Introduction
The Guide to Federal Government Sales gives you up-to-date information
on 18 major Federal sales programs, from the Department of Agriculture to the
Department of Veterans Affairs, including what they sell, how to buy, and where
to get more details. There's also a section that provides you with helpful tips
when attending sales. And the U.S. Real Property Sales List, updated by GSA
every two months, informs you of upcoming GSA real estate sales. It lists
properties for sale as well as phone numbers to call for more information.
Because each Federal sales program may differ in what items are available
and how the actual sales are carried out, it's important to know in advance what
to expect and how to prepare. Property sold can include everything from office
furniture, medical equipment and computers to cars, trucks, jewelry and real
estate. To make a purchase, you may have to pay a fixed price, or be the highest
bidder at a public auction. Or, you may be required to submit a sealed bid either
in person or through the mail. Other sales methods may include negotiation and
private brokers. Although you may not find the extraordinary deals promised by
some "too good to be true" ads, the government still has goods and real estate
for sale at reasonable prices.
If you're interested in buying government property, be sure to personally
inspect it thoroughly in advance. Once you have been selected as the buyer, it's
yours, and there is no backing out because the condition of the property was
different than you thought.

Airplanes to X-Rays
We sell cars, vans, trucks, boats, and airplanes; office and household
furniture; communications equipment; computers, printers, copiers, and
typewriters; recreational and athletic equipment; cameras and projectors; and
tools. We also sell industrial items like hardware; plumbing, heating, and
electrical equipment; printing presses; paper products; medical and laboratory
equipment; agricultural, mining, and construction vehicles and machinery; food
preparation and serving equipment; ores and metals; and exposed x-ray film.
Most of the vehicles in our sales were purchased new and driven by
Government employees for official purposes. They are sold when they reach
replacement age and/or mileage. Our vehicles are one of the best buys in the
marketplace today because of good maintenance, relatively low age and
mileage, and desired features like automatic transmission, air conditioning,
power steering, and power brakes. And they don't look like institutional vehicles,
as the Government buys attractive body styles in a variety of colors.
No Giveaways
If you're interested in buying used Federal property, there's one thing you
should know up front. The Government expects to receive a fair price. Unless
you're willing to pay fair market value, you would be wasting your time at a sale.
Every item has an undisclosed minimum price and is seldom sold for less.
Stories about the $100 dollar yacht or exotic car are pure fiction.
As a taxpayer, you paid for these items when they were new. GSA wants
to receive the best possible return on your tax dollar when they're sold.
No Guarantees
We'll give you a chance to inspect sale property before making an offer, and
we urge you to do so. While we try to point out deficiencies if we know about
them, an item may still have faults, and we do not guarantee condition.
How We Sell
We sell personal property by sealed bid, auction, spot bid, and fixed price
sales. No preference is given to any individuals or groups, including veterans,
senior citizens, and religious organizations.
Sealed Bid
We sell by sealed bid when the sales items are in scattered locations. For
this type of sale, we mail an "Invitation for Bid," or IFB, to prospective buyers on
our mailing lists. The IFB contains item descriptions, sale terms and conditions,
item locations and inspection times, and a bid form.

If you decide to bid, you fill out the bid form and mail it to the address
indicated in the IFB. We must receive your bid by the opening date and time.
Late bids are not accepted under any circumstances. We open all bids publicly.
Auction
We hold an auction when we have a large number of items for sale in one
location. Many of our car and truck sales are auctions. We use traditional
auction methods.
You'll receive descriptions, bidding instructions, and an opportunity to
inspect the merchandise ahead of time or on the day of the sale.
Spot Bid
A spot bid sale is similar to a "silent auction," with bids written down rather
than voiced. Property is offered item by item and awarded to the highest bidder.
Bidders may bid only once per item, unless the item is reoffered.
Fixed-Price Sale
From time to time, we'll hold a fixed-price sale. At these, we post the selling
prices on the property and sell items on a first-come basis.
Conditions of Sale
We sell used personal property according to the U.S. Government's
Standard Form 114C, "General Sale Terms and Conditions." You may ask to
review a copy any of the GSA regional sales offices listed in this pamphlet or at a
sale location.
You should study carefully the terms and conditions in the Invitation for Bid
and in any notices provided at auctions and fixed-price sales. Be sure you
understand any special terms.

How We Advertise
We maintain mailing lists for frequent purchasers of Government property.
To keep down mailing costs, we periodically remove the names of people who
don't buy. To be placed on a mailing list, write to the GSA regional sales office
serving your location.
Occasional buyers can get information about upcoming sales by dialing our
telephone hotlines for recorded messages.
We also run ads in local newspapers and on radio, and sometimes we'll
post notices in public buildings. Highly specialized sales and others that might
generate interest nationwide are advertised in national newspapers, trade
journals, and periodicals.
We also advertise sales of national interest in the Commerce Business
Daily, a publication of the U.S. Department of Commerce. Copies of Commerce
Business Daily may be available at libraries and local Chambers of Commerce.

Defense Reutilization and Marketing Service through its regional offices

GSA sells most surplus Government real estate. For information, call 1
(800) 472-1313 or request a free copy of U.S. Real Property Sales List from the
Consumer Information Center, Pueblo, CO 81009. A number of other Federal
agencies, including the Department of Housing and Urban Development and the
Department of Veterans Affairs, also sell real estate. Consult local real estate
agents, watch for newspaper advertisements, or contact the agencies directly.

A. Although homesteading is a thing of the past, the BLM does have lands
suitable for purchase by private citizens. These are lands that have been
identified as unneeded by the Federal Government or as better utilized in private
ownership. By law, these lands are made available for sale at no less than fair
market value.
A. The law states that the BLM can select lands for sale if, through land use
planning, they are found to meet one of three criteria: 1) they are scattered,
isolated tracts, difficult or uneconomic to manage; 2) they were acquired for a
specific purpose and are no longer needed for that purpose; or 3) disposal of the
land will serve important public objectives, such as community expansion and
economic development.
A. Land types vary widely. Some may be desert; some are rural. Some are
small parcels of just a few acres; some are several hundred acres in size.
A. Any lands with agricultural potential will be clearly identified in the sale
notice. However, most public lands have little or no agricultural potential.

Fair market value is determined for each parcel. No parcel can be sold for less
than fair market value.
A. The BLM has three options for selling land: modified competitive bidding
where some preferences to adjoining landowners are recognized, direct sale to
one party where circumstances warrant, and competitive bidding at public
auction. The sale method is determined on a case-by-case basis, depending on
the circumstances of each particular parcel or sale.
A. No laws currently exist allowing the BLM to give veterans any preference
for land purchases.
A. Your best source is the BLM office with jurisdiction over the area you're
interested in. The BLM State Offices and their jurisdictions are noted in the back
of this brochure. They can send you sale information. Sale information will also
be published and broadcast in local news media.
A. They are held near the area to be sold, either at the local BLM office or in
a suitable public location. Sales by the BLM are not held in Washington, D.C.
A. Federal law states that the BLM can sell public land only to U.S. citizens
or corporations subject to Federal or State laws.

Details on procedures for a particular sale are specified in the sale notice
available from the BLM. The notice will specify type of sale, the percentage of
the full price that must be deposited with each bid, and the time period allowed
for full payment. The highest qualified bidder is eligible to buy the land; the
deposits of unsuccessful bidders are returned.
A. A certain minimum percentage of the full price is required with each bid.
If you are the successful high bidder, the balance must be paid in full to the BLM
within a set period of time before a deed or patent can be issued. Long-term
financing must be arranged through private lenders.
Q. Once the BLM issues my deed, can I do anything I want with the land?
A. Yes, according to the terms of the deed and subject to State or local
restrictions. The sale notice will clearly specify any Federal reservations or
conditions of sale. These might include reserving mineral rights to the Federal
Government, or allowing some currently authorized uses, such as grazing, to
continue for a certain period of time, or reserving rights-of-way or easements for
powerlines, pipelines, etc.
You are advised to review these conditions carefully so that you fully
understand what your deed does and does not include.
A. Once you receive title, the land is subject to all applicable State and local
taxes, zoning ordinances, etc.
A. You should check with the city or county involved to see if such services
are available.
Q. Are there roads or easements that guarantee I can get to the property?
A. The sale notice will explain legal access to the property or any access
restrictions. You are advised to check out the parcel before you buy, including
finding out if available access meets your needs.

Q. I'd like to find out what parcels the BLM currently has listed for sale.
Where can I obtain that information?
A. The BLM State Offices listed on the following pages are your best
source. They can tell you what sales are currently scheduled and what
prospects are coming up. You can write, call, or visit them periodically for latest
details.
If a sale is currently scheduled, information can be requested from the BLM
describing the property and method of sale.
More detailed information, such as land reports, environmental
assessments, etc., is also available upon request for a small copy fee.

Foreword
This pamphlet is provided assists individuals, or businesses desiring to buy
surplus personal properly of the U.S. Department of Defense. Often, various
commercial firms sell literature regarding the sale of DoD properly and/or
advertise sales of DoD properly, and suggest that DoD sells real estate, jeeps,
confiscated and seized properly. DoD does not sell these items. The type of DoD
properly sold, how it may be purchased, and other information is explained in this
pamphlet.
This revision supersedes, in its entirety, How to Buy Surplus Personal
Property from the Defense Reutilization and Marketing Service, dated July 1989.

Introduction
This document explains how to buy U.S. Department of Defense (DoD)
surplus personal property.
Headquarters, Defense Reutilization and Marketing Service (DRMS),
manages the DoD sales program for the Defense Logistics Agency, Sales are
conducted on a national and local basis by various sales methods through the
National Sales Office (NSO) and numerous Defense Reutilization and Marketing
Offices (DRMOs) located worldwide.
Defense Reutilization and Marketing Service (DRMS) sells primarily DoD
surplus personal property, DoD retains only property to fulfill current or
foreseeable requirements, Only property which is not required by DoD, other
federal agencies, or authorized donees is sold to the general public, DRMS sells
usable items suitable for use or recovery of parts, or recyclable materials (e.g.,

ferrous and nonferrous metals, plastics, paper, textiles, rubber, used oil and
lubricants.)
DRMS does not sell real estate, confiscated or seized items (i.e. sports
cars, and luxury items), most contractor inventory (properly in possession of
contractors performing government contracts), or material of primarily military
application (i.e. weapons and items of an offensive or defensive nature).
Sale of U.S. Government-owned real estate and surplus property generated
by most federal agencies is the responsibility of the General Services
Administration (GSA). For information, contact a GSA sales office listed later.
Eligibility Of Bidders
With few exceptions, any member of the general public may bid on DoD
properly provided he is not (1) under 18 years of age; (2) an employee of an
agency of the Federal Government, (either as a civilian or as a member of the
Armed Forces of the U.S., including the U.S. Coast Guard on active duty)
prohibited by the regulations of that agency from purchasing property sold
hereunder, or; (3) an agent or immediate member of the household of the
employee in (2) above.
National Sales
The National Sales Office in Memphis, TN, is now the consolidated sales
office that will conduct all national sales of DoD surplus property. They prepare
sales catalogs, administer bid openings, make awards and conclude contractual
arrangements. Mailing address is:
Sales Catalogs
A sales catalog describes the properly, sale location, property location,
inspection and sale dates, and contact for further information. Catalogs are
mailed well in advance of the date of sale to allow sufficient time for inspection.

Term sealed bid sales are used when property, generally recyclable
materials, is required to be removed as it is generated throughout a specified
period of time.
Bidders enter the prices they will pay on the bid forms in the catalog.
complete other required forms. and return them to the sales office alone with the
required deposit. Bids are opened on the specified date. Subsequently, awards
are made and bidders noticed.
National Auction
A national auction is used to sell a substantial quantity or variety of property
having wide commercial application.

Local sales are conducted by the DRMOs. Information can be obtained from
the DRMO in your area (see pages 9 through 13). Information and/or

Well, I guess we all know what can happen if you don't pay your taxes. Not
only will you have to pay huge penalties and interest , have your wages taken,
bank accounts frozen and then seized, but you may end up with your personal
belongings being taken and sold at an I.R.S. auction.
I am not an advocate of this practice and that is not the issue. The issue is
that there are some great bargains at these auctions that someone is going to
take advantage of, and it may as well be you.
You will find merchandise ranging from (these items were auctioned off
recently) a 1991 17 ft center console sunbird boat, to baseball cards such as
Henry Aaron, Willie Mays, Jackie Robinson, Mickie Mantle, Berra, Clemente,
and Ted Williams. Many times you will find items such as office equipment,
furniture, t.v.'s and automobiles. The list of items found at these auctions is as
broad as your imagination.

For information on these local auctions contact your county courthouse and
you too will find yourself with tremendous results.
How To Bid
(1) Offer a very low bid at the outset. This will make the other bidders wary
of the value of the merchandise and keep them from making competitive bids.
(2) Only increase your offer by half of what the auctioneer is asking for. This
tactic will slow the overall bidding for the item that is being auctioned. In the long
run this will help keep the final price lower than if you just let the auctioneer have
his way.
(3) Bid higher than the original asking price. This may sound a bit strange
but it will probably keep others from bidding. They'll sense that you really want
the item and will be afraid the price will go too high.
(4) Never seem to anxious or too excited about a particular item. The
auctioneer will sense this and ring up counter bids that do not exist just to get
you to pay more.
(5) Follow these simple steps and you'll reap great results.
Precautions
(1) Examine the merchandise first. Make sure of the quality of the goods
and then comparison shop by checking in the classified section of the newspaper
to help determine the value of the items up for auction.
(2) Write down a set price and stick to it! Public auctions get people very
excited, and when that happens the prices can rise very rapidly. Sticking to your
price will help insure that you make a profitable decision.
(3) Make plans to transport your purchases. There is no worse feeling than
getting a tremendous buy on a fabulous antique and then not be able to get it
home.
(4) Find out the type of payment the agency accepts. Many government
agencies accept credit cards, and all of them will accept cash and cashiers
checks, but most will not accept personal checks.
(5) This was also mentioned in bidding strategies but is worth repeating.
Always be on the lookout for phantom bidders. That is when the auctioneer
pretends there was a bid from someone who does not exist, just to get your bid
higher.

* Trucks, ambulances, station wagons, sedans, office equipment, office
furniture, computers, and laboratory items (typically microscopes and
scales) are sold by the U.S. Department of Agriculture (USDA).
Although most vehicles are sent to the U.S. General Services
Administration (GSA) (see page 6), a few vehicles are periodically

wagons make up a large majority of the vehicles at these sales. The
Farmers Home Administration (FmHA) of the USDA sells real property
such as foreclosed houses and farms to the public.
Special restrictions/conditions
* For personal property sales, the USDA prohibits employees who are
directly involved in the sale or have used the property as an employee
from participating in the sale. Other USDA employees are allowed to
bid. USDA requires guaranteed methods of payment such as money

* The Defense Reutilization and Marketing Service (DRMS) of the Defense
Logistics Agency is responsible for managing excess personal property
generated by the Department of Defense components. This property is
turned in for disposal to more than 200 Defense Reutilization and
Marketing Offices (DRMOs) located on or near major military
installations around the world. When property cannot be reused by
these activities, it is offered for donation to qualified recipients.
Property remaining after these processes is then offered for sale to

* The U.S. Small Business Administration (SBA) makes loans and loan
guaranties to small businesses and individuals who are victims of
natural disasters. If a borrower defaults on the SBA loan or
guaranty, SBA may sell the property securing the loan. The assets for

* The Bureau of Alcohol, Tobacco, and Firearms (BATF) sells a limited
number of Bureau-owned motor vehicles excess to its needs and seized
vehicles not selected for official use. Vehicles range from sports
cars to family sedans and are disposed of in "as is" condition. The
vast majority of these vehicles are turned over by the Bureau to the
Federal Supply Service of the U.S. General Services Administration
(GSA) for disposal (see page 6). GSA decides if the vehicles are
economical or practical for GSA to sell. If GSA does not take the
vehicles, it authorizes the Bureau to dispose of them. Only a very
small number of vehicles are sold to the public directly by BATF.
Special restrictions/conditions
* BATF reserves the right to reject any and all bids not reasonably
consistent with the value of the property being sold and to declare
"no sale" for the property involved.
* Treasury employees are prohibited from bidding on or purchasing
property either owned by the Federal Government, or under control of
the employee's bureau, or under control of a bureau supervised by the
employee, or seized and sold under the direction of the employee's
bureau.

* As the program that manages our nation's borders, the U.S. Customs
seizes a wide variety of items. Excluding those items not allowed in
the U.S., most merchandise ends up for sale to the public at U.S.

* The Department of Veterans Affairs (VA) operates programs to benefit
veterans and members of their families. One of these programs is the
Guaranteed Home Loan Program. If a veteran- homeowner defaults on a
VA-guaranteed loan, the veteran's lender forecloses the loan. In most
cases, VA acquires these properties after foreclosure and then sells
the properties to the public through 46 regional offices These
properties include detached homes, townhouses and condominiums.
A FINAL NOTE
Types Of Property
Personal property is the term used for all items other than real estate.
It includes everything from office furniture to cars and jewelry. Most
personal property sold by the government is used, and sold "as is."
Unclaimed goods are sold by the Federal Government when items are lost,
abandoned, or unclaimed by the public. The U.S. Postal Service (USPS)
is the primary agency that sells unclaimed items, typically goods that
have been lost in the mail. USPS sells the unclaimed merchandise to the
public through its "dead letter" sales program.
Sales Methods
being offered for sale and the highest sealed bidders are then allowed
to participate in a public auction. The bidding starts with the highest
sealed bid.
Spot Bid. Bidders are usually required to attend the sale to place
their bid in written form. The property is offered item-by-item, as in
an auction. However, in an auction, the bids are voiced; with the spot
bid method, the written form allows a one-time chance for the bidder.
The highest bidder is announced publicly, receives the award and the
sale is made. Buyers are encouraged to be present at the award.
Fixed price sale. The Federal agency marks the merchandise with a
particular price. The public may purchase the items for that set price
at a public sale. The items are sold on a first- come, first-served
basis.

We're the U.S. General Services Administration (GSA), and we sell used
personal property for nonmilitary Federal agencies.
GSA is the Government's procurement agent for the supplies, equipment,
and vehicles that Federal workers need to do their jobs. When items are no
longer needed or are being replaced, we stretch the Federal dollar by offering
them for sale to the public. Our sales include a wide variety of items that would
interest both individuals and businesses.
This document will tell you what we sell, how we sell it, and how you can
be a buyer. We've also included information about sales of military and forfeited
property and real estate.
Airplanes to X-Rays
We sell cars, vans, trucks, boats, and airplanes; office and household
furniture; communications equipment; computers, printers, copiers, and
typewriters; recreational and athletic equipment; cameras and projectors; and
tools. We also sell industrial items like hardware; plumbing, heating, and
electrical equipment; printing presses; paper products; medical and laboratory
equipment; agricultural, mining, and construction vehicles and machinery; food
preparation and serving equipment; ores and metals; and exposed x-ray film.
Most of the vehicles in our sales were purchased new and driven by
Government employees for official purposes. They are sold when they reach
replacement age and/or mileage. Our vehicles are one of the best buys in the
marketplace today because of good maintenance, relatively low age and
mileage, and desired features like automatic transmission, air conditioning,
power steering, and power brakes. And they don't look like institutional vehicles,
as the Government buys attractive body styles in a variety of colors.
No Giveaways
If you're interested in buying used Federal property, there's one thing you
should know up front. The Government expects to receive a fair price. Unless
you're willing to pay fair market value, you would be wasting your time at a sale.
Every item has an undisclosed minimum price and is seldom sold for less.
Stories about the $100 dollar yacht or Mercedes car are pure fiction.
As a taxpayer, you paid for these items when they were new. GSA wants
to give you the best possible return on your tax dollar when they're sold.
No Guarantees
We'll give you a chance to inspect sale property before making an offer, and
we urge you to do so. While we try to point out deficiencies if we know about
them, an item may still have faults, and we do not guarantee condition.
How We Sell
We sell personal property by sealed bid, auction, spot bid, and fixed price
sales. No preference is given to any individuals or groups, including veterans,
senior citizens, and religious organizations.
Sealed Bid
We sell by sealed bid when the sales items are in scattered locations. For
this type of sale, we mail an "Invitation for Bid," or IFB, to prospective buyers on
our mailing lists. The IFB contains item descriptions, sale terms and conditions,
item locations and inspection times, and a bid form.
If you decide to bid, you fill out the bid form and mail it to the address
indicated in the IFB. We must receive your bid by the opening date and time.
Late bids are not accepted under any circumstances. We open all bids publicly.
Auction
We hold an auction when we have a large number of items for sale in one
location. Many of our car and truck sales are auctions. We use traditional
auction methods.
You'll receive descriptions, bidding instructions, and an opportunity to
inspect the merchandise ahead of time or on the day of the sale.
Spot Bid
A spot bid sale is similar to a "silent auction," with bids written down rather
than voiced. Property is offered item by item and awarded to the highest bidder.
Bidders may bid only once per item, unless the item is reoffered.
Fixed-Price Sale
From time to time, we'll hold a fixed-price sale. At these, we post the selling
prices on the property and sell items on a first-come basis.
Conditions of Sale
We sell used personal property according to the U.S. Government's
Standard Form 114C, "General Sale Terms and Conditions." You may ask to
review a copy of the form at any of the GSA regional sales offices listed further
on in this pamphlet or at a sale location.
You should study carefully the terms and conditions in the Invitation for Bid
and in any notices provided at auctions and fixed-price sales. Be sure you
understand any special terms.
How We Advertise
We maintain mailing lists for frequent purchasers of Government property.
To keep down mailing costs, we periodically remove the names of people who
don't buy. To be placed on a mailing list, write to the GSA regional sales office
serving your location.
Occasional buyers can get information about upcoming sales by dialing our
telephone hotlines for recorded messages.
We also run ads in local newspapers and on radio, and sometimes we'll
post notices in public buildings. Highly specialized sales and others that might
generate interest nationwide are advertised in national newspapers, trade
journals, and periodicals.

Subscription Information
The U.S. Customs Service Support Division offers a subscription program
for those people interested in receiving sales flyers. The subscription covers one
year and the fee is nonrefundable. The sales flyers include information on sale
locations, dates, viewing and registration times, and a list of the property and
merchandise for sale. Subscriptions are available in three options:
Option 1--Nationwide: $50 per year for U.S. delivery, $60 per year for
foreign delivery. Option 1 provides information on sales throughout the
continental U.S., Alaska, and Puerto Rico.
Option 2--East Region: $25 per year for U.S. delivery, $35 for foreign
delivery. Option 2 provides information on sales being held in states east of the
Mississippi River and in Puerto Rico.
Option 3--West Region: $25 per year for U.S. delivery, $35 for foreign
delivery. Option 3 provides information on sales held in states west of the
Mississippi River.
All sales flyers are mailed to subscribers approximately two to three weeks
prior to the sale date.

How to Participate
Sale participants are required to register prior to each sale. Just bring a
photo ID to register and receive your bidder number and catalog. Registration is
FREE. The catalog contains a listing of merchandise to be sold and important
information about the Terms of Sale. It is strongly recommended that you attend
auction previews. The preview is the only opportunity you have to get answers to
your questions regarding merchandise, since items are sold "as-is" and all sales
are final. Merchandise is often not available for inspection the day of the sale.
See the sale flyer or listen to the recordings on the PAL Line for preview dates
and times. Please take advantage of the previews, they are provided for your
benefit.
Payment Information
Payment for merchandise at the Los Angeles, California; Edison, New
Jersey; and Miami/Ft. Lauderdale, Florida sale centers are cash, cashier's check,
or credit card (Visa or Mastercard). Generally, a deposit is due the day of the
sale and payment in full is due the following day. Typically purchases of $5,000
or less are required to be paid in full on sale day. Since cashiers cannot make
change for more than 10 percent of a cashier's check, it is recommended that
you bring several cashiers checks in small denominations. For payment forms for
other sale locations please refer to the terms of sale in the flyer or catalog.
Export-only merchandise may only be removed by a U.S. Customs bonded
carrier. Contact your local Customs Service Office for information and
assistance. Phone bidding is available on certain sales, refer to flyers or
recordings.

Sheriff's Sales
When a person refuse to pay a court judgement, his property can be
confiscated by the sherriff's department and put up for sale. Money from the
proceeds of the sale are then applied against the outstanding debt.
Sheriff's sales are under the jurisdiction of state courts, so you will have to
check with your local sheriff regarding sale rules and procedures. In some states,
for example, all sales are final; while others the person whose property was

Bankruptcy Sales
Thousands of bankruptcies occur every year. When an individual or
business goes bankrupt, the courts take over al the assets available that can be
auctioned off an applied towards the debts that were incurred.
Bankruptcy proceedings for claiming and auctioning off property varies little
from state to state, because the U.S. bankruptcy court oversees all bankruptcy
proceedings. As a general rule, the court will appoint a trustee who has the
responsibility of liquidating a debtor's assets. The trustee will then hold a public
auction or sealed-bid sale to dispense of the property.
The variety of merchandise at bankruptcy sales is staggering! When you
consider the tens of thousands of individuals and businesses who are forced to
file under Chapter 7 (which results in the liquidation of a debtor's assets to pay
for liabilities accumulated) with each person and business offering different

auction attendance. There are open-bidding auctions, where you shout out the
dollar value you're willing to pay following a minimum bid requirement called by
the auctioneer. There are also sealed-bid auctions where you submit the price
you're willing to pay. You get only one shot at that type of bidding.
Be careful with the open bid auctions. You can become so focused on a
particular piece of property that you end up in a "bidding war" that ends up with
your paying more than you should and cutting well into your eventual profit. Be
disciplined! Set a dollar limit ahead of time so that you can let certain items go if
the bidding goes too high. This is a business now, so common money sense is
important. You must now think in terms of expenses vs. revenue. If you have a
certain hobby or interest, property in this area may be your natural market. If you
specialize, it can help you concentrate on only those items in the large auction
areas where there are hundreds of people bidding for thousands of goods. Your
focus will be in your area and you'll soon be an expert on costs, prices and
resale's of this commodity.
Auctions can be hyped up-- to the point of temptation to overbid. Don't do it!
Remember your goal, your budget and your knowledge of what things cost and

military recruiting. Thus, very few people are aware of the large and varied
benefits, services and valuable information available to the general public. Don't
feel reluctant to cash in on any benefit to which you might be entitled. The
government encourages you to do so; these agencies are funded with part of
your tax dollar. The value of the benefits listed in this report are worth many

made available in a "lottery" because they are not situated in known oil and
natural gas geological formations. If you win a lease and an oil company is

Business capital or expansion loans will be considered by SBA at low
interest rates and long term financing. Special consideration is given to
