FUNCTIONS OF LEAD AGENCY
• It works as secretariat to the State Level Committee
• Acts as a Single Point of Contact for Hon’ble Supreme Court Committee on Road Safety
• It coordinates with all stakeholder department/agencies concerned with road safety
• It ensures compliance of provisions of State Road Safety Policy through formulation and
implementation of target-oriented Road Safety Action Plan
• It prepares proposals for budget allocation and judicious expenditure on road safety measures.
• It convenes regular meetings of stakeholders
• It ensures holding of regular meetings of District Road Safety Committees and compliance of
decisions taken at State Level through them
• It monitors and ensure implementation of all other activities related to road safety in the state

• Timebound rectification of Black Spots
• Street Lights on NH/SH and MDRs particularly in inhabited areas
• Traffic Calming Measures: Prioritize junctions according to sensitivity and get them improved
on priority
• Installation and periodic maintenance of Crash Barriers on Hilly Roads, Near Water Bodies and
Other Vulnerable Locations through Extensive Action Plan so they remain compliant with IRC
Standards
• Action Plan with year-wise targets for repair / replacement of unsafe bridges and their periodic
maintenance so that they remain compliant with IRC Standards

DIMTS AUDIT RECOMMENDATIONS

• Conducted by Supreme Court Committee on Road Safety


• Blackspot protocol in line with MoRTH protocol – for identification, evaluation, rectification
and monitoring
• Road Safety Audits by road authorities – ensure following of MoRTH road safety audit
guidelines. PWD to ensure appointment of consultants as per MoRTH bid document
guidelines for road safety audit consultancy services
• Strengthen in-house capabilities of departmental engineers in road safety area by providing
road safety trainings
• Road signs - As per IRC standards with respect to size, shape, height, colour, reflectivity and
location and their periodic maintenance
DIMTS AUDIT RECOMMENDATIONS
• Road Markings – As per IRC standards with respect to lane markings, edge markings, zebra
crossing, stop line on junctions, parking zones, reflective studs and their timely maintenance
• Traffic Control Devices – To ensure all traffic lights are functional and serving the intended
purpose and also ensure their timely maintenance
• Road Side Amenities Lay Bays – To establish truck lay bays/ rest areas as per IRC guidelines at
regular intervals on NH/ SH and MDRs
• Bus Shelters & Bus Bays – To be developed at Bus Stops on NH and SH as per IRC guidelines
• Traffic Management Plan at Construction Sites – Ensure to plan and implement work zone
safety / construction zone safety as per IRC guidelines at all construction sites at NH

• Preparation of Extensive 10 year action plan for the state under World Bank Aided Rajasthan
