Deal Is Reached on Aid

Through Egypt to Gaza,
As Desperation Mounts

On one side of the border cross-
ing between Egypt and Gaza sit
more than 100 trucks packed with
desperately needed food, water
and medical supplies. On the
other wait more than two million
Gazans now scraping by on dwin-
dling stocks of basic human neces-
sities.
Between them stand a series of
locked gates and fences topped
with razor wire, and nearly a week
of diplomatic wrangling that fi-
nally appears to be bearing re-
sults. Officials and aid workers on
Thursday were hammering out
the logistics, saying that a U.N.-led
deal had laid the groundwork to
allow trucks carrying humanitar-
ian aid to enter Gaza from Egypt,

Oct. 7 surprise attack by Hamas,
Israel, aided by Egypt, has im-
posed a complete blockade of the
Gaza Strip, not allowing essen-
tials to enter or people — includ-
ing hundreds of foreigners
stranded there when war broke
out — to escape. Israel has waged
an intensive bombing campaign of
the strip and directed about 1.1
million people to evacuate north-
ern Gaza and head to the south,
closer to Egypt.
Supplies of every sort are
nearly depleted. Included in the
aid waiting in Egypt are no-train-
ing-needed home birthing kits
that include basics like soap, plas-
tic sheets and scissors.
The possible breakthrough on
aid delivery came amid protests in
multiple countries after the explo-

Biden called on Americans on
Thursday to stand behind Israel
and Ukraine, making the case in a
prime-time address that provid-
ing military and economic aid to
the countries is in the interest of
global stability and national secu-
rity.
The 15-minute speech, only his
second delivered from the Oval
Office, shifted between two very
different global conflicts as the
watching wars unfold half a world
away. Ukraine and Israel, he said,
both face threats of annihilation
by tyrants and terrorists.
“History has taught us that
when terrorists don’t pay a price
for their terror, when dictators
don’t pay a price for their ag-
gression, they cause more chaos
and death and more destruction,”

BUENOS AIRES — After fin-
ishing a surprising first in Ar-
gentina’s presidential primaries
in August, Javier Milei grabbed a
microphone in front of a raucous
crowd and thanked Conan, Mur-
ray, Milton, Robert and Lucas.
“Who else?” he said. “My four-
legged children.”
Mr. Milei, a far-right libertarian
who is the favorite in Argentina’s
presidential election on Sunday,
would head to the country’s presi-
dential offices, the Casa Rosada,
not with a spouse and children,
but with five mastiffs he has long
called his children.
He is, of course, speaking figur-
atively. Technically speaking,
however, those five dogs are not
traditional offspring of any ani-
mal. They are genetic copies of
Mr. Milei’s former dog, also
named Conan, and were created
in a laboratory in upstate New
York.
Mr. Milei’s five cloned dogs
have become objects of fascina-
tion in Argentina’s presidential
election and a window into his un-

dor to the United Nations, re-
ceived a phone call from Nikki Ha-
ley, the former governor of South
Carolina and Donald Trump’s

Sidney K. Powell, who spun
some of the wildest conspiracy
theories about ballot fraud as a
member of Donald J. Trump’s le-
gal team after he lost the 2020
election, pleaded guilty on Thurs-
day to six misdemeanor counts.
She is one of 19 people, including
Mr. Trump, who were indicted in
August over trying to subvert the
election results in Georgia, and
she has agreed to testify against
any of the remaining defendants.
Her guilty plea was a blow to
Mr. Trump, who faces the most
charges of any defendant other
than Rudolph W. Giuliani, his for-
mer personal lawyer. Signifi-
cantly, Ms. Powell is the first of Mr.
Trump’s close advisers from the
postelection period to flip, which
could also help the federal election
interference case against him.

WASHINGTON — House Re-
publicans spent Thursday fight-
ing among themselves in closed-
door meetings, trading blame and
insults and casting about for a
way forward as they failed again
to coalesce around a speaker can-
didate.
It was a day of uncertainty and
whiplash on Capitol Hill, and the
House remained paralyzed as war
raged overseas and a government
shutdown grew near. House mem-
bers were unable to act on even
the most basic of legislation while
President Biden prepared to re-
quest a $100 billion emergency na-
tional security spending package
that included aid for Israel and
Ukraine and would need congres-
sional approval.

sentative Jim Jordan of Ohio, the
hard-right Republican nominee
for speaker, appeared no closer to
winning the post after meeting
with some of the 22 mainstream
