vicinity. During that particular moment, I witnessed a fervent dispute involving Mr.
Rajat Kumar, an individual residing in T-33, Nathupur, Gurugram.
Mr. Rajat Kumar was involved in a verbal argument with a group of individuals who
had assembled at the scene. During this altercation, Mr. Rajat Kumar engaged in the
use of exceedingly rude and aggressive words. The individual in question engaged in
purposeful and incendiary behavior by directing insulting remarks and insults towards
the group, specifically attacking their religious beliefs, caste, and personal traits.
The activities undertaken by Mr. Rajat Kumar had the consequence of significantly
heightening the level of intensity and unease inside the atmosphere of Brahmpuri. The
individuals in close proximity, who were initially participating in a peaceful assembly,
grew increasingly angry and provoked in response to the individual's use of offensive

INVESTIGATION
The present case concerns the First Information Report (FIR) filed under Section 504
of the Indian Penal Code (IPC), which accuses Mr. Rajat Kumar of deliberately
insulting a collective of individuals with the aim of inciting a disturbance of public
tranquility at the specified location of the incident on the 18th of September, 2023.
Actions taken:
On the 18th of September 2023, at 22:30 PM, I, SHO Dalveer Singh, accompanied by
my team, headed to the location of the occurrence at Brahmpuri subsequent to the
receipt of the First Information Report (FIR).
On the 18th of September 2023, at 23:15 PM, a series of statements were obtained
from the complainant, Mr. Kartik Agarwal, whereby he presented a comprehensive

and I am of the opinion that the acts of Mr. Rajat Kumar played a role in exacerbating
the tense and potentially hazardous atmosphere prevailing in Brahmpuri.

I, the undersigned, Mr. Rajat Kumar, residing at T-33, Gurugram, hereby provide this
statement before the esteemed Magistrate regarding the incident that transpired on the
18th of September, 2023, in Brahmpuri, resulting in the registration of FIR Number
154/2023 at Brahmpuri Police Station at 22:09 PM. I offer this statement of my own
volition and without any form of coercion.

who filed the complaint. Nevertheless, he refuted the utilization of exceedingly
unpleasant language or purposefully inciting a disturbance of public order. The
