Rule of Reservation of the Govt. of Tamil Nadu as
given below.

Tamil Nadu Native candidates alone will be considered for communal reservation.
The list of communities is given in Annexure – II.
Candidates seeking admission against BC / BCM / MBC & DNC / SC / SCA / ST categories
should have obtained the community certificate (Card format or digitally signed e-Certificate)
from a competent authority specified in Table -I.

a) Community Certificates obtained from Other States will not be considered for
communal reservation.
b) For communities linked with districts, the candidate should obtain their community
certificate in their respective districts. Community certificates obtained from other
than their respective districts will not be considered. However, the candidates who
belong to BC, MBC and DNC communities in a particular district, migrated to
other places in Tamil Nadu and obtained community certificates from competent
authorities in the migrated district on or after 28.10.2009, will be considered. (as
per G.O. (St) No. 95 BC, MBC & Minorities Welfare Department, dated :
28.10.2009).
c) Candidates who are native of Tamil Nadu and have studied 5 years continuously
(12 + B.E./B.Tech or Diploma + B.E./B.Tech or B.Sc +M.Sc) in Tamil Nadu
need not submit Nativity Certificate. Candidates who are Native of Tamil Nadu
but have studied XIIstd or / and Diploma, Degree outside Tamil Nadu have to
upload the Nativity Certificate only in digitally signed e-certificate for
considering them as Tamil Nadu Candidates. Other State candidates will be
considered under Open Competition (OC) Category.
d) Candidates who failed to upload a self-attested photocopy of the permanent
community card or digitally signed e-certificate at the time of registration of the
application will be treated under Open Competition (OC) category. In the event
of such a decision, the eligibility conditions and rules prescribed for OC category
will be applicable for such candidates.

8. DIFFERENTLY ABLED PERSONS CATEGORY:

Only Tamil Nadu Native Candidates are eligible for reservation under this category.
Five percent of seats are reserved for Differently Abled Persons @ 1% for each
of the following category:
a) Blindness and low vision.
b) Deaf and hard hearing.
c) Locomotor disability including cerebral paisy, leprosy cured dwarfism acid attack
victims and muscular dystrophy.
d) Autism, intellectual disability, specific learning disability and mental illness.
e) Multiple disabilities from amongst persons under clauses (a) to (d) including deaf-
blindness in the programme identified for each disabilities
The Competent Authority to issue Disability Certificate is District Medical Board duly
constituted by the State Government. The District Medical Board shall consist of a minimum
of three members (Chairman and two Members) out of which atleast one shall be a specialist
depending on the disability prescribed.

Certificate obtained from an individual doctor will NOT be considered.

9. GENERAL INFORMATION ABOUT CEAP FOR GATE CATEGORY

 Candidate should apply only through online Web Portal & upload the prescribed
documents:
www.annauniv.edu/ceap2023
 Application has to be registered separately for each category, viz., GATE
(Engineering / Technology) and GATE (Engineering Science (XE) / Life Science (XL)).
 Registration fee is to be paid online.
 Anna University will publish the Merit List for GATE category in the Web Portal:
cfa.annauniv.edu/ceap2023
 For the eligible students, Online Counselling will be conducted through the Web
Portal:
cfa.annauniv.edu/ceap2023
 Selection of the College and Branch of study during Counselling is the sole responsibility
of the candidate.
 At the end of counselling, the selected students will be given Provisional Allotment for
a particular Branch and Institution.
 Under no circumstances, the College or Branch allotted would be changed.

10. REGISTRATION FEE FOR GATE CATEGORY

Application / Registration fees for GATE category (only Online Payment) is Rs.1000/- (+18%
GST) for candidates belonging to OC / BC / BCM / MBC & DNC and Rs.500/-(+18%GST)
for candidates belonging to SC / SCA / ST.

11. PROCEDURE FOR REGISTRATION OF APPLICATION

 Candidate should apply only through online in the Web Portal


www.annauniv.edu/ceap2023

 The candidate should use a valid and functional e-mail id and a valid and functional
mobile number for registration o f online application. The registered email id and
mobile number must be maintained active, as all the communication to the
candidates will be sent ei t he r t h ro u gh S MS or e-mail only.

 GATE paper code is given in Annexure IV

 UPLOAD THE RELEVANT DOCUMENTS:


 Upload a good quality passport size photograph taken recently in .jpg format
(size: 10 KB to 50 KB)
 GATE 2021 / 2022 / 2023 score card.
 X Standard Mark Sheet
 XII Standard Mark Sheet / Diploma Certificate
 Candidates who have completed the UG Degree Programme in 2022 or prior to
2022
o Degree Certificate (or) Provisional Certificate.
o Consolidated Mark sheet (or) Mark sheets of all Semesters of the
Qualifying Degree Examination completed.
 Candidates appearing for April / May 2023 Final Semester (or year) University
Examinations are also eligible to apply. Such candidates have to upload the
following Documents:
o Bonafide Certificate obtained from the Head of the Institution where
the candidate is studying (or) photocopy of the April / May 2023
University Examination Hall Ticket.
o Mark sheets issued by the University for all the semesters upto the pre-
final year of the Qualifying Degree Examination.

 Permanent Community Certificate (If applicable) in Card Format / Digitally
Signed e-Certificate in the case of BC / BCM / MBC & DNC / SC / SCA / ST
candidates (with Tamil Nadu Nativity).
 Medical Certificate issued by the District Medical Board for Differently Abled
Persons category (If applicable).
 Nativity Certificate (if applicable) only as Digitally signed e-Certificate.

 After entering all the details, choose save button. The entered details can be viewed,
in case if any changes are to be made, the applicant can make the changes. After
t h e f i n a l r e v i e w , the candidate should click the submit and save button.

 The candidate need not send the printout of the online application or any other
documents.

 The applications received by means other than the prescribed online application
portal will be summarily rejected.

 Online application with concessional fee submitted by the candidates other than
SC/SCA/ST will be summarily rejected.

 Information like the courses offered, facilities etc., will be uploaded in Anna
University Web Portal. Other details regarding scholarship, fee concession, hostel
facilities etc., can be obtained from the Principal / Dean of the Institutions
concerned.

12. COUNSELING

o Before the commencement of Online Counseling, the Counseling schedule and


details of the Counselling process of CEAP 2023 will be published in Anna
University Web Portal:
cfa.annauniv.edu/ceap2023
o Once the Rank list had been published, candidates can access the following Web
Portal for exercising the Choice of the Campus / Branch of the Study.
The Online Counseling will be conducted through the Web Portal:
cfa.annauniv.edu/ceap2023
o Admission will be offered depending upon the seats available based on the merit
of the candidates as per the reservation norms of Government of Tamil Nadu.
o The list of institutions participating in Single Window Counseling through

CEAP 2023 is given in Annexure V
o The availability of number of seats / courses / branches h o s t e d in the Anna
University Web Portal is subject to change before the counseling.
o A candidate can get allotment for one programme only.
o College / Branch once allotted will not be changed under any circumstances.
o Unfilled seats if any, under GATE category will be converted to CEETA-PG 2023
Category in the respective communities.

13. POST MATRIC SCHOLARSHIP

In the G.O. (st) No. 6 Adi Dravidar and Tribal Welfare (AD3) Department dated 09.01.2012,
G.O. (st) No. 92 Adi Dravidar and Tribal Welfare (AD3) Department dated 11.09.2012 and
G.O. (st) No. 16 Adi Dravidar and Tribal Welfare (AD3) Department dated 24.02.2014, the
Government have ordered to grant Post Matric Scholarship to SC/SCA/ST candidates and
SC/SCA converted Christians, whose parental annual income is less than Rs. 2,50,000/- from
all the sources shall only be eligible. The eligible candidates have to submit income certificate
obtained from appropriate authorities and get the Post Matric Scholarship from the colleges
where they get admitted.

NOTE:

Candidates who have passed the UG Degree programme in 2022 or prior to 2022 should
produce the Original Degree Certificate / Provisional Certificate & Consolidated Mark
Sheet / Mark Sheets of all the semesters at the time of Admission. However, those candidate
appearing for April / May 2023 University Examinations should produce the original Mark
sheets for all the semesters upto the pre-final year for securing Provisional Admission. They
should produce Original Degree / Provisional Certificate & Consolidated Mark sheet / Mark
sheets for all semesters at least one month before the date of Commencement of the first
semester PG examinations. If they fail to do so, the Provisional admission automatically
stands cancelled. Such candidates shall be asked to discontinue the programme.

DIFFERENT LY ABLED PERSONS CATEGORY

Candidates seeking admission against reservation set apart for Visually Impaired, Hearing impaired (Deaf), orthopaedically Differently Abled Persons,
Autism, Multiple disabilities should produce the certificate from the Medical Board (minimum 3 doctors) of the District concerned certifying the
nature and extent of disability in percentage and with regard to his/her suitability for admission to the Programme in the format
(Certificate No. I/II/III/IV/V). Certificates obtained from an individual Doctor will not be considered. Further, a separate medical Board for
each category will examine the candidates with reference to their certificates.

Eligibility criteria for various disabilities

A. Norms for Visual Impairment

Candidates with low vision of 40 % and above are considered as disabled, and hence eligible for claiming Engineering Admissio n
against Differently Abled Persons category (Certificate No. II).

1. "Blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(ii) limitation of the field of vision subtending an angle of less than 10 degree.
2. "Low-vision" means a condition where a person has any of the following conditions, namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 up to 3/60 or up to 10/200 (Snellen) in the better eye with
best possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10 degree.
Person with impairment of vision of less than 6/18 to 6/60 with best correction in the better eye or impairment of field in any
one of the following categories:
(a) Reduction of fields less than 50 degrees, (b) Heminaopia with macular involvement, and (c) Attitudinal defect involving
lower fields categories of Visual Disability all with correction.

B. Norms for Hearing Impairment
Candidates with hearing ability of 40 db and above only in the better ear with speech discrimination score of 50 % and above are
considered disabled and hence eligible for claiming Engineering Admissions against Differently Abled Persons category (Certificate No.
III).
1. "Deaf" means persons having 70 DB hearing loss in speech frequencies in bothears.
2. "Hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears.
C. Norms for Locomotor Disability
Candidates with permanent physical impairment of 40 % and above are considered as disabled. The candidates with Locomotor disability
including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy of the following typ es are eligible for claiming
Engineering Admission against Differently Abled Persons category (Certificate No. IV).
1. Locomotor disability (a person's inability to execute distinctive activities associated with movement of self and objects resulting
from affliction of musculoskeletal or nervous system or both).
(i) Independent in ambulance with or without calipers but without walking aids. (ii) Good Standing Balance without calipers but
without any support. (iii) Hand Function with normal limit without any aid. (iv) Good control over bladder & bowel. (v) Disea se must be
non progressive.

2. “Leprosy cured person" means a person who has been cured of leprosy but is suffering from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest
deformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in
normaleconomic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful occupation,
andthe expression "leprosy cured" shall be construed accordingly;

3. "Cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle
coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly after
birth;

4. "Dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10 inches (147 centimeters) or less;
5. "Muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the human body
and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents them from making the
proteins they need for healthy muscles. It is characterised by progressive skeletal muscle weakness, defects in muscle proteins,
andthe death of muscle cells and tissue;

6. "Acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar corrosive substance.

D. Norms for Autism, Intellectual Disability, Specific Learning Disability and Mental Illness

Candidates with permanent physical impairment of 40 % and above are considered as disabled. The candidates with Autism, Intellectual
Disability, Specific Learning Disability and Mental Illness of the following types are eligible for claiming Eng ineerin g Admission against
Differently Abled Persons category (Certificate No. V).

1. "Speech and language disability" means a permanent disability arising out of conditions such as laryngectomy or aphasia affecting
one or more components of speech and language due to organic or neurological causes.

2. Intellectual disability, a condition characterized by significant limitation both in intellectual functioning (reasoning, learning,
problem solving) and in adaptive behaviour which covers a range of every day, social and practical skills, including—
(i) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in processing language,
spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or to do mathematical calculations
and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia, dysprax ia and developmental aphasia;
(ii) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years of life
that significantly affects a person's ability to communicate, understand relationships and relate to others, and is frequentl y associated
with unusual or stereotypical rituals or behaviours.

3. Mental behaviour — "mental illness" means a substantial disorder of thinking, mood, perception, orientation or memory
that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary demands of life, but does not
include retardation which is a condition of arrested or incomplete development of mind of a person, specially characterized by sub
normality of intelligence.

4. Disability caused due to—


(i) chronic neurological conditions, such as—
(a) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin sheaths around the axons of
nerve cells of the brain and spinal cord are damaged, leading to demyelization and affecting the ability of nerve cells in the
brain and spinal cord to communicate with each other;
(b) "Parkinson’s disease" means a progressive disease of the nervous system marked by tremor, muscular rigidit y , and
slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with degeneration of the basal ganglia of
the brain and a deficiency of the neurotransmitter dopamine.
(ii) Blood disorder—
(c) "hemophilia" means an inheritable disease, usually affecting only male but transmitted by women to their male
children, characterized by loss or impairment of the normal clotting ability of blood so that a minor would may result in
fatal bleeding;
(d) "Thalassemia" means a group of inherited disorders characterized by reduced or absent amounts of hemoglobin.
(e) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful events, and various
complications due to associated tissue and organ damage; "hemolytic" refers to the destruction of the cell membrane ofred
blood cells resulting in the release of hemoglobin.

E. Norms for Multiple Disabilities

Candidates with multiple disabilit ies with permanent physical impairment of 40 % and above are considered as disabled and
theyare eligible for claiming Engineering Admission against Differently Abled Persons category (Certificate No. VI).
Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a condition in
which a person may have combination of hearing and visual impairments causing severe
communication, developmental, and educational problems.
